118th Wing SECTION 01000 Nashville, Tennessee Statement of Work

STATEMENT OF WORK
REPAIR HVAC OPS SPT, B747
BERRY FIELD, NASHVILLE, TENNESSEE
1) GENERAL
a) The work covered by this Statement of Work (SOW) consists of furnishing all labor, equipment, and materials to demolition existing and supply new equipment for project BKTZ232017 REPAIR HVAC OPS SPT, B747 in accordance with this written statement of work, construction plans, specifications, and manufacturer specifications, hereon referred to as “plans”. The work location is the 118th Wing, Nashville, Tennessee.
Contractor will be fully responsible for compliance with all base, local, state, and federal laws and regulations that apply to include environmental and occupational safety.
2) PERFORMANCE PERIOD
a) The performance period for this project is 90 calendar days.
3) SCOPE OF WORK
a) Contractor will perform all work as described herein and as shown on drawings for project BKTZ232017, Repair HVAC Ops Spt, B747. Work includes but is not limited to the following items.
1. CLIN 0001 – Base Bid: Demolish and remove existing Data-Aire equipment and provide new CRAC units in B747
a. Demolish and remove computer room air conditioning (CRAC) units on 2nd floor in B747 in accordance with project plans and specifications
b. Furnish and install two new CRAC units on 2nd floor in B747 in accordance with project plans and specifications
c. Furnish and install all supporting equipment and connections to produce fully functional CRAC units (power, drains lines, etc.) on 2nd floor in B747 in accordance with project plans and specifications
d. See plans and specifications for full description of work.
b) Contract Requirements
1. The contractor will adhere to all contract requirements in the solicitation and subsequent contract or delivery order.

2. In addition to those items in the solicitation/contract, the contractor will also be responsible to:
a. Obtain all dig permits, crane permits, or any other permits prior to starting construction.
b. Verify all field and plan measurements and notify the contracting officer’s representative (COR) of any discrepancies.
c. Prepare project site for construction by placing adequate signage and other devices indicating construction zone for vehicular traffic and pedestrians.
d. Submit all project submittals to the COR for approval prior to the manufacture or placement of any construction materials.
e. Perform all material testing as required by specifications and building code.
f. Perform site finishing and cleanup to include submit dust/debris plan and cleaning plan that describes measures to prevent the entrance of dust/debris in the areas where work is to be performed.
g. Remove all work related debris and dispose of it off the base property upon completion of project.
h. Coordinate with government personnel to gain access to project site
i. Coordinate with government personnel before taking pictures on project site
j. Furnish and install new CRAC unit with interface capabilities for base’s direct digital controls (DDC) system. Unit can be read only because CRAC unit should operate using CRAC unit’s controls.
k. Furnish and install new CRAC unit connection into existing Vertiv unit to function in a lead/lag capacity.
l. New CRAC unit requires factory authorized start-ups.
m. Furnish and install connections and operational testing of existing and new CRAC units into existing water lines for humidification purposes.
n. Furnish and install shut off valves into existing water lines for CRAC units
o. Contractor shall generate and send activity reports to the COR at james.bell.69@us.af.mil each week with a summary of work completed and 4 new pictures of completed work each week during the period of performance.
3. Contractor Manpower Reporting
a. The contractor will report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Air Force collection site. The contractor is required to completely fill in all required data fields using the following web address:

b. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data must be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at http://www.ecmra.mil/.

4) REFERENCES
In general, all technical specifications are provided within the Construction Documents. In the event any project element is not covered in the specifications provided, the contractor will refer to the Specification Hierarchy for direction related to the element.
5) SPECIFICATION HIERARCHY
a) The specification hierarchy is the collection of technical specifications to be used for all projects. The contractor should refer to the specifications provided in the Construction Documents first before moving to the next technical specification listed in the specification hierarchy. The hierarchy is listed in the order of precedence (i.e. “1” supersedes “2”). The hierarchy is as follows:
1. Specifications provided with Construction Documents
a. Technical Specifications
b. Construction Drawings
2. For MATOC contracts, the 118th Base Design Standards
6) SECURITY REQUIREMENTS
Access and General Protection/Security Policy and Procedures. Contractor to complete Antiterrorism Level 1 Training and provide documentation of completion upon request. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor will comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
