About this file

This document is a Statement of Work (SOW) and Performance Work Statement (PWS) for a Blanket Purchase Agreement (BPA) issued by the U.S. Army Corps of Engineers, New Orleans District (Solicitation W912P826QA018), designated as a 100% HUBzone set-aside under Request for Quote. The BPA covers maintenance and repair services for lock and control structures across Southern Louisiana, including 24 specified locations such as Algiers Lock, Bayou Sorrel Lock, Bonnet Carre Spillway, and Calcasieu Lock. The period of performance runs from July 1, 2026 through June 30, 2028, or until the aggregate BPA ceiling of $363,981.40 USD is reached, whichever occurs first. The agreement may be terminated with 30 days written notice by either party. Government orders will be placed on an as-needed basis with minimum orders of $100.00 and maximum orders of $100,000.00 per call.

The contractor must provide labor across 14 trade disciplines (plumbing, HVAC, electrical, PLC technician, machinist, welder, foreman, and five types of mechanics—generator, pump, hydraulic, marine, and mobile-wheel—plus telecommunications technician and arborist) at negotiated hourly rates for both straight time and overtime, as detailed in the bid schedule. Pricing includes materials passed through at cost plus a negotiated markup percentage, emergency service call fees, and transportation costs for vehicles, boats, and parts. Personnel must possess at least three years of experience in their respective trades with demonstrated familiarity of OEM equipment, and all work must follow original equipment manufacturers' latest service manuals and bulletins. Emergency calls require response within 8 hours and completion within 72 hours; normal work requires response within 24 hours with completion within 7 government working days. All repairs carry a 120-calendar-day warranty covering parts, labor, and transportation. The contractor must maintain adequate facilities, tools, and equipment; comply with USACE Safety Manual EM 385-1-1; obtain background clearance and E-Verify certification for all personnel; and maintain minimum insurance coverage including Worker's Compensation, General Liability ($500,000 per occurrence), and Automobile Liability ($100,000 per person/$300,000 per occurrence). Four individuals from the USACE New Orleans District are authorized to place orders up to $25,000.00 each.
