This is a Statement of Work (SOW) for furniture installation services at Joint Base San Antonio (JBSA) Randolph, Building 399, issued by the 502d Communications Squadron on October 27, 2026. The project involves installing cubicle furniture to support contractor connection and equipment installation, leveraging existing LAN infrastructure and outlet connections to optimize timeline and reduce costs.
The contractor must provide all materials, labor, transportation, management, and tools necessary for the installation, with all materials required to be new and not refurbished. Key technical requirements include conducting a comprehensive survey of existing LAN infrastructure, testing and maintaining connectivity with existing fiber backbone cabling, installing new Category 6A ethernet cable rough-in only where existing infrastructure is inadequate or damaged, and terminating all cables in accessible junction boxes or communication rooms. Building 399 requires no additional LAN drops per the initial survey. All telecommunications cabling and electrical installations must adhere to UFC 3-580-01, NFPA 70 & 76, and EIA/TIA standards. The contractor is responsible for new patch panels and CAT6 patch cables between fiber optic distribution points (FODP) and switches, with all new CAT 6 cabling to have blue-colored sheaths. The period of performance is an additional 52 days, with work occurring Monday through Friday from 0630–1700, excluding federal holidays and site-unique down days. Deliverables include a complete milestone installation schedule (technical factor for proposal submission), weekly quality assurance reports, acceptance test plan (10 days prior to installation), acceptance test report (10 days after testing completion), as-built drawings in three copies including paper and PDF formats (10 days prior to final acceptance), and warranty procedures documentation (at or prior to site acceptance). The contractor must provide a full-time on-site project manager, chair weekly Integrated Product Team meetings, and provide a one-year workmanship warranty or manufacturer's standard commercial warranty, whichever is longer. Security requirements include potential DoD Secret Security Clearance for personnel accessing classified areas, base access processing with Site Visit Request Letter identifying personnel details, and Installation Access Application submission at least one week prior to scheduled arrival.
