Educational Services Professional Driving Academy

STATEMENT OF WORK

Introduction:

The Bureau of Prisons, Federal Correctional Institution, Texarkana, Texas, intends to establish a Purchase Order Contract for the provision of a Professional Driving Academy. The academy provider will provide services for the male adults in custody incarcerated at the Satellite Prison Camp (SPC) located at the Federal Correctional Institution, Texarkana, Texas. General information regarding the Federal Bureau of Prisons (BOP), its facilities, and referenced Program Statements can be located at www.bop.gov. The Government reserves the right to award without discussion and to award as a single award. Therefore, each initial quote should contain the quoter's best terms from a cost or price standpoint.

Place of Performance:

The services will be rendered off-site at the selected driving academy. The services will be performed at the selected driving academy/school in a classroom setting and skills area.

Schedule:

The Contractor will perform the services at the selected driving academy. The requirement for these services will consist of estimated 16 sessions per class per 4-month period (4 sessions per week). Each session will be defined as one (160) clock hours in length. It is anticipated that the contractor will provide instruction an average of four days per week. These services may be provided on an as-needed basis. Working hours will normally be between 7:00 am and 5:30 pm, Monday through Thursdays on an as-needed basis, excluding weekends and holidays. The supervisor of Education will be responsible for defining each enrolled group for each class. The services, being professional in nature, will be provided in the method considered normal in the local community. The performance of these services will also be verified by the designated Contracting Officer's Representative (COR).

Due to the nature of the correctional setting, delays in class attendance may be expected. Such delays may include but are not limited to inclement weather, electrical or mechanical problems, or other security matters. The Contractor will be paid for one the missed session but a makeup session will be offered or remediation given.

Education and Experience:

The Driving Academy must be a certified driving school with available classroom space for instruction and vehicles to practice skills in.

The contractor shall provide pre-approved and qualified personnel who act as substitute instructors in the event of a scheduled instructor’s absence.

Health Requirements:

The contractor shall ensure that the driving instructors are free of infectious diseases.

Any individual performing as an instructor under this contract who subsequently develops a medical condition which might reasonably be expected to place other workers, adults in custody, or the public at risk shall be immediately removed from activities requiring performance of invasive procedures and activities which might reasonably be expected to place other workers, adults in custody, or the public at risk.

In any such case, the contractor shall be responsible, at no additional cost to the institution, for securing the services of any replacement personnel required for contract performance.

Description of Services/Duties:

The contractor will provide 4-week classes with a 10-hour workday, with 2, 15-minute breaks and a lunch break. The contractor will be responsible for class instruction, hands on instruction and administering class exams The anticipated schedule is an average of four days per week, Monday through Thursday, between the hours of 7:00 a.m. and 5:30 p.m. Adults in custody will be instructed on the following:

1) Qualified to secure an entry level job as an over the road driver with a commercial driver’s license.

2) Aware of safety procedures; alcohol and drug effects; law and penalties applicable to the professional driver.

3) Proficient at performing pre-trip, safe start, air brakes inspections on the road, and post trip vehicle and equipment inspections.

4) Skillful in safe driving techniques.

5) Capable of map reading, logbooks, cargo documentation, dispatch procedures, emergency responsibilities, and regulations of transportation agencies.

6) As a over the road driver, students will travel all 48 states and Canada, in all kinds of weather and terrain.

Each student will receive range driving skills practice and actual street driving experience.

Estimated number of sessions (2-5, 4 week- 160 hour sessions): 16 Session

Supplies:

All necessary supplies, books, and classroom materials that the contractor may routinely need will be provided by the contractor on site. The Government will not be responsible for classroom supplies. The use of computers will be strictly monitored and must follow institutional policies regarding computer security.

Non-Personal Status:

Award of this contract will result in a contractual arrangement only. The service is a contractual arrangement and not a personnel appointment. Payment is based on an end product or the accomplishment of a specific result. The service does not constitute an employer/employee relationship. The Contractor will not be subject to Government supervision, except for security-related matters. However, Contractor performance shall be monitored. All duties outlined in this Statement of Work shall be performed in accordance with standards and methods generally accepted within the Contractor’s own field of expertise. The COR will periodically evaluate the Contractor’s performance. The contractor will be advised of unacceptable performance and will be responsible for correcting the deficiency. If this results in the contractor removing their employee, they will be required to provide a replacement candidate within 30 days.

Inmate Management:

The provision of services under this proposed contract will require frequent and unsupervised contact with adults in custody. The Contractor will not be responsible for the management of adults in custody except to ensure that those adults in custody involved in activities within the Contractor’s scope of work shall abide by all rules, in effect, to ensure the safety and wellbeing of all participants.

The Contractor shall be constantly aware of security and maintain a professional relationship with the adults in custody at all times. Any violations of institution rules and regulations are to be brought immediately to the attention of the closest institutional staff member, the Supervisor of Education, or the COR for prompt and proper action.

Method of Performance:

The Contractor has sole responsibility and discretion for choosing and implementing the manner and method of performing tasks outlined in this Statement of Work as long as the requirements are met in accordance with the policies described above.

The services, although not directly supervised, shall be reviewed by institution medical staff to ensure contract compliance. The Contractors performance will be evaluated in accordance with FAR Part 42. Contract monitoring reports will be prepared by the COR and maintained in the contract file. The Government reserves the right to suspend, limit or revoke the Contractor’s privileges at the facility due to violations of security procedures.
