About this file
This document appears to be a technical attachment related to a federal contract opportunity for laboratory water testing services at the NIH Bethesda campus.
The attachment provides details on the sample collection, preservation, shipping, and laboratory analysis procedures for testing amine levels in water samples. It specifies that NIH will collect the samples and provide sampling kits, and the contractor will be responsible for picking up the samples, transporting them to the laboratory, and conducting the analysis. The contractor must provide NIH with details on their laboratory procedures, maintenance plan, calibration, analysis methods, and data acquisition upon request.
The related federal contract opportunity is for a 5-year service contract to monitor the water chemistry of the NIH Central Utility Plant and ensure it meets acceptable levels to prevent microbial growth, corrosion, and fouling. The solicitation number is 75N99024Q00012.

Text version
Attachment 11: NIH Amine in Water Summary Amines, alkanolamines and cations can be isocratically separated using direct conductivity ion chromatography. Organic modifiers and complexing agents can be used to customize the separation for individual needs. Use of organic modifiers such as acetone or acetonitrile also sharpens the peak shape of strongly retained amines.
Sample Collection NIH shall collect samples, and the Contractor shall pick up the samples from NIH Bethesda, Building 11. The Contractor shall provide NIH with sampling kits for collecting each sample.
The Contractor’s personnel assigned to pick up the samples shall be trained in sampling procedures, such as wearing gloves and eye protection when collecting samples. Rinse the bottle and cap three times with sample water and fill the bottle to the top.
Sample Preservation and Storage Amines are normally volatile chemicals, so samples shall be shipped on day of collection or stored in refrigerator at 4-degrees C.
Method of Shipping and Duration Place the sample into a cooler with ice for immediate delivery or shipment to the laboratory. The sample shall be received with a chain of custody (COC). The COC shall have the name of the sample collector, date and time of sample collection, signature or initial of the sample collector, location of the sample and type of sample to be analyzed.
Laboratory Procedure for Analysis The Contractor shall provide the laboratory’s procedure for analysis to NIH upon request.
Maintenance Plan for the Instrument The Contractor shall provide the laboratory’s procedure for analysis to NIH upon request.
Calibration Procedure The Contractor shall provide the calibration protocol used on associated equipment upon request.
Analysis Method and Protocol The Contractor shall provide the analysis method and protocol upon request.
Data Acquisition The Contractor shall provide the procedure for data acquisition upon request
