Statement of Work NEXRAD Power, Odd and Even Signal Block(s) and Slip Ring Assembly 1305M224Q0156

1.0 INTRODUCTION

1.1 Background

The Logistics Management Branch provides overall management of the NWS logistics program. Responsibilities include developing national logistics policy and guidance; integrated logistics support planning for new systems; inventory management; procurement initiation; repair ordering; cataloging; source, maintenance, and recovery coding; modifications; customer support and obsolescence programs. It implements computerized systems that interface with military and Governmental systems for logistics data, parts issues, parts receipts and funds transfers. The Branch is the NWS focal point for multi- agency logistics management and serves as a designated Primary Inventory Control Activity (PICA) for the Department of Defense and the Federal Aviation Administration on NEXRAD and ASOS programs.

1.2 Discussion

In order to support the overall life-cycle of the NEXRAD WSR-88D weather radar, the National Logistics Support Center (NLSC), through a Memorandum of Agreement (MOA), provides technical logistics support to agencies within the Department of Commerce (DOC). Emergency shipping, project distribution and other services are provided to DOC field sites at locations world-wide. The NLSC provides highly technical logistical support of equipment spares, critical to the diverse missions of the participating agencies.

For this procurement, the build to specification spare NEXRAD Brush Block Assembly and Slip Ring Assembly are considered critical and vulnerable assets in the NWS Consolidated Logistics System (CLS), and more spare parts are required to support the National Reconditioning Center (NRC), who repairs critical repairable equipment necessary for the sustainment of NEXRAD Spares placed into stock for continued NEXRAD field support. These parts are custom manufactured to specification Drawing 1213618, Revision H.

1.3 Requirement

The Logistics Management Branch has a requirement for a Five-Year IDIQ contract to procure at a minimum of (60) spare build to specification NEXRAD Brush Block Assembly per year and five (05) Slip Ring Assembly(s), to be used to support the operational radar readiness, maintenance and repair associated with the WSR-88D NEXRAD radar.
