Statement of Work NIST Boulder Closed Loop Chemical Treatment February 13, 2023
I. BACKGROUND:
The Department of Commerce (DOC), National Institute of Standards and Technologies (NIST), Facilities and Maintenance Division of Boulder (FMD-B), is responsible for maintenance and operations of the NIST sites located at 325 Broadway in Boulder, CO 80305 and radio station located at 2000 CR 58 Fort Collins, CO 80524.
NIST, FMD-B requires monitoring, testing and chemical treatment of the closed loop systems located at the NIST Boulder, CO site. This is an ongoing requirement, and NIST will award a Firm Fixed Price (FFP) task order for one base year and four one-year option periods to test and treat the chemical loops. The general requirements are provided in Section IV of this Statement of Work (SOW) and are intended to describe the minimum Government requirements.
II. OBJECTIVES:
Unless otherwise specified herein, the contractor shall provide all labor, supervision, management, equipment, chemicals, materials, and other items or services necessary to provide the monitoring, testing, chemicals and or treatment identified in the list of closed water loops.
III. SCOPE:
1. Semi-annual monitoring and testing of the corrosion inhibitor in the closed water loops in accordance with the manufacturer’s specifications and industry standards.
Retesting or treatment for any other issues associated with the loops such as bacteria, although covered under this contract, shall not be included in the firm fixed price of the semi-annual service. A not to exceed (NTE) separate repair line item will be provided for all retests, chemical pot feeder repairs, or additional chemicals needed and the labor to support these efforts.
2. Provide annual water analysis records in written report format.
IV. REQUIREMENTS:
1. During the base year of the contract, a baseline for each closed loop shall be established by the contractor. See Attachment 2 for water testing completed in March 2023 showing the existing conductivity, pH, Nitrite, Glycol Percentage, and Iron content as a starting point for this contract. Should any draining of existing loop water be needed to remove existing nitrates and have a city water conductivity baseline, contractor shall coordinate with NIST for NIST personnel to complete the draining and filling of the city water. A number of gallons or length of time shall be discussed and agreed upon between contractor and Contracting Officer’s Representative (COR). NIST personnel shall be responsible for turning valves on the drain or fill of water in the closed loops. Contractor shall provide, chemicals, labor for monitoring and any testing needed during the process of establishing all baseline criteria for loops.
Loop baseline criteria shall be considered:
a. Conductivity <3000
b. pH minimum >8.0
c. Silica inhibitor 60-100PPM
d. Glycol Percentage for loops requiring glycol in Attachment 2, the range shall be 30-35%, except for the B81 glycol heat pump loop that shall be maintained at 50-55%.)
e. Iron content <1.0ppm
2. Semi-annual visits will be used for contractor to monitor the residual inhibitor in each closed loop system and provide additional inhibitor as needed. Contractor shall provide a full-strength silica product for each closed loop in Attachment 2 in order to maintain the silica range of 60-100 PPM. Additional inhibitor will be added by contractor as necessary to maintain the proper concentration listed above. Product shall be introduced by the contractor into each closed loop via the existing pot feeder. Contractor shall be responsible to provide chemicals and labor to maintain inhibitor and glycol levels under normal operating conditions.
3. Contractor shall provide a semi-annual water analysis for each loop in Attachment 2 to COR in written report format for NST records. At a minimum, the report shall include the following:

e. Glycol percentage tested during visit
f. Amount of glycol product added during site visit
g. Iron content (PPM)
h. Bacterial growth presence/issues found/indicate if there is a need for any further treatment
4. Submittals

a. Items found to be deficient and needing repair will be verified by the COR.
b. If poor water quality is suspected and additional testing or chemical is required, COR shall be notified immediately to begin work order authorization procedure.
c. A labor rate for repairs and retests shall be set and indicated as part of the contract.
d. The Contractor shall submit a written estimate to the COR for all repairs and retests. The COR will submit a work order authorization, repair estimate, and NTE Line Item balance to the CO for approval before any repairs can be made using the repair line item.
e. CLIN X002 is a Repair Line Item with a not to exceed (NTE) amount per year.
7. Reporting The Contractor shall provide a written report, transmitted electronically, after each semi-annual visit with the following information:

a. Responsibility and Liability
The Contractor will assume full responsibility and liability for compliance with all applicable regulations pertaining to the health and safety of Contractor and subcontractor personnel during the execution of work. The Contractor will hold the Government harmless for any action on their part or that of their employees or subcontractors, which results in illness, injury, or death.
b. Pre-Project Safety Meeting
Representatives of the Government and the Contractor will meet prior to the start of work for reviewing the Contractor’s safety and health programs and implementation of safety and health provisions pertinent to the work to be performed under the contract.
The Contractor will submit a copy of their Company Safety Plan. The Contractor will be prepared to discuss, in detail the measures planned to control any unsafe or hazardous conditions associated with the work to be performed. This meeting may be held in conjunction with other meetings that are scheduled to take place prior to start of work. c. Personal Protective Equipment
In accordance with 29 CFR 1910.132 and 29 CFR 1926.28, the Contractor will identify hazards associated with this project and determine appropriate personal protective equipment (PPE) to protect their employees and government employees from hazards. A list of the hazards and the appropriate PPE will be provided to the government representative prior to start of the project. If barricades or temporary controls are used, signs will be hung on the barricades or controls stating required PPE for entry into the controlled area. (A sample Job Hazard Analysis (JHA) check sheet form is attached to help the contractor assemble a site specific, task specific, written plan to be submitted to the government for review at the kick-off meeting).
d. Safety Inspections
The Government will conduct unscheduled, random safety inspections of work being performed as identified in this contract.
