About this file
This document is a Statement of Work (SOW) for a fixed-price service contract to perform laboratory testing services to monitor the water chemistry of the National Institutes of Health (NIH) Bethesda campus Central Utility Plant (CUP).
The key objectives are to ensure the CUP's water quality is within acceptable limits to protect against microbial growth, corrosion, and fouling. The required recurring lab tests include analysis of metal ions, silica, anions, chloride, triazoles, total suspended solids, and Legionella. Nonrecurring tests such as particle size distribution and isothiazolin analysis may also be performed as needed. The contractor must follow standardized EPA, ISO, and other analytical methods, maintain ISO 9000 certification, and provide analytical reports within one week of sample receipt. This is a 5-year contract (base year plus 4 option years) awarded on a best-value basis. The estimated sample quantities and testing frequencies are detailed in the SOW.

2. INTRODUCTION:
NIH Central Utility Plant: The Central Utility Plant (CUP), located in Building 11, generates steam and chilled water for distribution to the buildings on the Bethesda Maryland campus. The continuous and efficient operation of the CUP is critical for the NIH mission.
The CUP includes a boiler plant with an installed maximum steam generating capacity of 800,000 pounds per hour of steam and a chilled water plant with an installed chilled water generating capacity of 60,000 tons of cooling. NIH also has a 23 MWe cogeneration facility (gas turbine with heat recovery steam generator). The steam generating capacities of the heat recovery steam generator (HRSG) (referred to as Boiler No. 6) are unfired 107,000 PPH and fired 180,000 PPH. The CUP houses five traditional gas and oil-fired boilers and twelve chillers to meet the ongoing 24/7 operations of the research activities on campus. Twelve evaporative cooling towers serve the twelve chillers. The cooling tower blowdown is highly concentrated wastewater which is high in conductivity and dissolved solids. The blowdown is discharged to a creek on campus which is protected for water contact recreation, fishing, aquatic life, and wildlife under Code of Maryland Regulations (COMAR). The CUP discharge shall therefore comply with the National Pollutant Discharge Elimination System (NPDES) permit. The NIH NPDES permit monitors total chlorine, dissolved oxygen, pH, temperature difference, and total copper. The CUP is challenged with maintaining the cleanliness of the water system surfaces responsible for critical heat transfer. The accumulation of scale or fouling on the heat transfer surfaces can inhibit heat transfer which leads to increased operating and maintenance costs, decreased performance, corrosion, and microbial growth. To maintain optimal heat transfer efficiency, the quality of chilled as well as boiler feed water is monitored for microbiological growth, scaling, and corrosion.
The NIH CUP practices a comprehensive protocol-driven Water Management Program (WMP) that includes routine water treatment with oxidizing and non-oxidizing biocides to control Legionella species; addition of scale and corrosion inhibitors to reduce the formation and deposition of scale; and monitoring water quality through sampling, testing, and remediation. The parameters the CUP monitors include but are not limited to pH, conductivity, Langelier Saturation Index (LSI), oxidation-reduction potential (ORP), total suspended solids, turbidity, dissolved oxygen, alkalinity, and silica levels. In-house sampling and testing for Legionella are currently conducted using ISO standard 11731. Also, an on-site rapid advanced adenosine triphosphate (ATP) is conducted as an early indicator of the likelihood of Legionella growth and heterotopic bacteria. ATP results can be skewed by protozoan and algal cells and are unable to differentiate Legionella bacteria in water samples.
3. OBJECTIVE:
The objective of this project is to monitor the NIH CUP’s water chemistry and ensure it is within the control limits and acceptable levels for protecting against microbial growth, corrosion, and sludge formation or fouling.
4. BACKGROUND
a. NIH is subject to NPDES permit restriction at an unnamed tributary of Rock Creek, a designated Use I water body under COMAR 26.08.02.02 protected for water contact recreation, fishing, aquatic life and wildlife. As such, NIH is required to test its blowdown water for copper concentration and report monthly to regulatory authorities. This contract includes the monthly copper testing, and so receiving the results on time per the requirements set forth in Section 5. Scope of Work is of utmost importance, as is the validity of the results.
