CESU 18-04
Projects for execution under this Cooperative Agreement (CA) by the U.S. Army Corps of Engineers (USACE) do not include any functions to be performed that are inherently governmental. This determination is made with the assessment that places emphasis on the degree to which conditions and facts restrict the discretionary authority, decision-making responsibility, or accountability of Government officials using Non-Federal Entity (NFE) services or work products.
This CA shall not be used for performance of personal services. These tasks provided by the customer for execution under this CA by USACE do not include functions to be performed that are personal services.
Any modifications to Cooperative Agreement activities as outlined by this SOW must be channeled through the Grants Officer’s Technical Representative (GOTR) and Grants Officer (GO) prior to NFE implementation.
NFE personnel shall also wear a distinctive NFE furnished security (ID) badge/lanyard readily identifying the individual as a NFE employee. The badge shall be worn in a conspicuous place at all times when performing work under the Cooperative Agreement including attendance at Government meetings and conferences that take place outside of the Government facility.
NFE personnel shall identify themselves as an NFE employee when answering or placing calls on a Government telephone and when leaving outgoing or incoming messages on voice mail.
Use of acronyms in this identification is insufficient to meet this requirement.
All NFE email signatures shall identify them as such and will include their employer’s name.
PERIOD OF PERFORMANCE: 14 months from the date of award.

1.0 BACKGROUND
The NTTR is a 2.9 million acre military test and training range located in South Central Nevada to the North of Las Vegas, NV. The Air Force has been completing a Legislative Environmental Impact Statement (LEIS) to support military land withdrawal of the existing range and up to 301,507 additional acres to support military testing and training. As part of the LEIS study, the Air Force assisted the Nevada Department of Wildlife (NDOW) with their efforts to document the distribution, movement and migratory patterns of Big Horn Sheep (BHS) by collaring 22 sheep in October 2016. The collars are iridium satellite tracking collars that upload BHS location and movement data to a central repository. The BHS collars automatically unlock and fall off the sheep 24 months from the time of collaring (Dec. 2018), and data will no longer be uploaded to the central tracking repository.
2.0 OBJECTIVE
The Air Force Civil Engineering Center (AFCEC) plans to continue with a second year of data collection and monitoring of BHS that were initially captured and collared in November 2016 in the Pintwater Range of Nevada. The NFE shall renew a subscription (Jan. 2018 – Jan. 2019) for annual maintenance and data download for each BHS iridium tracking collars of the 21 remaining functional collars (one collar is no longer functional) at an approximate cost of $162 per collar for BHS database access. The NFE will download BHS data from a central satellite tracking website each month for each of the 21 sheep currently collared and will generate a summary report on sheep distribution, movement and migratory patterns for the two year BHS collaring study.
3.0 TASKS
Then NFE shall download data for each sheep once per month. Collars send a given BHS’s location to the central database every 4 hours. The NFE shall compile a summary report on BHS distribution, movement and migratory patterns for the 21 collared BHS on the South Range of the NTTR. The report will include figures showing BHS distributions and movement from Oct. 2017-Nov. 2018 in addition to the existing figures that document the same information from the Nov. 2016-Sep. 2017 timeframe. The NFE will generate a summary report of conclusions and follow on recommendations not to exceed 30 pages in length.
3.1 Supporting Tasks
Preliminary Data Gathering and Kickoff meeting: To capture all data and to fill in data gaps; if necessary, the NFE shall coordinate and participate in a project kick-off call with the Air Force, USACE, and Adam’s Ecology who assisted the Air Force with the first year of BHS data collection. During the call, the government and project support team will clarify how to access data from the existing database. The NFE shall conduct the call NLT 5 calendar days from Notice to Proceed (NTP)). During the meeting, the NFE and AFCEC will provide information, answer questions and. The call is anticipated to last 1 hour.
The NFE shall support AFCEC by purchasing a subscription to access iridium tracking collar data (~$162 per collar per year) and downloading the data from Oct. 2017 through Nov. 2018. The NFE will download and organize the data each month for each of 21 remaining BHS collars from Oct. 2017 through Nov. 2018.
The NFE will generate a summary report on BHS distribution, migration and movement using the downloaded data and combining it with data collected the prior year. The NFE will be provided data and images of BHS movements and locations compiled from Nov.
2016 through Sep. 2017. The NFE will develop a spreadsheet or database to organize the sheep movement data obtained from the database which will be provided to the AF as a final deliverable. The spreadsheet will cover the timeframe of Oct. 2017 to Nov. 2018.
The NFE will be responsible for generating analogous figures to those provided at the kick off meeting. These figures shall cover the new monitoring window to document BHS distribution, movement and migration patterns from Oct. 17 through Nov. 18. The summary report, including figures should not exceed 30 pages (excluding appendices) and should provide a discussion, narrative of results, and recommendations for further study.
The NFE will not be required to travel to the NTTR and will be able to perform work remotely. The NFE shall provide all necessary personnel, facilities, equipment, computer hardware and software and materials required to complete tasks identified in this Statement of Work.
4.0 DELIVERABLES
The NFE shall include all review comments, the response to each review comment, and minutes from all meetings/conferences in the final package for each deliverable, unless otherwise directed by the GOR.
NFE shall resolve any conflicting comments. The NFE shall provide five (5) paper and five (5) electronic copies of each deliverable version to the Air Force. Electronic deliverables should be provided in native format. All text files must be compatible with Microsoft Word Version 2007.
4.1 Progress Reports
The NFE will be prepared for a short quarterly brief on BHS data collection. A monthly progress report will be provided at the end of each month of data collection to the Air Force and GOTR.
Completion of work prescribed by this task order will be documented in these progress reports.
NFE shall provide status reports to the GO and GOTR.
4.2 Draft Summary Report
The NFE will generate a draft summary report on BHS distribution, migration and movement using the downloaded data and combining it with data collected the prior year. The summary report, including figures should not exceed 30 pages (excluding appendices) and should provide a discussion, narrative of results, and recommendations for further study. The draft report shall be due to the Air Force 90 days from the end of the data collection (Feb 2019). The Air Force shall have two weeks to comment on the draft summary report.
4.3 Final Report
The NFE shall respond to Air Force comments on the draft report and shall furnish the Air Force with a final BHS report NLT 30 days from receipt of comments ( Mar 2019).
5.0 SPATIAL DATA
The NFE shall prepare maps and other graphics, as appropriate, to support the activities required under this TO. The NFE shall include graphic documentation of sites, resources, and buildings, as appropriate, in the reports specified for this TO.
All products associated with this TO that provide a map representation of the location of installation features (historical, existing, or planned) including installation maps, site plans, area development plans, walls-out as-built depictions, or other related overhead (plan) views of an installation (partial or entire) must adhere to the following requirements. (NOTE: This requirement does not currently involve walls-in facility floor plans or interior renderings.)
1.All maps and associated data must comply with the latest version of Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) available from the SDSFIE website:
http://www.sdsfie.org/. These data will be organized using the current version of the standard approved by the Headquarters Air Force Geo Integration Office (HAF GIO) as the functional lead for installation mapping and visualization. The SDSFIE shall determine file and feature class identification and definition, attribution and valid domain values. When any geospatial information collected as a result of the project includes information identified in the Common Installation Picture (CIP) or recognized Mission Data Set (MDS) the NFE shall deliver data consistent with the established requirements for the data and shall ensure functionality with the receiving system.
2.Information must be collected at no less than 1:1200 scale for base cantonment areas and 1:4800 scale for larger undeveloped base areas. Spatial data shall meet or exceed National Map Accuracy Standards at those scales. Metadata shall be provided and shall use Federal Geographic Data Committee (FGDC) Content Standards for Digital Geospatial Metadata (CSDGM) for organization.
3.Geospatial data must be delivered in a geo-referenced GIS (Geographic Information System) format (feature-based file structures with one-to-one cardinality between spatial records and attribute records) which would include Environmental Systems Research Institute’s (ESRI) shapefile and geodatabase formats. All attribute data as specifically outlined in the task order contract must be included either in the GIS data file or as a separate table with a SDSFIE key variable that may be used to relationally join the separate table with the GIS data file. All geospatial data must be delivered in the North American Datum 1983 (NAD83) projection, State Plane Coordinate System, using feet or metric coordinate units. Further guidance on mapping units, coordinate systems and projections is available from the Installation GIO.
4.Mapping- or Survey-Grade Global Positioning Systems (GPS) or comparable traditional survey methods shall be used to collect geospatial data. The use of mapping- or survey-grade GPS shall depend on the precision requirements of the product data. In the case of contracts involving utility construction, location and attribute data shall be obtained at the time of excavation. Further information about precision requirements should be obtained from the installation GIO.
Source data and product data remain the property of the US Government. The NFE may be required to explain and demonstrate their process for protecting all geospatial data, including but not limited to geometry, attributes, metadata, topologies, and relational database schemas and operations used in association with this SOW. The NFE may be required to sign a non-disclosure agreement attesting to the same before source data are released. Further information about security and nondisclosure requirements should be obtained from the installation GIO. Some installation map data, source and/or product, may be considered by the government to be “sensitive, but unclassified.” The intent of this clause is to prevent intentional or unintentional dissemination of “sensitive, but unclassified” information to include unauthorized access to the source and product data by any entity wishing to do harm to the USAF or United States Government while the data resides on the NFE's computer network. The NFE is not authorized to release this information to any third party without the explicit consent of the Headquarters Air Force Office of the Civil Engineer (AF/A7C) or its involved installation. All source information must be returned to the government POC or destroyed upon completion of this project.
Neither the NFE nor the NFE's personnel will give news releases or conduct media interviews, or provide information concerning the work performed under this project, unless approved in advance by the designated Air Force Public Affairs Officer and as required by the Grants Officer, and the Grants Officer’s Representative. All inquiries should be directed to the designated Public Affairs Officer, the Grants Officer or the Grants Officer’s Representative, as appropriate.
