Statement of Work: Furnish and Install Steel Canopy.

Project Objective: The objective of this Project is to Furnish/Install new Steel Canopy, pour concrete column pad footings, relocate existing exterior light, relocate existing lightening protection cable, relocate existing gutters and downspouts. Conceptual Drawings provided below. This project is on the East Side of Bldg. #21 at USDA Cotton Ginning Laboratory, located at 111 Experiment Station Road in Stoneville, MS.

Site Visit:

Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where Contract Documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.

Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid.

Utilization of Bio-Based Products: The contractor shall make every effort to utilize products and material based from bio-based materials as applicable, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR). Products can be found at:

Safety: The contractor will submit a Site Safety Specific Plan/Accident Prevention Plan in industry recognizable format to the Contracting Officer within 14 days of contract award. Contractor shall furnish a Site-Specific Safety Plan (SSSP) and the Government shall review the SSSP prior to the start any construction activities. SSSP shall be in typically accepted industry format and shall contain maps, addresses, phone numbers to the nearest local Dr. Office and Hospital.

Base Bid: Contractor shall provide all designs, materials, labor, and equipment to: Install new free-standing steel shed extension on existing cotton gin at the location specified by USDA site personnel. Contractor shall provide a MS stamped and sealed design, install footings, structural steel, sway bracing, roofing, and skirt walls per approved design. Contractor will re-locate ½” diameter existing lightening protection ground cable (Cad weld), relocate existing gutter and to include (3) existing downspouts and splash pads, and re-locate (1) security light. Conceptual Drawing shown below. Contractor is responsible for submitting Detailed Engineering Stamped Shop Drawings for the Canopy for approval by USDA EPM. Pictures are shown below.

Concrete Footings: Contractor will pour Concrete Column Footings per approved contractor supplied Engineer Stamped Design Drawings. Contractor will adhere to the American Concrete Institute guidelines and standards for concrete placement, vibration, testing, finishing, hot weather, cold weather, etc. Contractor will provide the Concrete Mix Design conforming to contractor supplied design, to be reviewed and approved by USDA EPM. This project will require on-site testing of the concrete to include, air content, slump, and temperature. White curing http://www.sam.gov/ https://www.biopreferred.gov/ compound shall be sprayed on all exposed concrete after pour to prevent moisture loss. This project will require four (4) concrete cylinders taken for compressive strength from on-site concrete, per each 20 CY of pour, and broken two (2) by 7th day and two (2) on the 28th day. All testing shall be performed by a Certified Concrete Testing Lab and all Test Results shall be submitted to USDA. Contractor will clean up washout or remaining concrete from each pour from the worksite and from USDA Property at each pour.

Steel Canopy: Contractor will furnish design, materials, personnel, and equipment to install a new free-standing Steel Canopy extension on the east side of the existing cotton gin shed. The roof and skirt sheeting shall match existing Bldg. #21 sheeting, pictures shown below. The nominal Canopy dimensions are to be 18’W x 61’L x 23’-0” H.

The approved design must provide 15’-6” of clear width under the canopy to accommodate future machinery. The canopy shall have 3’-0” vertical skirts on (3) sides of the canopy. Roof shall be 2:12 pitch. The new roof sheeting shall flash under existing roof sheeting to match existing corrugations. Steel Canopy shall meet the recommendations of American Institute of Steel Construction, Specification for the Design, Fabrication and Erection and American Iron and Steel Institute for the Design of Cold Formed Steel Structural Members. The canopy will be free standing and to provide for a minimum of 120 mph wind loading rating. Columns will be securely mounted to new concrete column foundations. The Columns shall be painted as listed below. Conceptual Drawing shown below. Contractor is responsible for submitting Detailed Engineer Stamped Shop Drawings for the Canopy for approval by USDA EPM.

The provided Design is requested to have the new columns located as close as possible to the existing adjacent columns per the Conceptual Drawings below.

Painting Steel Columns: The contractor shall be responsible for preparing all metal for primer application and providing all paint and primer. All metal shall be pressure washed to remove loose paint, mil scale, rust, etc. Some hand removal of loose mil scale, rust, etc. may be required. All metal will be primed with (1) coat of “Sherwin- Williams” Kem Kromic Universal Metal Primer or approved equal. All metal will then be painted with (2) coats of “Sherwin-Williams” Pro Industrial DTM Acrylic Semi-Gloss or approved equal. The paint color will match existing color and color must be approved by USDA prior to paint application.

Items for Re-location: Contractor will protect and re-locate ½” diameter existing lightening protection ground cable, Cad weld. Contractor will protect and relocate approx. 65’ of 5”x5” gutters, to include (3) existing 5”x4” downspouts with existing concrete splash pads, Contractor will protect and re-locate (1) 220-volt security light, using existing circuit, to East Side of new canopy. All electrical work shall comply will National Electric Code for splicing, final location, and grounding.

Contractor Responsibility:

1. The project has a base bid to be performed per the following Specifications and Base Bid: The Contractor's approved laboratory shall collect samples of fresh concrete in accordance with ASTM C172/C172M during each concrete pour as required to perform tests specified herein. Make test specimens in accordance with

ASTM C31/C31.

2. The Contractor's approved laboratory shall perform concrete slump tests in accordance with ASTM C143/C143M. Take samples for slump determination from concrete during placement. Perform tests at the beginning of a concrete placement operation to ensure that specification requirements are met.

3. Make four test specimens for each set of tests. Test two specimens at [7] days, and the other two at [28] days. Concrete strength will be considered satisfactory when the minimum of the [28]-day test results equal or exceeds the specified [28]-day strength. Concrete which is determined to be defective shall be removed and replaced with acceptable concrete.

4. Hot Weather: Maintain required concrete temperature in accordance with Figure NRMCA NOMOGRAPH FOR ESTIMATING EVAPORATION RATE ON THE BASIS OF MENZEL FORMULA in ACI 305.1 to prevent evaporation rate from exceeding 0.2 pound of water per square foot of exposed concrete per hour. Cool ingredients before mixing or use other suitable means to control concrete temperature and prevent rapid drying of newly placed concrete. After placement, use fog spray, apply monomolecular film, or use other suitable means to reduce the evaporation rate. Start curing when surface of fresh concrete is sufficiently hard to permit curing without damage. Cool underlying material by sprinkling lightly with water before placing concrete. Follow practices found in ACI 305.1.

5. Contractor will verify all dimensions and site conditions prior to beginning work.

6. Contractor will perform the work as listed in the above outlined Base Bid.

7. Contractor shall keep work area clean daily and take measures to control debris while work is being performed.

8. Contractor is required to manage the project and consult with the Government prior to beginning all work phases. And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions.

9. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.

10. Contractor must always have a Superintendent on the job while working on this project.

11. Contractor will provide their own restroom facility.

12. Contractor will remove all demolished material and debris from the worksite and dispose off-site.

Contractor Qualifications:

Provide a list of projects of this nature performed in the last 5 years (including a customer point of contact for each project) with their bid package.

Material / Submittals:

The material for the entire work shall include but are not limited to those detailed above necessary to successfully complete the project and deliver a functioning system as required. Shop drawings of the proposed installation of the Canopy shall be submitted and approved prior to beginning work. Submittals on all material, including shop drawings and specifications, used on this project shall be submitted to the EPM and Contracting Specialist as noted in this document. Electronic submittals are acceptable otherwise three written submittals are required.

Installation Procedure:

Contractor will verify all dimensions and site conditions prior to beginning work. Contractor will schedule the work between working hours as listed below. Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor. The contractor shall always be responsible for protecting his work and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project. Premises shall be left in a clean, orderly, and acceptable condition.

Damage to Property:

Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government.

Inspection and Acceptance:

A government representative shall inspect and approve the work performed on this project. The Contractor shall schedule inspection a minimum of 10 days in advance, in writing, to the Contracting Officer.

Project Schedule:

The completion of this project shall not exceed 120 days from date of Notice to Proceed. NTP will be issued at the mandatory preconstruction conference. A request for time extension must be submitted to the Contracting Specialist in writing 2 weeks prior to the expiration of the contract. Each request must include specific and detailed reasons in support of the schedule alteration.

Work Hours:

Contractor work hours shall be Monday through Friday, seven (7) A.M. to four (4) P.M. with the exception of Government holidays. Any changes to work schedule shall be submitted to Contacting Officer for written approval prior to schedule change.
