773rd Civil Engineering Squadron Joint Base Elmendorf-Richardson, AK

STATEMENT OF WORK

Building 11551 Hangar 1 Power Upgrade

SECTION 1: PROJECT INFORMATION

PROJECT LOCATION: Joint Base Elmendorf‐Richardson (JBER) is located on the northern edge of Anchorage, Alaska and is accessible from the Glenn Highway at Boniface Parkway. The project location is Bldg. 11551 (Hangar 1) on JBER.

1.1 UNIQUE REQUIREMENT: Project to be implemented while accommodating user needs of the facility. Contractor shall request approval of any downtime/outages a minimum of 3 workdays in advance. Of particular importance is the necessity to protect users and occupants of the facility from falling debris and life safety issues. Safety areas and caution notices are to be provided by the Contractor. The Contractor shall not begin work in the building until all required materials and supplies are present and on site ready for installation.

1.2 SITE STORAGE/STAGING: The 773 CES/CEOER office representative will identify Contractor staging areas. The contractor shall provide safety areas and caution notices. Staging areas will not be established in such a manner as to block access to emergency vehicles.

1.3 PROJECT DESCRIPTION:

· Install qty two (2) new 1-phase 120 V 50/60 Hz, 20 A circuit breakers for the 91000 BAY 1 PDU Black and Grey circuit feeds. Acquire and install NEMA L5-20R receptacles and wiring for each circuit feed.

· Install qty two (2) new 1-phase 120 V 50/60 Hz, 20 A circuit breakers for the 91000 BAY 2 PDU Black and Grey circuit feeds. Acquire and install NEMA L5-20R receptacles and wiring for each circuit feed.

· Install qty one (1) new 1-phase 120 V 50/60 Hz, 15 A circuit breaker for the 91000 BAY 2 Toggle Power Strip. Acquire and install a NEMA 5-15R receptacle and wiring for each circuit feed.

· Install qty one (1) new 208-240 V 50/60 Hz, 30 A circuit breaker for the 95100 PDU3 circuit feed. Acquire and install NEMA L6-30R receptacles and wiring for each circuit feed.

· Install qty one (1) new 208-240 V 50/60 Hz, 30 A circuit breaker for the 95100 PDU4 circuit feed. Acquire and install NEMA L6-30R receptacles and wiring for each circuit feed.

· Install qty one (1) new 208-240 V 50/60 Hz, 30 A circuit breaker for the 95100 PDU5 circuit feed. Acquire and install a NEMA L6-30R receptacle and wiring for each circuit feed.

· Existing infrastructure to be used for this conversion/update includes eight (8) 125V/30-amp outlets and their associated breaker panel.

Patch and paint to match all unused wall penetrations, both exterior and interior walls. Where conflict exists between this document and the finished schedule/contract drawings, the requirements in this document shall govern. Contractor shall field verify all existing conditions, quantities, and dimensions. As-Built drawings will be provided upon request after award.

SECTION 2: GENERAL REQUIREMENTS

2.1 PROJECT WORKING HOURS: Project hours are 0800-1600 and standard workdays (Monday – Friday).

2.2 QUALITY CONTROL:

2.2.1. Superintendence by the Contractor: The Contractor shall provide full‐time on-site supervision in accordance with FAR clause 52.236‐6. This FAR clause shall be strictly enforced.

2.2.3. All demolished materials shall be disposed of according to JBER, State, and Federal regulations.

2.3 CODE/CRITERIA REQUIREMENTS: In addition to any codes, criteria, or regulations cited throughout this Statement of Work (SOW) and/or the attached Specifications. Contractor must comply with the requirements below. If the codes, criteria, or regulations contradict each other regarding a specific requirement, the Contractor is to use the most stringent requirement.

2.3.1 UFC 1-200-01 DoD Building Code

2.4 WORKSITE: The Contractor shall limit the work to the areas indicated by the government. The Contractor shall make every effort not to disturb or obstruct portions of the facilities still occupied by the government. The Contractor shall coordinate and schedule work with the 773 CES/CEOER office prior to the start of any operation. The Contractor shall dispose of all construction debris off base at an approved disposal facility. The main entry to the facility shall be maintained at all times during the construction project. Contractor to maintain vigilance for life safety of facility users entering and leaving the facility by posting signs, barriers for safety.

2.5 WORKMANSHIP: All work shall be accomplished in accordance with all applicable building and fire codes. Contractor shall field verify all measurements, quantities, or values stated by the Government. Liquidated damages shall be assessed for work that is not finished within the scheduled performance period.

2.6 USE OF EXISTING UTILITIES: The Contractor shall be permitted use of facilities inside the existing building . The Contractor shall exercise strict conservation practices in the use of existing facility utilities. Should the Contractor be found to be not using utility conservation practices, the cost of this utility use will be passed along to the Contractor for the remaining performance period of the project.

2.7 SITE SECURITY AND PROTECTION: The Contractor shall make every effort to secure the work site, allowing only authorized personnel to enter the work site. The Contractor shall protect the site from damage from weather, vandalism, and/or theft.

2.8 DAMAGE TO EXISTING SITE CONDITIONS: Contractor shall be responsible to repair any and all damage incurred to existing Real Property/Grounds due to poor workmanship at no cost to the government. Contractor shall not park or drive on sidewalk or grassy/snowy areas. Damage incurred shall be repaired at no cost to the government.

2.9 HEALTH/SAFETY: Contractor shall be responsible for compliance with AF (when applicable), OSHA and AKOSH standards. The Contractor shall maintain a clean and debris- free site at all times. The Contractor shall keep driveways and entrances into and around the work site clear at all times. The Contractor shall not use driveways or entrances as employee parking or storage of materials unless otherwise stated. The Contractor shall minimize storage of materials and equipment on site.

2.10 GREEN PROCUREMENT: Contractor must incorporate “green procurement” principles into the design of their projects. Specifically, consult the EPA’s web site at www.epa.gov/greenerproducts for a listing of the products that have been mandated as green procurement requirements for purchases.

2.11 WASTE MANAGEMENT: Provide suitably sized dumpster, rubbish handling and removal services to ensure that all waste is contained and not subject to dispersal. Provide containers that can be closed, locked, and sealed from unauthorized use and bear/wildlife access. All hazardous waste (HW) generated by the Contractor on Joint Base Elmendorf‐Richardson (JBER) will be managed by the Contractor in accordance with federal regulation applicable to large quantity generators (LQGs) of HW. All universal waste (UW) handled by the Contractor on JBER will be managed by the Contractor in accordance with federal regulation applicable to large quantity handlers (LQHs) of UW. All hazardous waste will be managed in accordance with Specifications Section 1600 Management of Hazardous Waste. All contractor personnel operating on JBER must abide by the most current version of the JBER Hazardous Waste Management Plan. The contractor shall be responsible for all aspects of hazardous waste and universal waste management at the project site to include, but not limited to: providing Resource Conservation and Recovery Act (RCRA) training to personnel with job duties that involve hazardous waste or universal waste, waste sampling and analysis; making waste determinations; providing United Nations (UN) rated containers; marking and labeling waste containers; waste containerization; and waste transportation and disposal. Only authorized JBER Environmental Compliance personnel will sign Uniform Hazardous Waste Manifests and universal waste shipment records for waste generated on JBER. Copies of all waste determination documentation (i.e., hazardous waste profile sheet, safety data sheet, laboratory analysis, etc.), Land Disposal Restriction notifications, and shipping documents (i.e., Uniform Hazardous Waste Manifest, non-hazardous waste manifest, bill of lading, etc.) will be provided to the JBER Hazardous Waste Program Manager via the COR for review no later than (10) calendar days prior to a waste shipment.

2.12 TOXICS: Manage and dispose of contaminated waste: (a) PCB in accordance with 40 CFR 761, (b) asbestos in accordance with 40 CFR 61, (c) lead in accordance with 40 CFR 745. Based on the age of the facility, toxic substances (PCBs, lead-based paint, and asbestos containing materials are not anticipated to be encountered. If any toxic substances are found/ generated during the project, all applicable regulations must be followed for proper handling/ abatement/ disposal. If no toxic/ hazardous materials are found/generated, provide the receiving landfill with documentation that all material being disposed of is “clean”. 8 AAC 61.600-790 Asbestos Abatement Certification Requirements, 18 AAC 60.025 Polluted Soil, 18 AAC 60.450 Solid Waste Management – Asbestos, 29 CFR 1910 Subpart Z and 1926 Subpart Z, 40 CFR 61 Subpart M National Emission Standards for Asbestos, 40 CFR Subchapter R Toxic Substances Control Act, JBER Asbestos Management and Operating Plan (AMOP), JBER Environmental Protection and Solid Waste Management Specifications (1500/1600), AF Policy on Lead-based Paint, and Anchorage Regional Landfill Policy 2008 (PCBs). Asbestos: Manage and dispose of asbestos-containing waste in accordance with 40 CFR 61 Subparts A and M, 29 CFR 1910.1001, and 29 CFR 1926.1101, as applicable. Maintain waste disposal records for all asbestos-containing waste and provide the Contract Office with a copy of the disposal records signed by the landfill. Submit all required notifications to the Alaska Occupational Safety and Health (AKOSH) and EPA Region 10 that are required before starting any renovation/demolition work. Asbestos-containing materials shall not be brought on or used in any project at JBER. If asbestos abatement work is being completed at JBER, the contractor must prepare/submit an NOI to the EPA Region 10 consistent with notification requirements for ACM and regulated ACM found in 40 CFR 61 Subpart M. In addition, an asbestos abatement plan must be prepared that includes, but is not limited to, a description of the work, methods of containment and airborne fiber mitigation, management of waste, disposal, air testing and copies of certifications for workers. Contractor shall submit copies of notifications to EPA Region 10 required under 40 CFR 61.145(a)(1), 61.145(a)(3), and 61.145(b) to the Contracting Officer (CO), Asbestos Program Officer (APO), and the Asbestos Operating Officer (AOO). In addition, contractor shall coordinate with 673 CES/CEIEC and 773 CES/CEOI on ongoing projects to ensure all asbestos abatement is captured. PCBs: Manage and dispose of PCB-containing waste in accordance with all local, state, federal, and DoD policies and regulations. This includes Anchorage Regional landfill policy which prohibits the disposal of any PCB-containing waste at or above 1ppm and State of Alaska regulation 18 AAC 60.025 which prohibits the disposal of materials that contain a hazardous substance in concentrations that exceed the applicable soil cleanup levels in 18 AAC 75.341 (Table B1 or B2) in unlined landfills. Exceptions may be made by ADEC on a case-by-case basis, based on site specific factors at the unlined landfill and concurrence with sampling methodology. Maintain waste disposal records for all non-RCRA hazardous waste and provide the Contract Office with a copy of the disposal records signed by the landfill. Lead: Manage and dispose of all non-RCRA hazardous lead waste in accordance with local, state, federal, and DoD policies and regulations. This includes State of Alaska regulation 18 AAC 60.025 which prohibits the disposal of materials that contain a hazardous substance in concentrations that exceed the applicable soil cleanup levels in 18 AAC 75.341 (Table B1 or B2) in unlined landfills. Exceptions may be made by ADEC on a case-by-case basis, based on site specific factors at the unlined landfill and concurrence with sampling methodology. “Whole building concept” TCLP sampling approach will not be adequate to determine concentration for disposal of lead-based paint at unlined landfills. (Recommend disposal of all non-hazardous lead waste at a lined class I or II municipal solid waste landfill to avoid project delays).

2.13 STAGING/MATERIAL STORAGE: Reference Specification, Section 01100 General Site Requirements & Section 1500 Environmental Controls. The Contractor shall not block roads or access lanes, utilize parking lots, building entrances, or any area needed for potential utility servicing during the execution of this project.

2.14 HAZARDOUS MATERIAL USAGE: Reference Specification Section 01500 Environmental Protection on JBER.

2.15 PROJECT SCHEDULE: The Contractor shall prepare a baseline project schedule incorporating all aspects in support of completing the project. Consideration shall be given to the sequence of phases (including review periods and meetings), standard construction/ repair activities, and duration of tasks, submittal, and procurement of materials.

2.15.1. The initial baseline schedule shall be available for review at the “kick‐off” meeting with stakeholders if needed. The schedule shall be updated at monthly intervals or when the schedule has been revised. The updated schedule shall reflect actual activity progress and plan for completing the remaining work and reflect any changes to critical path or final completion date. All schedule updates shall be provided to the Government.

2.16 PROJECT STATUS UPDATE / WORK SCHEDULING MEETINGS: At the request of the Contracting Officer, project status/scheduling meetings may be held at a mutually agreed upon day, time, and location on JBER.

2.17 EXISTING CONDITIONS: Facility is currently occupied and shall remain functional during the course of this contract, area where work is being performed will be unoccupied.

SECTION 3: DESCRIPTION OF WORK AND SPECIAL INSTRUCTIONS

3.1 EXISTING CONDITIONS

3.1.1. The contractor shall coordinate with the 773 CES/CEOER, for any electrical outages.

3.2 Electrical

3.2.1. All electrical work shall be completed by a licensed electrician.

3.2.2. All work applies to building 11551 (Hangar 1) on JBER, AK.

3.2.3. Install three (3) new 240 volt/30-amp, four (4) new 120 volt/20-amp, one (1) new 120 volt/15-amp electrical outlets and separate ground per manufacturer’s installation instructions.

3.3 Specific Requirements

3.3.1. Install qty two (2) new 1-phase 120 V 50/60 Hz, 20 A circuit breakers for the 91000 BAY 1 PDU Black and Grey circuit feeds. Acquire and install NEMA L5-20R receptacles and wiring (12 AWG) for each circuit feed.

3.3.2. Install qty two (2) new 1-phase 120 V 50/60 Hz, 20 A circuit breakers for the 91000 BAY 2 PDU Black and Grey circuit feeds. Acquire and install NEMA L5-20R receptacles and wiring (12 AWG) for each circuit feed.

3.3.3. Install qty one (1) new 1-phase 120 V 50/60 Hz, 15 A circuit breaker for the 91000 BAY 2 Toggle Power Strip. Acquire and install a NEMA 5-15R receptacle and wiring (12 AWG) for each circuit feed.

3.3.4. Install qty one (1) new 208-240 V 50/60 Hz, 30 A circuit breaker for the 95100 PDU3 circuit feed. Acquire and install NEMA L6-30R receptacles and wiring (10 AWG) for each circuit feed.

3.3.5. Install qty one (1) new 208-240 V 50/60 Hz, 30 A circuit breaker for the 95100 PDU4 circuit feed. Acquire and install NEMA L6-30R receptacles and wiring (10 AWG) for each circuit feed.

3.3.6. Install qty one (1) new 208-240 V 50/60 Hz, 30 A circuit breaker for the 95100 PDU5 circuit feed. Acquire and install a NEMA L6-30R receptacle and wiring (10 AWG) for each circuit feed.

3.3.7. Provide and install all necessary wiring (10 AWG minimum for 240V, 12 AWG for 120V, per provided specifications). Wiring shall be routed in a safe and professional manner, complying with all applicable building codes and regulations.

3.3.8. Connect the new circuits to the existing electrical panel(s), utilizing available breaker spaces.

3.3.9. Test all newly installed outlets and circuits to ensure proper functionality and compliance with all applicable electrical codes.

3.3.10. Label all new circuits and breakers clearly in the electrical panel.

3.4 Deliverables

3.4.1. Three (3) fully functional NEMA L6-30, four (4) fully functional NEMA L5-20R, and one (1) fully functional NEMA 5-15R receptacles installed and tested in room 137.

3.4.2. As-built drawings showing the location of the new outlets, wiring, and circuit breaker assignments.

3.5 Performance Standards

3.5.1. All work shall be performed in accordance with all applicable national, state, and local electrical codes and regulations.

3.5.2. All materials used shall be new and of high quality, meeting industry standards.

3.5.3. 1.4.3 Workmanship shall be neat, professional, and meet or exceed industry best practices.

3.6 Acceptance Criteria

3.6.1. Successful completion of all required inspections.

3.6.2. Verification of proper functionality of all installed outlets and circuits.

3.6.3. Submission of as-built drawings.
