STATEMENT OF WORK
CGC TAHOMA Oily Waste Offload
1. BACKGROUND: USCGC TAHOMA, homeported in Newport, Rhode Island, requires contractor support for an Offload of up to 3,000 gallons of oily waste.
2. SCOPE OF WORK: The Contractor shall provide all personnel, equipment, tools, hoses, pumps, transportation, and incidental materials necessary to safely remove, transport, and properly dispose up to 3,000 gallons of oily waste from vessel.
The Contractor shall:
· Mobilize to the designated vessel berth/ location on the scheduled service date.
· Provide a vacuum truck and all equipment required to safely perform the offload.
· Supply approximately 400 Feet of hose capable of reaching the vessel’s discharge connection due to pier weight restrictions preventing the vacuum truck from driving on the pier.
· Connect to the vessel’s 2-inch female discharge connection.
· Pump, transport, and dispose of all collected oily waste to a properly authorized disposal facility.
· Maintain spill prevention measures throughout the operation.
· Restore the work area to its original condition upon completion.
3. PERIOD OF PERFORMANCE:
Primary Service Date: 21 July 2026.
Alternate Service Date(s): 22 July 2026 or 23 July 2026.
Normal working hours are 0800-1600. Any schedule changes must be coordinated with the Government.

5. GOVERNMENT-FURNISHED INFORMATION
The Government will:
· Provide access to the cutter at the scheduled time
· Designate a Government representative to coordinate the work.
· Identify the proper oily waste discharge connection.
· Operate shipboard equipment and valves necessary to support the offload.
· Provide installation escort, if required.
6. CONTRACTOR RESPONSIBILITIES:
The Contractor shall:
· Provide qualified personnel experienced in oily waste removal operations.
· Furnish all labor, supervision, equipment, hoss, pumps, transportation, and materials to perform the work.
· Comply will all applicable federal, state, local, installation, and environmental regulations.
· Utilize appropriate Personal Protective Equipment (PPE).
· Maintain an active spill prevention and response capability throughout the operation.
· Immediately notify the Government representative of any spill, leak, equipment failure, or safety incident.
· Properly transport and dispose of all collected waste at an authorized disposal facility.
7. DELIVERABLES:
Upon completion of the work, the Contractor shall provide:
· Written notification that approximately 3,000 gallons of oily waste has been removed to the Contracting Officer’s Representative (COR) or designated Government representative.
· Waste disposal manifest or certificate of disposal, if required.
· Any documentation required by applicable environmental regulations.
8. ACCEPTANCE CRITERIA:
The Government will consider the work complete when:
· The estimated quantity of oily waste has been successfully removed.
· No environmental spills or safety violations attributable to the contractor have occurred.
· The work area has been restored to an acceptable condition.
· The Government representative has inspected and accepted the completed work.
