PLANNING/CONSTRUCTION SERVICES

STATEMENT OF WORK

Construct Communications Admin & Storage Facility

1. GENERAL

1. The work covered by this Statement of Work (SOW) includes providing all plant, labor, equipment, and materials required to perform planning and construction of the tasks outlined below. The contractor shall be responsible for necessary travel and services required to perform the work.

2. The contract procedures and project objective provide only general direction of what is required and does not constitute a complete explanation of the work involved. The government is relying on the contractor’s expertise in providing planning and construction that meets the intent of the task. The contractor shall work closely with designated government representative to work out details.

3. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

4. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

5. Contractor Manpower Reporting Application (CMRA):

a. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the National Guard Bureau (or your organization) via a secure data collection site.

b. The contractor shall follow the new eCMRA guidance in the attached memo.

Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.

6. Work shall comply with local, state, and federal codes and applicable ANG Engineering Technical Letters (ETLs).

7. Materials incorporated into the work shall be new.

8. Asbestos Containing Materials (ACM) are not present in this facility.

2. CONTRACT PROCEDURES

1. This contract shall be awarded on a firm fixed price basis.

2. The government has provided a complete design for this project.

3. The contractor will be provided the project design via BETA SAM.

4. The contractor shall clean up all construction debris and remove all unused materials.

5. The contractor shall walk the site with the government project manager for a final inspection to verify all tasks are complete and that objectives were achieved.

6. The contractor shall submit as-built drawings depicting actual work completed.

3. PROJECT OBJECTIVE

1. As shown in the design package, work consists of constructing a 3,200 SF addition to the Communications Admin/Storage facility which includes office/admin space, shop space, a small Secure Compartmented Information Facility (SCIF) area, and general support areas.

2. Base Bid Item: contractor shall provide cost to Construct Communications Admin & Storage Facility. Contractor shall also provide price for one optional bid item:

a. Option item 1: run and terminate telecommunications cabling, install ports, and other associated telecom work described in the plans. See Division 27-271323 and 27-271513 of the project specifications.

4. The expected Period of Performance (PoP) for this work will be 365 days from Notice to Proceed (NTP).
