11/01/2024 Statement of Work Project Title: Executive Conference Room Carpet, Furniture, Technology, and Space Configuration Enhancement Background:

The U.S. Election Assistance Commission (EAC) is committed to fostering secure, accessible, and efficient elections across the nation. The EAC’s mission is to support election officials in enhancing election administration and to encourage greater voter participation. Through resources, research, and standards, the EAC strives to improve election integrity, align practices with the Help America Vote Act (HAVA), and bolster election-related technology and data reliability.

The Election Assistance Commission (EAC) seeks to upgrade and enhance its key conference room space to provide effective, modern meeting environments that foster productivity, flexibility, and professionalism. Currently, the conference room lacks suitable furniture, functional technology, and optimal configurations to support executive and team meetings efficiently. This SOW outlines the requirements for new carpeting and furnishing, technology improvements, and design modifications for the room to align with the agency’s goals of maximizing utility and enhancing user experience in the space.

1. Objective The objective of this project is to furnish and outfit the conference room with the necessary carpet, furniture, technology, and configurations to:

· Facilitate executive-level meetings comfortably and professionally.

· Create furniture solutions and layouts conducive to team work to enhance collaboration and productivity.

· Provide reliable audio-visual (A/V) technology solutions to support virtual and in-person meetings that promote connectivity and collaboration.

· Replace existing and install new carpet.

2. Scope of Work Carpet Requirements:

Provide all labor, materials, and tools for carpet installation, including surface preparation, alignment, and finishing to ensure a seamless, defect-free result. The contractor is responsible for cleanup and adherence to building codes and safety standards throughout the project.

Furniture Requirements:

· Table: A larger, high-quality conference table that can comfortably accommodate the maximum number of individuals while allowing ease of movement around all sides.

· Chairs: Provide ergonomic, matching chairs with a cohesive, professional appearance. Chairs should be fully functional and durable to support frequent use.

· Cabinet(s)/Credenza(s): Table-height cabinet(s) or credenza(s) to store conference room consumables (office supplies, cleaning products, etc.) and allow for snack and or drink service for attendees.

· Whiteboard: A large wall-mounted whiteboard, proportional to the room and other furnishings, usable by attendees.

· Decoration: Provisions for wall-hung decorations should be included in the design and provided by the EAC. Design should include provisions for an American flag and one additional flag placed in floor stands.

· Design Aesthetics: Ensure the furniture reflects an executive-level appearance and creates a sophisticated ambiance.

Technology Requirements:

· A/V System: Install a reliable, high-quality A/V system with clear audio that does not require manual setup or reliance on mobile phones.

· The system should offer even sound distribution across the room, minimizing the need for laptop or device proximity.

· Explore options like an OWL or comparable 360-degree camera to capture all participants seated around the table.

· Ensure technology is configured for seamless connection to virtual meeting platforms.

· Microphone and Speakers: Integrate audio technology that ensures even sound capture across the entire room, accommodating the larger space to improve clarity and volume.

System Reliability: Provide an intuitive, user-friendly system that requires minimal troubleshooting to minimize meeting disruptions.

· Connectivity: Adequate power, network, and video connectivity for attendees to remain connected to the internet during meetings and share presentations (single workstation/laptop needs to be connected at a time for presentations). Existing WiFi infrastructure may be leveraged, if necessary.

Other Space Requirements:

· Make improvements to the office space by upgrading the lighting, replacing ceiling tiles/fixtures, and refreshing the walls with new paint or wallpaper.

3. Deliverables

a) Detailed Room Layout Plans:

· Floor plans for furniture and technology placement in the conference room.

· Aesthetically aligned the office ambiance, furniture and technology proposals for an executive meeting environment.

b) Carpet, Furniture and Technology Selection:

· Provide catalogs, samples, or renderings of selected carpet, paint, office fixtures, furniture and technology options.

· Provide product information about material, colors, texture, durability, and equipment.

· A comprehensive list of proposed technology with specifications to ensure sound quality, video coverage, and ease of use.

c) Installation and Setup:

· Full installation of furniture and A/V technology, with testing to ensure functionality.

· Demonstration and training on using the A/V equipment to ensure seamless operations.

· Safely remove existing carpet, and other debris (e.g., tack strips), and dispose of old materials in accordance with regulations. Prepare the subfloor including damage in preparation for the carpet installation.

· Install the new carpet and padding according to industry standards, ensure seams are secure and aesthetically pleasing. Remove debris and excess materials.

· Remove, move, and/or install other office space items such as lighting, ceiling tiles/fixtures, and refresh paint.

4. Period of Performance The project should be completed within 30 days of the award date, with deliverables and milestones agreed upon in consultation with EAC stakeholders.

5. Performance Requirements The vendor shall:

· Provide high-quality carpet, furniture and technology that meets the outlined specifications.

· Ensure reliable installation and setup, including user training.

· Test the A/V setup to ensure it functions seamlessly, with clear audio and visual quality suitable for both small and large meetings.
