STATEMENT OF WORK

For

H4WA17 AUSS Mobile System

1. SCOPE

To include all item required to create a mobile Automated Ultrasonic Scanning Systems (AUSS).

The AUSS Mobile System will be used to replace the Mobile Automated Ultrasonic System (MAUS) currently in use by Non-Destructive Inspection Branch (76 AMXG/MXDEN) to inspect all legacy aircraft. The AUSS Mobile is the next generation of the MAUS which is ending its life cycle due to using the Windows 7 operating system and parts non-availability.

2. BACKGROUND

The objective of purchasing the AUSS Mobile system is to continue meeting tech data requirements with a direct replacement for the current MAUS V system. The MAUS V system supports safety of flight inspections on 5 different weapon systems for a total of 555 individual Air Force and Navy aircraft at Tinker Air Force Base. The MAUS V system and 76 AMXG/MXDEN directly support the DX rated E-6B program both in Depot and during active duty operations. In FY22 over 20,000 hours of MAUS inspections were planned on aircraft at the OC-ALC. The following inspections require the MAUS V and could be immediately transitioned to the AUSS Mobile:

3. REQUIREMENTS

3.1. Item Description – AUSS Mobile Systems, the requirement of each system is defined in Table below.

Everything listed in the table above is considered a system for this Statement of Work.

Fulfillment of each item is required for a singular system. Shipping shall be included with requirement.

Support documentation shall be included with items listed above. Supporting documentation shall include but is not limited to user manuals, parts breakdowns, maintenance literature, system check procedures, and applicable calibration certificates. Paper copies of calibration data shall be co-located in the system kit that include items calibrated. Two paper copies and disc(s) with digital versions of manuals, parts break down and maintenance literature shall be included with first delivery. Digital manuals should be in Adobe or Microsoft format, capable of editing/notes.

3.2. Installation – No installation required.

3.3. Training – Training shall be required to outline general equipment setup, operation, preventative maintenance, and data analysis. Training shall be scheduled on site, and specific times must be coordinated with GOV POC. GOV POC needs a minimum of one week notice to schedule and training should be scheduled NLT 30 days after delivery of equipment.

Contractor shall provide at least one subject matter expert, knowledgeable in all aspects of equipment to conduct training. Training is estimated to last approximately 4 days, for all sessions. Contractor will provide all training materials for classroom portions of training (e.g.

slides, handouts, etc.). Government will provide a classroom space with projector. Government will furnish the equipment (from most recent order) for any hands-on portions of training.

Contractor will be expected to host a minimum of two separate training secessions to approximately 15 total NDI technicians (days shift and swing shift). These sessions shall include all general operations, to include tools/adapter, track setup, aircraft attachment, data collection, data exportation and data interpretation for both ultrasonic and eddy current methods. A separate session shall be held to educate the engineering work force of any advanced features and maintenance requirements. This session shall include preventative maintenance

4 SoW H4WA17 AUSS Mobile System, 21 December 2023 recommendations, in depth data analysis and advanced software features. Contractor shall be expected to provide electronic copies of all training data, slides, etc. at least one week before the first scheduled training session. These materials shall belong to the government and have the capability to be updated and modified as needed for future government needs. The engineering training session shall be sufficient to prepare government engineers to provide general operations training to future technicians independent of contractor.

3.4. Acceptance – System acceptance is dependent of a successful completion of setup and function check of each capability of AUSS.

3.4.1. Capabilities shall include but not limited to.

3.4.1.1 NDI Technologies - Ultrasonic - Single Sensors to 128 Element Arrays, Bond Testing - Resonance, Pitch/Catch, and MIA, Eddy Current - Single Sensors to 128 Coil Probes. Successful integration of each adaptor, probe and transducer into system with ability to capture accurate data, as compared to typical NDI standards provided by Gov.

3.4.1.2 Scanner Control - Motor and Encoder Connection, seamless action, and uninterrupted movement.

3.4.1.3 Data Capture – Connections and transmission of NDI data to laptop with Imigine installed. Imigine’s ability to receive and appropriately analyze data.

4. GENERAL REQUIREMENTS

4.1. Hours of Operation

4.1.1. The Contractor shall perform the work required under this contract during the following days and hours.

4.1.2.1. Monday through Friday, 0700-1600 hrs. CTS standard operation.

4.1.2.3. These dates and hours exclude federal holidays, base closures due to inclement weather, and furlough days, as applicable.

4.1.2. If work hours are required outside the hours stated, the Contractor shall contact the Government POC for approval from the CO. Upon approval from the CO, the Government Subject Matter Expert (SME) or Government POC must be present with the Contractor.

5. ON-BASE REQUIREMENTS

5.1. Environmental Protection & Safety

5.1.1. The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.

5.1.2. Contractors shall be compliant Tinker Air Force Base (TAFB) Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per Oklahoma City Air Logistics Complex (OC-ALC) Sup to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on e-Publishing website at www.e-publishing.af.mil for downloading or ordering.

5.2. Spills

5.2.1. Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident.

When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911.

If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately report all environmental violations to the GPOC and UEC.

5.2.2. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:

5.2.2.1. One (1) copy to Contracting Officer

5.2.2.2. Two (2) copies to the GPOC

5.2.2.3. One (1) Copy to the UEC

5.2.2.4. One (1) Copy for Record

5.2.3. The format of the report shall be left up to the Contractor, but the report shall contain the following information:

5.2.3.1. Name and contact number of person reporting the spill

5.2.3.2. Date and time of incident

5.2.3.3. Location and source of spill

5.2.3.4. Substance or pollutant spilled

5.2.3.5. Amount spilled and rate of discharge

5.2.3.6. Any damages or injuries involved

5.2.3.7. Extent of area impacted

5.2.3.8. Potential hazards

5.2.3.9. Actions taken

5.2.3.10. Organizations contacted

5.2.3.11. Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.

5.3. Housekeeping - The Contractor shall keep the work areas clean and neat IAW industry standards, OSHA, fire and safety standards, and this SOW.

5.4.1. Contractor personnel who work in or travel though areas near operational and production aircraft, engines, munitions, missiles, drones, space systems, support equipment, Aerospace Ground Equipment (AGE), trainers, and the Contactor personnel operating vehicles and equipment on flight lines, runways, taxiways, parking ramps, and in aircraft hangers and maintenance areas are required to receive the FOD/DOP training and to comply with AFI 36- 2650, AFMC Supplement 1, paragraph 9.2., and A4.4.4. (Initial)/A4.4.5. (Refresher). The Contractor and Contractor personnel shall acknowledge the FOD/DOP training either by viewing the Digital Versatile Disc (DVD) provided by the Government POC or the YouTube site, http://www.youtube.com/watch?v=tYcbodjFPnM.

5.4.2. The Contract Manager shall provide written certification to the Government POC for each employee within ten (10) business days after the contract award date. The certification shall have the title of the training, the name of the person who received the training, and the date of the training. The Contractor shall also ensure all new employees view the FOD/DOP training and provide written certification of training to the Government POC prior to the employees starting work in the OC-ALC shops. Every 36 Months, the Contractor and Contractor personnel shall be required to review the FOD/DOP training and to provide written certification to the Government POC.

5.5 Tool Control and Accountability

5.5.1. While performing contract services in or around Maintenance Production Shops, which includes ramp areas, the Contractor shall comply with AFI 21-101_AFMC Supplement 1, 21-101, Chapter 10 (all paragraphs) and OC-ALCI 21-112, paragraph 14.1. and 14.5.3. The Contractor shall provide the completed MXRIWRS Form 032 prior to performing work in the OC-ALC industrial areas. The MXRIWRS Form 032 is available from the Government POC.

5.5.2. The Contractor shall provide a Contractor Tool Listing, MXRIWRS Form 032, to the Government POC within five (5) business days after (insert type of action, i.e. PM, RM, etc.)

actions. The Contractor or Contractor’s personnel shall inventory the container or bag of tools at the beginning of each work day and at the end of each work day.

5.5.3. The Contractor personnel shall immediately notify the Government POC of any tools that are missing or lost from the work area or container (e.g. tool or job box or tool bag).

5.5.4. The Government POC will report any missing Contractor’s tools which have not been located within one (1) hour after notification to the appropriate Government personnel. The Contractor shall obtain the Form 32 from the Government POC.

5.5.5. The CM shall ensure each employee on the job site receives a briefing from the Government POC about Housekeeping, FOD/DOP, and Tool Control prior to starting work in OC-ALC Industrial Areas.

5.6. Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB per AFMAN 31-116, in its entirety, http://www.youtube.com/watch?v=tYcbodjFPnM

“Motor Vehicle Traffic Supervision”. The Contractor shall comply with Tinker AFBI 24-302, in its entirety for the operation of POVs within Tinker AFB.

5.7. Visitors Pass: The Contractor shall contact the Government POC seven (7) business days before arriving on Tinker AFB in order to make arrangements for Visitors Passes. The Government POC will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate which is South of I-40 off of Air Depot. The Contractor shall provide two (2) forms of identification, one of which shall be a picture ID, to the 72 SFS. The 72 SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days.

5.8. Foreign Nationals: The Contractor shall notify the Government POC before sending a Foreign National representative to perform services. Special rules apply for foreign nationals visiting a US Government facility.

5.9. Safety and Health on Government Installations: While performing work under this contract on a Government installation, the Contractor shall comply with federal, state and local regulations, and AFI 91-203, “Air Force Consolidated Occupational Safety Instruction”, as established by this contract and Appendix C. The Contractor shall notify the CO, Government POC, and Government Contract Administrator (CA) within one (1) business day of any injuries that occur to contractor personnel while they are on the installation. The Contractor shall notify the CO, Government POC, and Government CA within one (1) business day of damage to Government property or equipment during the execution of the contract.

5.10. Emergency Procedures: The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation.

The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.
