About this file
This statement of work outlines requirements for replacing the transmitter in the Airport Surveillance Radar Model 8 (ASR-8) system. Vendors are requested to provide capabilities documentation within 90 days demonstrating a transmitter meeting specifications, including operating between 2700-2900 MHz, 750KW to 1.4 MW peak power, MTBF of 25,000 hours, and monitoring/fault detection capabilities. The documentation should also address dimensions, weight, maintenance requirements, and production timelines. The Federal Aviation Administration requires the capabilities statement and reserves the right to inspect and require changes to submitted documentation.

1.0 Introduction
The Federal Aviation Administration Airport Surveillance Radar Model 8 (ASR-8) Has been in service since 1975. The system is a dual channel system operating between 2700 and 2900 MHz the transmitters operate through a diplexer allowing both channels to operate in cooperation with each other. The ASR-8 system is deployed to 54 locations around the world.
2.0 Scope of Work
2.1 Overview
The ASR-8 has been in service since 1975 and is starting to become unsupportable due to obsolescence of components. The aging systems are experiencing wiring issues with the length of service they have endured. The FAA has a requirement to replace the transmitter in the ASR-8. The transmitter is a fully self-contained enclosure that accepts incoming low power RF for amplification, and timing control signals to trigger the RF amplification in the transmitter. The incoming low power for amplification is 7.5 W. This is a request for capabilities to meet the specific requirements in section 3 of this announcement. All technologies for transmitter construction are being evaluated.
2.2 Objectives
The objective of this acquisition is:
a. Provide a response outlining the capabilities of a transmitter to meet the requirements of Section 3.
3.0 Specifications
a. -Frequency= 2700-2900 MHz adjustable in minimum of 1 MHz increments
b. -Spectrum= Balanced sidelobes and -40DBm minimum at 7MHz above and below center -frequency. Will accept higher levels up to 10MHz maximum based on performance.
c. -PRF= 800-1300 Hz
d. -Pulse width = 0.6usec (Adjustable range 0.55 minimum to 1.1 maximum)
e. -Output power = 750KW to 1.4 MW peak power or equivalent.
f. -Stability = -60dB or lower
g. -Input power 3phase 208V 70A maximum circuit breaker rating
h. -MTBF of 25,000 Hours
i. -Fault monitoring of the transmitter to allow for ease of troubleshooting.
j. -Monitoring/Display of all critical voltage and current parameters
k. -Ability to use external test equipment for maintenance procedures and operational verification of standard.
l. -LRU replacement should be less than 1 hour per part.
m. -Preventative maintenance procedures to maintain system
n. -WR284 rectangular waveguide connection for output RF
o. -Existing COTS equipment with minor modifications allowed.
p. -Complete data rights for government use and future modifications
4.0 Description of Tasks
1. Develop documentation to describe transmitter that can meet the requirements in Section 3.
This description should include:
a. Dimensions of transmitter
b. Weight
c. Fault monitoring
d. Performance monitoring
e. Preventative Maintenance requirements.
f. Mean Time Between Failure
g. Production timelines
5.0 Documentation Deliverables
5.1 Documentation Table
