About this file

This memorandum describes the classification of sensitive infrastructure data for Veterans Health Administration facilities as For Official Use Only. Critical or secure areas requiring this designation include pharmacy vaults, police holding cells, continuity of operations centers, emergency response caches, biosafety laboratories, security systems control centers, IT rooms, and animal research facilities. The memorandum provides guidance to network directors on properly marking, managing, accessing, generating, disseminating, storing, transferring, and disposing of all infrastructure-related information for these areas.

This pre-solicitation notice seeks standard form SF-330 architect-engineer qualification packages for a firm-fixed price design contract providing infrastructure upgrades to allow for an electronic health record system at the West Palm Beach VA Medical Center. A two-phase evaluation process will initially assess SF-330s before inviting the top three firms to submit written responses for final selection. The design scope includes electrical, IT, HVAC, and physical security upgrades across multiple buildings. The projected mid-2021 award has a 220-day performance period for design services and optional construction period services to match the construction project duration. Submissions are due by August 30, 2021.
