About this file

This is a Statement of Work (SOW) for the replacement of cooling and heating coils in Building 227 at the NIST Gaithersburg, Maryland campus. The National Institute of Standards and Technology requires a contractor to replace 4 cooling water coils and 36 heating hot water coils across 12 air handling units (AHUs) serving both laboratory and office spaces in the 151,840 square foot building. The original coils, installed in 1996, have exceeded their service life and require complete replacement due to multiple failures beyond the repair capability of NIST's internal HVAC technicians. The contractor must provide all labor, materials, tools, equipment, transportation, supervision, and administration necessary to complete the work in compliance with Federal, State, and Local requirements, including the International Building Code and ASHRAE standards.

Key requirements include performing field verification of coil sizes, providing and installing replacement coils, conducting air and water balancing, and insulating piping components with degraded insulation. A superintendent with decision-making authority must be on-site during all work performance. The contractor must submit daily progress reports to the Contracting Officer's Representative (COR) in Word or PDF format within five business days of completion, including weather conditions, personnel counts, equipment on-site, quantities of completed work, and photographs. The place of performance is Building 227 at NIST's main campus in Gaithersburg, Maryland, with a maximum contract performance period of six months from notice to proceed. All contractor personnel require security registration and proper identification badges; truck deliveries are restricted to specific gate access and time windows (6:00 AM to 3:30 PM at Gate C, or 3:30 PM to 4:30 PM at the main gate, with no deliveries permitted after 4:30 PM). The contractor must be registered in the System for Award Management (SAM) and submit invoices with certified payroll documentation and a release of claims statement with the final invoice.

Bldg. 227 Multiple Coils Replacement Statement of Work (SOW) Background

Building 227 is a 151,840 square foot building that was completed in 1996. Labs occupy the center core of the building, and administrative offices, rest rooms and common areas occupy the perimeter. The building was originally designed and built with Direct Digital Control (DDC) HVAC controls with variable air volume HVAC system serving the core of the building and constant air volume HVAC system serving the perimeter of the building. However, the building was commissioned as a constant volume system and has been running as such ever since. The HVAC system serves both lab and office spaces from air handling units located in the attic level of the building. At which the air handling coils are original to the building and are beyond their life expectancy. NIST HVAC shop technicians are making every possible effort to braze (patch) multiple holes on these coils. After, multiple site visits to analyze current conditions. It was determined that replacing the coils is beyond HVAC shop ability and it will need to be contracted.

Objectives

This contract shall provide the labor and materials to replace the cooling and heating coils listed under scope of work.

Scope Replacing the cooling water coils air handling unit AHU-1-1 and associated piping connection up to the cooling water supply and return valves. Replacing the heating hot water coils air handling units AHU-1-1, AHU-1-2, AHU-2-1, AHU-2-2, AHU-3-1, AHU-3-2, AHU-4-1, AHU-4-2, AHU-6-1, AHU-6-2, AHU-7-1, and AHU-7-2 and associated piping connection back to the steam and steam condensate valves. There are 4 qty cooling coils and 4 qty heating coils for the lab unit AHU-1-1. Also, 4 qty heating coils for the lab units AHU-1-2 through 4-2 each. There is 1 qty heating coil for the office units AHU-6-1 through 7-2. The total cooling coils are 4 qty, and the total heating coils are 36 qty. All needs to be replaced to maintain temperature set point throughout the building.
