STATEMENT OF WORK

25 November 2024
1.0 INTRODUCTION
The 67th Cyberspace Wing HQ facilities are the premier cyber campus in the ACC. These facilities are frequented by VIP’s from both the ACC and USCYBERCOM and maintaining a proper appearance is a must. These requirements are no longer being supported by the
Contracted House Keeping Services. Therefore, the following buildings 2167 and 2169 at Joint
Base San Antonio-Lackland (JBSA-Lackland) require an annual contract to clean approximately
23,048 sq ft of carpet. The contract services required are for inspection, pre-vacuum, pretreatment, apply sanitizer, steam clean, and groom.
2.0 GENERAL SCOPE
Contractor shall provide all labor, equipment, supplies, testing, transportation, and all necessary items to accomplish annual carpet cleaning for buildings 2167, and 2169. These buildings are
Sensitive Compartmented Information Facility (open storage) with the exception of building
2169 second floor; therefore, contractor personnel without top secret clearance will be escorted at all times while inside of the facility. The associated project area shall be returned to its original condition or better upon the completion of work at JBSA-Lackland.
3.0 GENERAL REQUIREMENTS
The contractor shall investigate the existing conditions of all carpeted spaces and obtain all necessary data to complete this SOW. All Government provided layouts and drawings are considered approximations, and the Contractor shall be required to verify all measurements to determine the actual quantities for the purposes of material estimation. The calculation of the carpet space to clean was captured by taking the total sq ft of carpeted space in both buildings
(32,926 sq ft) and subtracting 30% (9877.8) for furniture. Refer to attachment 1-4 for carpeted space overheads with dimensions.
4.0 DESCRIPTION OF WORK
4.1 The contractor shall perform the following services and provide the following goods as needed, and as requested by the 67 Cyberspace Wing facility manager. Such services will vary in nature and may include but shall not be limited to the following (“Goods” and “Services”).
4.1.1 Inspection: Inspection Services, include but not limited to the following:
- A visual walk through, will be performed by the contract, of all carpeted spaces to predetermine the proper execution of the cleaning process.
- The inspection will identify areas that will need to be pre-treated prior to the actual cleaning process.
- The contractor shall notify the Government Agent if it is determined that a specific area cannot be properly cleaned. The Government Agent will then determine the next course of action, be it carpet tile replacement or other solution.
4.1.2 Pre-vacuum:

- The contractor will be held responsible to replace any carpet that is damaged during the pre-vacuum process.

5.2 Spot Cleaning:
- The contractor will support no more than two (2) emergency spot cleanings per contract year. This service will be accomplished free of additional charge and will be considered as part of this contract.
