This is a Statement of Work (SOW) for chapel carpet removal and installation at Buckley Space Force Base, Colorado, dated 25 August 2026 (Revision 1), contract number CRWU 20-1022.

The project requires complete carpet removal and replacement in designated areas of Building 316 (Buckley Chapel), which has reached the end of its service life and presents tripping hazards. The contractor must provide all personnel, labor, materials, tools, equipment, and supervision for demolition, subfloor preparation, installation of new materials, site restoration, and final cleanup. Included areas are hallways, foyer, offices, cry room, and Fellowship Hall. Excluded areas are non-carpeted rooms, restrooms, and the sanctuary. The contractor must conduct pre-bid site visits to verify measurements and conditions, remove and dispose of all existing carpet, padding, tack strips, and adhesives, prepare subfloors, install new owner-approved carpet and cove base, repair any incidental damage to walls and baseboards, permanently remove folding wall dividers in the Fellowship Hall, and ensure all areas are thoroughly cleaned and furniture returned to original positions. The work must be completed in phased approaches to maintain facility operations, with hallways remaining accessible and emergency egress always maintained. All work must occur during chapel duty hours without after-hours activities unless approved, with daily cleanup and contractor-provided dumpster services.

The contractor must comply with OSHA requirements, including PPE and respiratory protection, and immediately stop work if hazardous materials such as asbestos are discovered, notifying the Project Manager and engaging certified specialists for any hazardous material handling. Additional constraints include facility-wide coordination with 460 CES/CEN, hazardous materials reporting per AFMAN 32-7002, vehicle registration, security briefings, and compliance with all base regulations. The contractor must submit a critical path method schedule with major milestones, provide 48-hour advance notice of inspections, coordinate recycling through the 460 CES Qualified Recycling Program Manager, ensure permanent lighting is operational for installation, verify all doors operate freely after carpet installation, and perform detailed self-inspection before substantial completion. All contractor personnel require base access credentials, background checks, and compliance with posted base security protocols.

STATEMENT OF WORK

Remove and Replace Carpet in Bldg 316

1.0 BACKGROUND

Building 316 requires carpet removal and replacement in designated areas. The current flooring has reached the end of its service life, presenting tripping hazards due to wear, tear, and seam separation.

This project is intended to replace the current carpet to rectify safety hazards, enhance durability for a high-traffic environment, and improve the overall aesthetic and professional appearance of this high-visibility facility.

2.0 SCOPE OF WORK

The Contractor must conduct site visits to Chapel to verify all measurements, materials needed, quantities, and existing conditions of the work areas with the Project Manager and owner prior to contractor bids and/or ordering materials and start of project.

The Contractor shall provide all personnel, labor, materials, tools, equipment, and supervision necessary to execute the complete removal, preparation, and replacement of carpet and baseboards at Buckley Chapel, Building 316. This includes, but is not limited to, roll-off dumpster(s), furniture moving, demolition (of current carpet/baseboards/subfloors items), subfloor preparation, installation of new materials, site restoration (of area worked) , and final cleanup as detailed herein.

For the purpose of this Statement of Work, "demolition" refers exclusively to the careful removal of existing carpet, carpet padding, tack strips, and any associated adhesive or residue down to the bare subfloor. It explicitly does not include the demolition, alteration, or removal of any structural components of the chapel building.

For the purpose of this Statement of Work, "site restoration" means the Contractor is responsible for ensuring the entire project areas, including adjacent access routes and staging areas, is thoroughly cleaned. This includes the removal of all project-related debris, waste materials, excess supplies, tools, and equipment. The area must be left clean, tidy, free from dust and residue, and ready for immediate use by the owner. All moved furniture, fixtures, and items must be returned to their original positions as specified in the Scope of Work.

25 August 2026 3 CRWU 20-1022

The Contractor shall be responsible for carefully moving any and all furniture necessary to accomplish the work, including, but not limited to, desks, chairs, tables, couches, shelves, file cabinets and any non-fixed furniture items in the Blessed Sacrament Room. All items shall be protected from damage and returned to their original locations upon completion of the work in that area.

The scope of work includes all carpeted areas within Building 316, including, but not limited to: hallways, foyer, offices, cry room, and the Fellowship Hall.

Excluded Areas: Work is NOT to be performed in the following locations:

* Any rooms that are currently not carpeted (e.g., tiled floors).

* All restrooms.

* The entire sanctuary area, including the upstairs/balcony portions.

After demolition of the old/original, the Contractor shall prepare the subfloor for new installation, ensuring it is clean, smooth, and free of old adhesive and debris.

The Contractor shall remove and legally dispose of all existing broadloom carpet, carpet tile, cove base, and associated adhesives from the designated work areas. All waste and debris shall be removed from the site and disposed of in accordance with all local, state, and federal regulations.

Wall Divider Removal: Permanently remove the folding/retractable wall dividers located in the Fellowship Hall. The Contractor shall legally dispose of the dividers. If track removal is deemed necessary by the owner and project manager, all associated track hardware will too be properly removed and disposed of.

After removing the wall dividers in the Fellowship Hall, the Contractor shall "make good" any resulting damage to the walls, floor, or ceiling where the dividers were attached. If tracks were removed, then the Contractor shall “make good” any resulting damages to the ceiling. This includes patching, finishing, and painting to create a seamless, finished appearance.

The Contractor shall furnish and install new, owner-approved carpet and cove base in accordance with the material specifications and manufacturer's installation guidelines.

The Contractor shall repair any damage to walls, baseboards, or trim that occurs as a direct result of the removal or installation process. Repairs shall include patching, sanding, and painting to match the existing color and finish. The owner will provide the paint code, or the contractor shall obtain a color match for approval by the Project Manager.

25 August 2026 4 CRWU 20-1022

The Contractor and all personnel must comply with all applicable provisions of OSHA, including, but not limited to, providing appropriate Personal Protective Equipment (PPE) and respirators, certified personnel training, personal-exposure air monitoring, employee medical surveillance, use of wet removal methods, and proper signage for regulated areas.

Discovery of Hazardous Materials: If at any point the Contractor encounters materials suspected to be hazardous and not previously identified (e.g., asbestos-containing mastic under the carpet), all work in the affected area shall stop immediately. The Contractor shall notify the Project Manager at once and shall not resume work in that area until written direction is provided.

If the Contractor discovers what appears to be asbestos during the course of the work (e.g., while removing carpet, or disturbing other materials), the Contractor is then immediately responsible for stopping all work in the affected area, making sure the area is secured and clearly marked, and notify the Project Manager to report the discovery.

Following such a discovery (e.g. asbestos), the Contractor must arrange for a certified asbestos expert to thoroughly check the suspected material. This check is to confirm if asbestos is present, where it is, and what condition it's in.

If the asbestos expert confirms asbestos that will be disturbed by the carpet replacement work, the Contractor is then responsible for making sure it's handled safely and legally. The Contractor must hire a separate, certified company that specializes in removing or managing asbestos. This company will handle all asbestos-related tasks.

3.0 CONSTRAINTS

Facility must be kept operational (i.e. hallways accessible) during the project. Clear and unobstructed pathways for emergency egress must be maintained at all times.

Contractor equipment, materials, or debris shall not block hallways, exits, or access routes needed for daily operations.

The work must be completed in phases to ensure parts of the building remain usable at all times. The Contractor shall submit a detailed phasing plan and schedule for approval by the Project Manager prior to the start of work. The plan must show how areas will be sectioned off and turned back over to the owner upon completion.

Work to be accomplished with minimum interruption to building occupants.

25 August 2026 5 CRWU 20-1022

All work activities shall be performed during Buckley SFB Chapel duty hours. No after-hour activities will occur without written approval from the owner.

All contractor materials, tools, and equipment must be stored neatly within the designated work area or in a location approved by the Project Manager.

The Contractor is responsible for daily cleanup. At the end of each work shift, the work area must be secured, and all tools, debris, and trash must be consolidated to ensure the safety of after-hours occupants.

The Contractor is responsible for providing their own roll-off dumpster for trash and materials waste.

Contractor vehicles shall be parked only in the designated area(s) specified by the Project Manager. Parking in fire lanes and/or already marked-designated spots is strictly prohibited.

Loud music is not permitted. Contractor personnel are expected to always conduct themselves in a professional and courteous manner.

This is a non-smoking facility. Smoking is only permitted in the designated outdoor smoking area.

The Contractor shall not shut off, adjust, or otherwise interfere with any building systems, including HVAC, fire alarms, sprinklers, electrical panels, or IT infrastructure, without obtaining approval from the Project Manager and owner. Any damage to these systems will be repaired at the Contractor's expense.

The Contractor shall coordinate all outages with the 460 CES/CEN Project Manager and owner.

Hazardous materials to be used must be reported prior to use. Quantities used need to be reported ideally when received or at least monthly. AFMAN32-7002 Section 3.3 requires that All hazardous materials (HM) must be submitted for review and authorization prior to bringing on Buckley SFB. All HM usage is required to be tracked once approved for use and reported to the Environmental Flight each month.

Safety Data Sheets (SDS) must be manufacturer-specific for the HM. Manufacturer part numbers and container sizes are required to enable correct volume for tracking usage. If any HM is needed to complete this work, contact Harry Nuce 720-847-5578 for further information to assist with requests for authorization. Types of HM are adhesives, paints, sealants, solvents, and similar products.
