About this file
This statement of work outlines requirements for a phased installation of ceiling lifts and accessories at the VA Northeast Ohio Healthcare System in Cleveland, Ohio. The project involves installing thirty-four ceiling lifts across three phases, with the first phase installing sixteen lifts in expanded emergency department areas and nine lifts in orthopedic and podiatry specialty clinics on the second floor, the second phase installing one lift in a CT scan room, and the third phase replacing eight lifts in the current emergency department areas. The lifts must meet specified capacity, scale, and operational requirements and be compatible with the medical center's existing equipment. The performance period is 180 calendar days from notice to proceed. Training on lift and sling use is required for staff.

2. Contract Title. Phased Installation of Ceiling Lifts, along with accessories integral to lift use, for the Emergency Department (ED) renovation and expansion and select specialties areas within the Main Campus areas of the VA Northeast Ohio Healthcare System (VANEOHS).
3. Background. The VANEOHS, Cleveland, Ohio is soliciting for a contractor to provide all labor and materials to perform installation of thirty-four (34) permanent ceiling and/or wall mounted patient care lifts for the ED, Orthopedic and Podiatry specialty units located on the second floor, and CT scan area on the first floor all located in the Main Campus. There are currently twelve (12) ceiling lifts installed in the ED, which will be replaced during this project due to end-of-life status. With the expansion of the ED, additional lifts are needed for patient care areas. This expansion also includes an additional CT Scan an additional Orthopedic and Podiatry rooms. Ceilings will be a mixture of new construction hard pan and tiled; therefore, a two-phase installation process will be needed for the hard pan ceilings. Both ceiling and wall mounting of the ceiling lifts may be required. Various lift weight capacities and scale options are required based on the needs of our veteran population. Due to prior patient injury, handset holders are required so that handsets can be secured when lift is not in use. Due to the project scope, this project will commence in phases. Rooms requiring ceiling lifts are as follows:
· Phase One which will include expansion of the ED, on the first floor, to sixteen (16) rooms and the addition of nine (9) rooms in Orthopedic and Podiatry Specialty areas on the second floor.
· Phase Two will include renovation of one (1) CT Scan room, first floor.
· Phase Three will include the renovation of current ED patient care rooms, which consist of eight (8) rooms, on the first floor.
All work shall be in direct compliance in accordance with the VHA Safe Patient Handling and Mobility Directive 1611(1) (3/28/2018, amended July 16, 2020) (Attachment 1), as well as the Medical Center’s policy on Safe Patient Handling & Mobility Program (MC 118-034 dated 8/1/2021) (Appendix A) and National Patient Safety Alert AL 14-07 (2014).
In addition, there is a need for thirty-six (36) slings, with various features for transferring patients using the ceiling lift. As accessories to the ceiling lift, handset holders are required for each lift to secure the handset to the lift hanger bar to avoid it from coming dislodged when no in use, potentially causing patient and/or healthcare worker injury.
4. Scope. Project will be phased.
Phase I consists of renovation and expansion of first floor ED, as well as Specialty Areas (Podiatry and Orthopedic Areas) on second floor.
