ARS STONEVILLE B-21 CONCRETE CANOPY Q&A DOCUMENT

1.) In reference to the concrete work for the steel canopy, Page 4 references concrete column footings.

Page 16 has a drawing showing 8 of these. Answer – Correct, 8 footings.

Page 15 has a note referencing 16 of these and an 8” slab. Answer – The mention of 16 load points is referring to the equipment that will eventually be installed on the slab. The 8” slab and eventually placing the equipment will be done in a separate project.

2.) My question is are we pouring an entirely new foundation 8” thick and if so do we need to demo the asphalt that is there or is that by others? Answer – The slab will be poured as a part of different project. Only the 8 (each) footings will need to be poured on this project and will be sized according to the pre-fab metal building design. Sawcut, and excavation will be limited to the footprint of the foundations.

3.) Also from my experience a canopy of this size would require 8 columns but the note says 16 which contradicts the drawing. I am looking for some clarification to properly estimate the project. See above. The number 16 referred to eventual loading points on the slab that will be poured underneath the canopy. There will only be 8 footings to support the 8 columns.

4.) Is it acceptable to have a superintendent cover supervision, QA/QC, and safety duties? Or do we need 1 person for each responsibility? Answer – It its acceptable for the Superintendent to cover these duties as long as that person is specifically named and has the requisite qualifications.

5.) Are contractors required to issue a contract specific QA/QC Plan? Answer – Yes.

6.) Are contractors required to issue a contract specific Safety Plan? Answer – Yes… from the

Statement of Work… Safety: The contractor will submit a Site Safety Specific Plan/Accident Prevention Plan in industry recognizable format to the Contracting Officer within 14 days of contract award. Contractor shall furnish a Site-Specific Safety Plan (SSSP) and the Government shall review the SSSP prior to the start any construction activities. SSSP shall be in typically accepted industry format and shall contain maps, addresses, phone numbers to the nearest local Dr. Office and Hospital.

7.) Is this project tax exempt? Answer - The Federal Government is TAX EXEMPT but contractors are not. Contractor will be responsible for paying whatever taxes are due.

8.) Will design calculations for the canopy structure and concrete foundations be required as a deliverable? No calcs required. Stamped and signed final design drawings for footings and canopy are required however.

9.) Will additional lightning protection and terminals be installed at eave of new canopy? No, this is not required.

10.) Will lightning protection down conductors be extended to new roof edge and then back to existing ground loop? No. After existing gutter, downspout, and wall skirting removal (slack should then be available), the lightening protection cable will be placed in the space between the new free-standing canopy and under the outside edge of the existing corrugated roof. The cable will be securely strapped to the existing wall girts and existing column. If splicing is required, splicing shall conform to the NEC.

11.) Relocating lighting may result in result in area along southeast side of building lacking sufficient illumination. Does the owner wish to add an additional lighting fixture? Answer – No. Not as a part of this contract.

12.) Will 50% design and 95% design submittals for approval be sufficient, or does the USDA require more submittals prior to 100% construction documents? Answer – USDA Engineering Project Manager would like to review the proposed design at the 35% to 50% complete stage (general layout, column locations, footing dimensions, etc. No further reviews will be necessary.

13.) Will design submittals need to include electrical and lightning protection modifications? No.

They will not be required to be shown in the stamped/sealed final design drawings. They can be handled through normal submittals.

14.) Existing profile for roof panels on building is no longer available. Does USDA prefer:

a. Select a profile with same spacing which will tuck under existing roof but not provide complete closure, or

b. Step lean-to roof down ~8” and install step flashing (z-flashing) at interface between new lean-to and existing roof Answer – if matching roof panels are not available, a step down with z-flashing is acceptable.

15.) It is assumed siding on east side of existing canopy will be removed prior to installing new lean-to canopy extension. Please confirm. Answer – Correct. The east side of the old skirt wall will be removed as a part this contract.

16.) Solicitation for concrete slab previously bid called for 2’x2’ block-outs to accommodate installation of future foundations and columns for a new canopy. 2’x2’ footprint might be insufficient to place the required footing considering the uplift. Was the USDA anticipating the installation of piling, helical or otherwise, at each column location? Answer – This will be addressed separately on that project. On this project, the size and location of the foundations will be established and the information will be passed along to the other project.
