STATEMENT OF WORK

FOR

COMMANDER, FLEET READINESS CENTERS

NAVAL AIR TECHNICAL DATA AND ENGINEERING SERVICE CENTER

CONTRACTOR ENGINEERING TECHNICAL SERVICES

IN SUPPORT OF

AIRCRAFT CORROSION CONTROL AND

SUPPORT EQUIPMENT MAINTENANCE

1.0 SCOPE

The Engineering Technical Services Department of Naval Air Technical data and Engineering Service Center (NATEC) provides Engineering Technical Services (ETS) in support of Naval Aviation weapons systems throughout their sustainment life-cycle. In addition to aircraft programs, NATEC is responsible for ETS services in support of all associated systems and equipment. The objective of ETS is to develop the technical skills and abilities of Navy and Marine Corps military, civilian, and Foreign Military Sales (FMS) personnel who are responsible for the operation and maintenance of their assigned aviation weapon system/program. Weapon system maintenance, along with maintenance on associated support equipment, is essential for its successful performance in a military role and is therefore indispensable for both current deployments and national security. It is essential that aircraft be mission-ready and able to perform their military tasking with the minimum possible failures or faults. Military and civilian personnel require specialized training to perform the necessary tasks, particularly those on new or modified systems.

NATEC, San Diego, CA requires Contractor Engineering Technical Services (CETS) to be provided at various Fleet shore activities for the purpose of informing, instructing, and training Navy and Marine Corps military and civilian personnel to be proficient in the installation, operation, and maintenance of Aircraft systems. Additionally, these CETS will provide technical guidance and advice to resolve unusually complex technical problems.

This acquisition is for CETS in support of corrosion control on USN and USMC aircraft and related Support Equipment. The Contractor shall provide Fleet shore activities, CVN, and L class ships technical advice, assistance and on the job training (OJT) to Navy, Marine Corps military and civilian personnel on the prevention, inspection, mitigation, treatment and repair of corrosion on USN and USMC aircraft and related Support Equipment. CFS technical expertise is Aviation Core Disciplines Airframe (AF), Powerplant (PP), Avionics (AV), Electrical (EL) and Ground Support Equipment (GSE). Contractor Field Services (CFS) technical expertise is categorized by Aviation Core Disciplines. This acquisition is for CFS type of Engineering Technical Services (ETS).

The Contractor shall provide the required services and staffing coverage during normal working hours. Normal working hours are usually 8.5 hours (including a 30-minute unpaid lunch break), with a start time no earlier than 0630 and no later than 0800 each Monday through Friday (except on the legal holidays specified in paragraph 4.1.4.5).

4.1.4.2 COMPRESSED WORK SCHEDULE

Compressed Work Schedule (CWS) is an alternative work schedule to the traditional five (5) 8.5 hour workdays (which includes a 30-minute unpaid lunch) worked per week. Under a CWS schedule, an employee completes the following schedule within a two-week period of time: Eight weekdays are worked at 9.5 hours each (which includes a 30-minute unpaid lunch), one weekday is alternately worked as 8.5 hours (which includes a 30-minute unpaid lunch) and one weekday is not worked by the employee. The result is 80 hours worked every two weeks, with 44 work hours in one week and 36 work hours the other. CWS will only be used with prior agreement of the requirement owner and written permission (documenting agreement) from the COR.

Upon agreement between the Contractor and the Product Support Lead, the Contractor may allow its employees to work a CWS schedule provided the requirements of this SOW are met. If the Contractor chooses to allow its employees to work a CWS schedule in support of this contract, any additional costs associated with the implementation of the CWS schedule vice the standard schedule are unallowable costs under this contract and will not be reimbursed by the Government. Additionally, the CWS schedule shall not prevent Contractor employees from providing necessary staffing and services coverage as required by the Government to the COR/ACOR.

4.1.4.3 TELEWORK

Telework is generally not authorized for services provided by this contract. Services provided under this contract directly support on-site training and assistance at the assigned flight line or permanent duty station, which requires the physical presence of CETS. In very rare circumstances, such as unusual base operating schedule, weather closures, or other emergencies, access to the assigned installation may be temporarily restricted. In such cases, an exception to allow temporary telework may be granted if a workload or remote support opportunity exists during the period of restricted access. If such conditions exist, it must be confirmed in writing by the requirement owner that a temporary exception would benefit the government. Once verified and documented, it must be approved by the Contracting Officer and monitored by the Contracting Officers Representative (COR). Once the requirement, need, or circumstance is complete the CET will return to the normal work schedule (Telework agreement is cancelled). Any telework performed without authorization are unallowable costs under this contract and will not be reimbursed by the Government.

4.1.4.4 OVERTIME

Overtime is generally defined as work in excess of 8 hours in one day and work in excess of forty hours in one week for the regular schedule or number of 8 hour days during a work week shortened by a national holiday as specified in this contract. Payment of overtime premium is covered under Federal Acquisition Regulation (FAR) 52.222-2. All overtime hours must be requested by a government authority, reviewed by Product Support Lead ensuring funds availability and justification of need. Approval, in writing, will be provided by the COR before overtime can be performed by the Contractor.

4.1.4.5 HOLIDAYS

The Government observes the following holidays:

https://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays/#url=Overview

While Contractor personnel typically may not perform work on‑site at a Government facility without Federal personnel present, in limited circumstances, work being performed by Contractor personnel may be deemed mission essential and performance of such mission essential work may be authorized to continue at the Government facility despite the facility being otherwise closed for normal operations. The circumstances permitting work being performed by Contractor personnel to be deemed mission essential are extremely limited and generally apply to performance of efforts related to public health, safety, or matters related to national security. The cognizant Contracting Officer must concur with any determination that work being performed by Contractor personnel is mission essential.

4.1.5 MANAGEMENT OF CONTRACTOR PERSONNEL

The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances will the Government assign tasks to, or prepare work schedules for, individual contractor employees. The contractor shall manage its employees and guard against any actions that are of the nature of personal services or give the perception of personal services.
