BARC Building 052 Chiller Replacement

STATEMENT OF

WORK

January 24, 2023

1.0 SCOPE

The United State Department of Agriculture (USDA), Agricultural Research Service (ARS), Adaptive Cropping Systems Laboratory (ACSL) located at 10300 Baltimore Avenue Beltsville, MD 20705 (i.e. the “Location”) plans to remove and replace the existing non-functioning 25-ton Trane chiller. The existing non-functioning chiller #3 is the third of three chillers that provide cooling of the nearby soil bin research chambers. The chiller shall be disconnected from the existing chilled water supply and return lines and the existing electrical service, removed and properly disposed of off-site. A new 30-ton air cooled scroll chiller (Trane or equal) shall be placed in the same location as the existing chiller.

2.0 WORK

The Contractor shall provide all labor, insurance, permits, tools, material, equipment, and travel to complete the work listed below. All work shall be completed by properly trained and licensed personnel or sub-contractors in accordance with the terms, conditions, and specifications contained in this document. The Contractor shall keep the work premises clean, free of accumulations of waste and rubbish, as well as construction material, to the extent possible and practical, during the period of performance and at the time of final inspection and acceptance.

2.1 REFERENCES

2.2 DEMOLITION & REMOVAL OF THE EXISTING CHILLER

The contractor shall disconnect all utilities (power, supply and return chilled water lines) to the existing non-functioning 25-ton chiller. Remove the existing chiller and properly dispose of off-site. Care should be taken to protect all surrounding mechanical equipment, piping and research equipment. Contractor shall furnish, supply, erect, dismantle, etc. all necessary rigging equipment to safely remove the existing chiller. The contractor shall coordinate access times and protocol with the USDA’s Location Monitor (LM) (see Section 2.5 below).

2.3 INSTALLATION OF THE NEW CHILLER

The contractor shall furnish and install a new 30-ton Air Cooled Scroll Chiller with similar characteristics to the two (2) existing 30-ton Air Cooled Scroll Chillers (see Attachment 3).

The new chiller shall be manufactured by Trane or equal. Contractor shall furnish, supply, erect, dismantle, etc. all necessary rigging equipment to safely install the new chiller. Connect the new chiller to the existing power and chilled water supply and return lines. Reinsulate all new and existing chilled water piping up to the existing shutoff valves. Start up and test the chiller to ensure that it is working properly.

2.4 CHILLER CONTROLS

The contractor shall connect the chiller to the existing BACNET control system. The intent is for the existing BACNET control system to fully control the new chiller. NOTE: The location has recently employed the following contractor for controls work for the other two existing functioning chillers. The contractor may utilize this contractor if desired for the controls work:

2.5 SITE LOGISTICS AND SCHEDULING

The contractor shall ensure the work does not negatively affect the operation of the building and does not impact any research activities. The contractor shall schedule the work with the Location Monitor (LM) to avoid any impact to ongoing research activities. Onsite parking, staging and laydown areas are available for the contractors use, coordinate the location of each with the Location Monitor (LM).

2.6 CODE COMPLIANCE

All construction shall conform to the International Building Code (IBC).

2.7 SUBMITTALS DISTRIBUTION AND FORMAT

Provide submittals for all materials and tests required by the project. Submit to the Contracting Officer (CO), the Contracting Officer’s Representative (COR) and the Location Monitor (LM) for review and approval. Distribute product submittals as follows:

2.7.1 CO, COR, and LM: Submittals in pdf format via email.

2.7.2 Comments and approval of the submittals by the Government shall not be construed as releasing the Contractor from compliance with the specified requirements herein or any applicable Codes.

3.1 GENERAL REQUIREMENTS

3.1.1 See Attachment 1 – Specification 01 01 00 General Conditions rev August 10, 2022.

3.1.2 All materials and equipment shall be compliant with the Buy America Act (BAA).

4.1 PRICING

Contractor to provide a price for the scope of work outlined herein.

4.2 WORKING HOURS

Normal work hours are from 7:00 a.m. to 4:00 p.m., Monday through Friday, excluding Federal holidays.

4.3 PERIOD OF PERFORMANCE

Contractor has two hundred seventy (270) calendar days to complete the contract from the award/NTP date.

4.4 PAYMENTS

Payment will be made through the Invoice Processing Platform (IPP)

4.5 INSPECTIONS

The Contractor shall notify the Contracting Officer that they are ready for a substantial completion inspection ten (10) days before the end of the contract period. The Contractor shall submit a written request to the Contracting Officer for a final inspection in writing at least seven (7) days prior to completion of the project.

4.6 SUPERINTENDENCE

4.6.1 Full time supervision of employees and subcontractors is required. Failure to comply with this requirement may risk a work stoppage until resolution for contractual compliance. The contractor’s superintendent shall sign in all workers on a daily basis in coordination with the Location Monitor (LM).

4.6.2 The contractor is responsible for all actions of their subcontractors.

4.6.3 The Government has no contractual relationship with subcontractors or suppliers.

4.7 SAFETY

USDA ARS ACSL is an OSHA compliant facility for all staff and contractors working at the location. This compliance requires that all work is conducted in a safe manner, hazardous conditions are recognized and reported, and the contractor is complying with local, state, federal and installation regulations, and laws. Contractor safety and security efforts must guarantee all work is alignment with USDA ARS and OSHA regulations and requirements.

4.7.1 Contractor personnel must adhere to all location safety and security requirements when entering, exiting work areas and when working at the facility the requirement extends to obtaining any required excavation, entrenchment, and hot work permits.

4.7.2 Access to the site by the Contractor shall be coordinated with the Location Monitor (LM). Further, contractor shall:

a. Perform OSHA mandated safety training for all employees contracted to work at the ACSL location prior to the start of work.

b. Obtain and use USDA identification cards always when present at the worksite.

c. Coordinate additional required measures with the Location Monitor (LM).

4.8 UTILITIES

The Contractor shall provide all temporary utilities required for construction. If approved by the Contracting Officer, the contractor may use location utilities.

4.8.1 The Contractor is responsible for the expenses to connect and disconnect to any utility system needed. The Contractor shall coordinate all utility hookups with the Contracting Officer.

4.8.2 If necessary, the Contractor shall request any mechanical or electrical shutdowns at least one week in advance. This request must be submitted in writing to the Contracting Officer to coordinate this activity with the facility management. It may be required that shutdowns be performed during other than regular working hours.

4.9 HOUSEKEEPING

The Contractor shall remove and dispose of dirt and debris and keep the premises clean at all times during construction. This shall be done as frequently as needed but not less than once a week.

4.10 SITE ENTRY

4.10.1 The foreman or superintendent must sign in all workers at the Location office daily and before work starts.

4.10.2 Government engineers and contracting personnel shall be allowed access to the site at all times. Others may visit the site with permission of the Contracting Officer.

The Contracting Officer shall be informed of all suspected unauthorized visitors.

4.11 SITE VISIT

A site visit is highly recommended for potential bidders but is not mandatory.

4.12 WARRANTY

All work shall be guaranteed for workmanship and material failures for a period of one

(1) year from the date of final acceptance of the work. The contractor shall submit all product warranty documents to the COR.
