INL SAN SALVADOR, EL SALVADOR

BASE STATION FOR INTERVENTION TELEPHONE HEARING CENTER (CITE)

1. GENERAL:

The Bureau of International Narcotics and Law Enforcement Affairs (INL) is an instrumental leader in the development of policies and programs to combat international narcotics and crime. INL programs support two of the Department of States' strategic goals: (1) to reduce the entry of illegal drugs into the United States; and (2) to minimize the impact of international crime on the United States and its citizens. One of the many ways to effectively meet the listed goals is to partner with allied governments both directly and indirectly to promote the modernization of and support the enforcement operations of their foreign criminal justice systems and law enforcement agencies.

The INL office of the U.S. Embassy in El Salvador (INL-ES) is responsible for the administration of programs and funds. INL works very closely with U.S. law enforcement agencies to ensure that El Salvador has the training and tools needed in the fight of narco-trafficking and transnational organized crime. INL also works directly with various Government of El Salvador (GoES) institutions such as; Ministry of Government, Salvadoran Narcotics Police, Salvadoran Civilian National Police (PNC), Salvadoran Immigration and Salvadoran Customs.

2. PROJECT JUSTIFICATION:

This project will provide support to the PNC - Geti2 Unit dedicated to Geo locate communications and cross information with cases related with crime and extortion, the desired device will improve their capacity to intervene 5G signal devices during their operation.

Geolocator device is an enhanced active cellular intelligence solution for detection, control, interception, data extraction (optional) and localization of target devices in the field. The device is key on helping security agencies combat terrorism and crime, the equipment provides a practical approach to handle threatening situations, collect intelligence and capture targets.

The system must contain at least 8 Base Radio Stations (BTS), 7 in: 2G (GSM), 3G (UMTS), 4G (LTE) and 5G (NSA), and 1 in TDD, all defined by Software (SDR), with an Easy-to-use management interface to identify, intercept, monitor, extract data (optional) and locate mobile phones targets.

The capabilities of the device should include:

· Collection of cellular identities over 2G, 3G, 4G and 5G NSA networks regardless of service providers

· Identify and locate target devices on 2G, 3G, 4G and 5G NSA networks

4.3 Additional Descriptions

Radar – Search Device. The GI2 scales your operation with a pocket-sized homing device included for remote location extraction. The device helps operators identify the exact location of 2G, 3G and 4G mobile phones, through a silent call. The super locator employs several techniques to remotely extract the target location and trace its whereabouts to operational teams. The field-tested locating device pinpoints the target position, based on the silent call transmitted by the target phone, initiated by the GI2.

Vehicle Deployment Set. The GI2 is designed for maximum efficiency when deployed and operated from a vehicle, the main benefits are:

· Durability: The GI2 IMPACT and PA SDR are designed for minimal power consumption, allowing for operational durability

· Updates: The GI2 is designed to ensure easy system update in cases of additional hardware units. The vehicle frame dimensions, and initial system design can be easily modified to accommodate almost any future hardware upgrade or update. Any modification is guaranteed to maintain the smallest form factor available for each system configuration.

Vehicle Rack. Vehicle installations should include a modular vehicle frame that ensures equipment runs smoothly while in motion and allow the fast replacement of system elements.

Vehicle Power module. The VPM (Vehicle Power Module) is a 2U rack mount system that can be used to power both the PA SDR by connecting them to the vehicle's alternator (while the vehicle is running) and/or to external batteries. Hey capabilities:

· Automatic switching between the vehicle's alternator and external batteries when the vehicle's engine is not running (and vice versa)

· Charge external batteries from the vehicle's alternator or an AC outlet ▪ Alert in case of power failure and protect the power output Mobil search device. The Geolocator device must include a secondary search device which can be operated by personnel on foot, and which can give us the final approach to the objective that is being geolocated.

This search device will be of a size that can be manipulated from a pocket. The device helps operators identify the exact location of mobile phones in the different technologies called 2G, 3G, 4G as well as updates for 5G and that allows to the operational teams to enter the chase on the target's phone.
