Statement of Work for Edwards Air Force Base Building 0001 (Basement) and Building 3950
Video Teleconference (VTC) Facilities Modernizations
Dated 30 May 2025
1. Overview – Building 0001, Basement
Due to the age and condition of existing equipment, a comprehensive equipment upgrade is required for the Building 0001 basement VTC facility. This statement of work (SOW) is for the replacement of existing VTC equipment with a modern technology audio/visual presentation and video conferencing system.
2. Scope: Edwards Air Force Base Building 1 Basement VTC Facility
2.1. The government will facilitate and provide vendor access to the Building 0001 Basement VTC Facility for the purpose of conducting site surveys, installing VTC equipment, and testing VTC equipment performance. (Vendor access to Edwards Air Force Base requires a REAL ID driver’s license or identification card, military ID card, or passport.)
3. Objective: To provide and install an upgraded conference room audio/visual presentation and video conferencing system.
3.1. Cabling and Controllers: Full replacement of all wall/outlet-to-equipment cabling and controllers to provide high quality VTC signal transmission and reception.
3.2. Video Wall and Displays: Full replacement of video wall and associated display equipment for enhanced visual clarity and performance.
3.3. Cameras, Microphones and Speakers: Installation of high-definition video camera(s), and noise canceling microphones and speakers to provide modern, enhanced audio and video performance.
3.4. Equipment Controllers: Implementation of a modern control system for seamless management and functionality of all installed VTC equipment.
3.5. Additional Equipment: Replacement or upgrade of all other equipment associated with audio/visual presentation and video conferencing operations.
4. Constraints
4.1. Infrastructure Upgrades: in their proposal, the vendor shall identify any infrastructure upgrades required for the optimal performance of the installed VTC equipment. Infrastructure upgrades include power, heating, ventilation and cooling, wiring and connectors, and lighting.
4.2. Cybersecurity
4.2.1. Voice/Video over Internet Protocol (VVoIP) device(s) must be listed on the Unified Capabilities (UC) Approved Products List (APL). The Defense Information Systems Agency (DISA) Approved Products List Integrated Tracking System (APLITS) is the single authoritative source for certified UC products intended for use on Department of Defense (DoD) networks per DoDI 8100.04. All Air Force (AF) Real Time Services (RTS) capabilities supported by AF enclaves must be implemented using components listed on DISA APLITS (https://aplits.disa.mil/processAPList) and configured in accordance with applicable guidance.
4.2.1.1. All UC and RTS products (i.e., switches, audiovisual bridges, VTC, etc.) that connect to the AFNet/AFNet-S and process voice/video must be identified on the Department of Defense Information Network (DoDIN) APL.
4.2.1.2. Any UC and RTS products not identified on the DoDIN APL may not be used unless processed and approved on the DODIN APL by the Approved Products Certification Office (APCO).
4.2.2. All contractors performing privileged user functions must be cleared to the level of privilege and 8570 certified.
4.2.3. All AF Information Technology hardware will be procured using applicable enterprise buying programs via processes IAW DAFMAN 17-1203, paragraph 2.5.1.
4.2.4. Government responsibility: A security assessment/security impact assessment (SIA) and update to SIPR A&A enclave package (i.e., Hardware List, Software List, PPS, etc.) is required.
4.2.5. UC/RTS products (i.e., switches, AV bridges, VTC, etc.) and cameras must comply with applicable DoD and AF policies and guidance.
4.2.5.1. All Military Unique Deployment Guide (MUDG) and Security Technical Implementation Guide (STIG) requirements for UC/RTS products (i.e., routers, switches, audiovisual bridges, VTC, etc.) must be completed and provided to the SIPRNet enclave package PM and ISSM for security impact analysis (SIA).
4.2.5.1.1. Installation of all VTC and camera equipment must be performed and configured in accordance with the following most current STIGs prior to being added to the SIPRNet Enclave package:

4.2.5.1.1.2. Voice/Video over Internet Protocol (VVoIP) STIG
4.2.5.1.1.3. Voice Video Endpoint SRG
4.2.5.1.1.4. Video Services Policy STIG
4.2.5.1.1.5. Voice Video Session Management SRG
4.2.6. Government Responsibility: TEMPEST for Building 1 Basement VTC facility must be updated.
4.2.7. SAM-IW009B Samsung / Mexico The Wall - Indoor Premium LED.
4.2.7.1. BT/WiFi module must be removed at the factory per TEMPEST requirements.
4.2.7.2. Non-Smart TV is a recommended option.
4.2.8. TS-1070-GV-B-S Crestron / Mexico 10.1 in. Tabletop Touch Screen connected to the network would require the Risk Management Framework (RMF) Assessment and Authorization (A&A) process and a separate RMF A&A package.
4.2.8.1. When requesting a quote, request a device without preloaded applications, Bluetooth wireless capabilities, or network interface cards (Ethernet and wireless). This will reduce the number of mitigations required in the A&A package.
4.2.8.2. Any software installed must be evaluated through the RMF A&A process.
4.2.9. VTC systems must be installed and configured in accordance with any special provisions or additional instructions listed in the DISA APLITS approval memorandum (APL memo).
4.2.10. VTC systems must be installed and configured in accordance with any special provisions or additional instructions listed in the DISA APLITS Interoperability (IO) memorandum.
4.2.10.1. VTC System Facilitators/Operators must receive both general training and specific system training.
4.2.11. All Cloud-based capable software must be listed as approved on FedRAMP Marketplace and may not be used unless processed to obtain Cloud authorization/ATO.
4.2.12. All Cloud-based capable software/capability not already approved must be approved via the RMF A&A Authorized Official approval process prior to use.
5. Performance Requirements
5.1. Completion of site survey(s), as required by the vendor.
5.2. Project kickoff meeting between vendor and designated government project manager to:
5.2.1. Present the proposed technical solution and equipment list to ensure that the completed installation will meet Building 0001 Basement VTC Facility Modernization project requirements and the operational needs of the government.
5.2.2. Identify and resolve concerns, if any, regarding the project schedule and/or project constraints.
5.3. Installation, integration, testing and troubleshooting of VTC system equipment.
5.4. Weekly communications between the vendor and designated government project manager for the vendor to report progress, and for both parties to discuss concerns and resolve issues.
6. Deliverables
6.1. Complete Project Schedule based on normal weekday business hours and excluding federal government holidays.
6.2. Acceptance Test Plan
6.3. Contact information for vendor key personnel, including worksite leader/manager.
6.4. Complete installation, initial setup and programming of one (1) fully functional, modern technology, integrated audio/visual presentation and video conferencing system.
6.5. VTC system documentation and users manuals, as applicable.
6.6. One (1) knowledge transfer and training session of up to 2 hours for the new system. The knowledge transfer session will be conducted continuously and will include how to set up and use the system, how to perform basic troubleshooting for video conferencing and audio/visual presentation functions, and any other common user issues. The transfer session will take place at the immediate conclusion of installation unless otherwise agreed upon by all parties.
6.7. Terms and contact information for technical support and product warranty services, as applicable.
6.8. Acceptance Test Report.
1. Overview – Building 3950, Room 103
This Statement of Work (SOW) is for the procurement and installation of the Video Teleconferencing (VTC) system with modern audio-visual presentation technology in Building 3950, Conference Room 103.
2. Objective: Edwards Air Force Base, California, Building 3950, Room 103, VTC
The government will facilitate and provide contractor access to Building 3950, Rm.103, for the purpose of conducting site surveys, installing VTC equipment, & testing VTC equipment performance.
(Contractor access to Edwards Air Force Base requires a REAL ID driver’s license or identification card, military ID card, or passport.)
3. Scope: To provide and install a conference room audio/visual presentation and video conferencing system.
3.1 Contractor shall provide and install a new AV-over-IP matrix switching system with Crestron NVX encoders and decoders connected to a 24-port Netgear AV Line PoE+ switch.
Contractor shall provide and install the following displays and compatible mounts:
•Two (2) 86-inch displays installed on extra-large tilting wall mount at the front of the room •Two (2) 65-inch displays installed on drop down ceiling mounts at the center of the room 16 feet from the front wall to the center of displays. This may be modified on site during installation if a sprinkler head or light is in the necessary tile or the above ceiling has an obstruction.
3.2 Contractor technicians shall remove the existing Government Equipment (GE) projector and surface-mounted projection screen. The front wall where the new displays will be installed requires 120VAC power outlets to provide connectivity. The outlets will be installed by the 412th civil engineering unit (CE).
3.3 Contractor shall furnish and install a Vaddio AV Bridge Mini with USB 3.0 for TEAMS support in the room. A USB 4-port switcher and a total of three (3) USB 3.2 Extender Kits are included to extend the Teams USB connections to one of three GE laptops in the room at the table. Contractor shall provision the existing table boxes with USB-C connectivity for each of the three GE laptops at the table.
3.4 Contractor shall provide a total of three (3) HDMI PC inputs at the same USB connection locations as described above. All locations shall be provisioned with a dual-HDMI docking station to provide extended desktop capability to the new displays. The default will be for the content on the large front right 86” display to show on the two (2) new 65” displays. This can be changed manually to show the left display on the 65” displays on the touch panel as needed.

3.2 (where are comm’s requirements, fiber, ethernet ports etc, do we need to configure the switches etc...
3.5 A total of one (1) AVer CAM550 12X PTZ dual-lens camera with camera extender shall be provided and installed. The camera will be located at the front of the room between the new displays.
3.6 Contractor shall provide and install a new audio system in the room that will be managed by a new Biamp TesiraFORTE DAN CI digital signal processor.
3.7 Contractor shall provide and install a total of one (1) Shure MXA920 beam forming ceiling microphone to pick up audio from the participants in the room.
3.8: Contractor shall provide and install a new Biamp audio amplifier and a total of four (4) new 6.5” ceiling mount speakers that will provide audio in the room.
3.9 Contractor shall provide and install a Crestron CP4 integrated room controller/processor managed via one (1) Crestron TS-1070-GV 10-inch touch panel at the table.
3.10 Contractor shall re-purpose the existing GE rack to hold the new equipment. The rack will be equipped with power strips, shelves, cooling fan, and blank/vent panels.
4. Constraints

5. Requirements

5.1 Site Survey: A site survey has not been conducted by the contractor that would document all physical measurements, existing equipment, cable pathways, and new equipment placement. During this phase, Contractor confirms with government: all pathways, power, and data requirements for a fully functioning system will be fulfilled by the customer or others.
5.2 Equipment Technical Requirements: The equipment technical requirements shall be met as indicated in the contractor’s estimate/quote. If no estimate/quote is provided, the contractor’s Bill of Materials (BOM) listed in the contractor’s proposal must meet or exceed all requirements as laid out in contractor’s proposal.
It is the responsibility of contractor to provide the correct equipment for a fully operational system that meets the intended requirements set forth by this solicitation. This final design will be reviewed and approved by the government post award.
5.3 Additional Equipment Requirements
During the site visit/kick-off meeting contractor shall review their proposal to ensure that no additional major equipment requirements may be necessary as this is a contractor’s design per the list of equipment and discussion with the purchasing point of contact. Contractor shall replace or upgrade all other equipment associated items with audio/visual presentation and video conferencing operations.
6. Performance Requirements
6.1 Completion of site survey(s), as required by the contractor.
6.2 Project kickoff meeting between contractor and designated government project manager to:
6.2.1 Review and evaluate the proposed technical solution and equipment list to ensure that the completed installation will meet Building 3950 Room 103 audio visual requirements and the operational needs of the government.
6.2.2 Identify and resolve concerns, if any, regarding the project schedule and/or project constraints.
6.2.3 Conduct technical discussion of the equipment list and actual integration requirements with technical point of contact to ensure that the list provided, and solution designed meets the needs of the customer.
6.2.4 Contractor shall schedule a project kickoff meeting and provide a kickoff schedule with names of contacts and other contact information. The kickoff meeting shall include the local Customer project team.
6.3 Install, integrate, test and troubleshoot VTC system equipment to ensure it meets project requirements.
6.4 Weekly communications between the contractor and designated government project manager for the contractor to report progress, and for both parties to discuss concerns and resolve issues.
7. Deliverables
7.1 Complete Project Schedule based on normal weekday business hours and excluding federal government holidays.
7.2 Review and Validation of Design: Contractor shall review the BOM, government furnished equipment, diagrams and other materials and validate the proposed configuration. Validation or non-validation shall be a written document provided after the kickoff meeting.
7.3 Acceptance Test Plan
7.4 Contact information for contractor key personnel, including worksite leader/manager.
7.5 VTC system: Complete installation, initial setup and programming of one (1) fully functional, modern technology, integrated audio/visual presentation and video conferencing system.
7.6 VTC system documentation and users manuals, as applicable.
7.7 One (1) knowledge transfer and training session of up to 2 hours for the new system. 7.9 Acceptance Test Report. Report shall be delivered no later than ten (10) working days after completion of installation, configuration, and testing of the A/V system. The report shall contain the system documentation and user environment photos (if allowed). Contractor shall deliver system control programming on digital media.
7.10 Project Closeout: Contractor shall complete final acceptance and project closeout with the requesting Customer Project Team points of contact (POCs). POCs shall inspect all services performed by contractor under this Statement of Work through the final reports and provide feedback and acknowledgement of acceptance by the customer of the deliverables.
