STATEMENT OF WORK (SOW)
Computer Web-Based Fire & EMS Refresher Training for DLA Installation Management DLA Columbus Fire & Emergency Services 3990 East Broad St. Bldg. 46 Columbus, Oh 43213
SCOPE OF WORK: Contractor will provide web-based firefighter and EMS refresher course training to the DLA Columbus Fire & Emergency Services. This training program must be an approved CAPCE continuing education provider and provide the student with the knowledge and skills to be recertified as an Emergency Medical Technician Basic, Paramedic and Firefighter annual refresher training. Contract to provide a base year with 4 option years.
1. The web-based program should include a minimum of 250 hours of NFPA 1001, 1021, and 1500 series courses such as:
· Building construction
· Fire behavior
· Incident response safety
· Compressed Gas Safety
· Personal Protective Equipment
· NWCG RT-130 Annual Fireline Safety Refresher
The web-based program should include the following major US DOT National Standard Emergency Medical Technician Basic and Paramedic Curriculum topics.
All Emergency medical training is certified by the Commission on Accreditation for Pre-Hospital Continuing Education (CAPCE) via the web-based program.
Emergency medical training resources shall contain, at a minimum; 12 hours of pediatric training, 4 hours of geriatric training, 6 hours of cardiac training, 8 hours of trauma training and at least 60 hours of other EMS medical training via the web-based program.
Emergency medical training shall also provide, at a minimum, the continuing education recertification requirements for EMT and Paramedic as required by the National Registry of Emergency Medical Technicians via the web-based program:
· Preparatory
· Airway
· OB, Infants, Children
· Patient Assessment
· Medical/Behavior
· Hours of Trauma
· Hours of Advanced Airway or Elective
2. The training should contain the following modes of training
· Lecture
· Discussion
· Case studies
· Multiple-choice examination
· Certificate of completion for EMS courses will include an annotated Continuing Education Units (CEU) Provider Number and hours. These certificates shall indicate the category of CEU.
· Systems shall be capable of outputting reports indicating the courses and hours completed by a user defined timeframe and category of training.
· Ability to assign specific courses to personnel.
· Online instructor availability 24 hours a day, 7 days a week, and 365 day per year by phone or email.
3. Successful Completion: will result in the issuance of a certificate of completion for the course completed. Certificate will include the title of the course, date of training, and issuing authority of the certificate. Individual critiques shall be made available to students upon the completion of every course.
4. Certificate of completion for EMS courses will include an annotated CEU Provider Number and hours. These certificates shall indicate the category of CEU as being instructor based training with annotated course hours.
5. Program shall provide tracking and notification of expiring certifications and licensure as input by the end user.
SCHEDULING: Web-based courses shall be available 24 hours a day, 7 days a week, 365 day per year.
The training period will be:
May 21, 2023 – May 20, 2024 May 21, 2024 – May 20, 2025 May 21, 2025 – May 20, 2026 May 21, 2026 – May 20, 2027 May 21, 2027 – May 20, 2028
If the above period will not work for the contractor, the contractor can provide an alternative training period or periods. However, the government reserves the right to reject any alternative date/offer if facilities are not available or if the date is not considered mutually acceptable.

INDEMNIFICATION: The government assumes no liability for any damage to the property of the contractor, to the property of any person, or public property or for personnel injuries, illness, disabilities or death to the contractor, contractor’s employees, and any other person subject to the contractor’s control or any other person including members of the general public; caused in whole or in part by, (a) the contractor’s breach of any term or provision of this contract; or, (b) any negligent or willful act or omission of the contractor, its employees or subcontractors in the performance of this contract. The contractor also agrees to hold the government harmless and indemnify the government for any and all costs, including those that arise from violation of environmental regulations, Department of Transportation (DOT), or any similar state enforcement programs under which the government incurs environmental clean-up or response costs, judgments, action, debt, liability costs and attorney’s fees or any other requests for monies or any other type of relief arising from or incident to the processing, transporting, and disposal of any subsequent operation performed upon, exposure to or contact with any component, part, constituent or ingredient of this item, material or substance, whether intentional or accidental.
