This is a Statement of Work (SOW) for commissioning, inspection, and optimization of DeNora-MIOX chlorine-generating systems at Eielson Air Force Base (EAFB) in Alaska, dated February 2026.

The contractor shall provide all labor, tools, equipment, materials, and expertise necessary to inspect, tune, and verify proper operation of four MIOX chlorine-generation units located at EAFB's Wastewater Treatment Facility and Water Treatment Facility. Specifically, the work includes: comprehensive inspection of all mechanical, electrical, and control components; tuning and calibration to ensure proper chlorine generation output, system stability, and reliable performance; verification that system parameters meet manufacturer specifications; inspection and verification of associated plumbing, piping, valves, and connections; functional testing and verification of proper startup, shutdown, and operational sequencing; on-site operator training covering operation, troubleshooting, routine maintenance, and cell cleaning; and provision of written service reports for each unit documenting inspection findings, tuning adjustments, test results, and recommended repairs. All work must comply with OSHA regulations, applicable safety standards, and industry best practices, including proper lockout/tagout procedures and chemical handling protocols. The contractor must also provide a detailed project schedule, site-specific safety plan, qualified project manager, necessary insurance coverage, required permits and approvals, and compliance documentation.

Deliverables include a detailed project schedule, site-specific safety plan, site-specific training/troubleshooting plan, and final project report. Performance standards require all four MIOX units to operate continuously for 72 hours post-commissioning without fault codes or alarms, with final chlorine generation output meeting or exceeding manufacturer specifications. Final acceptance is based on the Project Manager's written approval of the Final Project Report. The project location is approximately 26 miles southeast of Fairbanks, Alaska. The contractor must contact a designated point of contact no later than 72 hours before starting site operations and must maintain REAL ID-compliant employee identification for base access.
