ABATEMENT WORK PLAN

PART 1 – SCOPE OF WORK

1.1 INFORMATION / OBSERVATIONS

A. This work plan is being prepared per the requirements of South Coast Air Quality Management District (SCAQMD).

B. Impacted Area – NEC Airport Boulevard & Buchanan Street, Thermal, California

ATC Group Services LLC dba Atlas Technical (Atlas) was retained by C&C Contracting to review and utilize an asbestos inspection report prepared by Masters Environmental for the debris piles found on the lot located at the Northeastern corner (NEC) of Airport Boulevard and Buchanan Street in Thermal, California. The scope of the project was to create a SCAQMD Procedure 5 Work Plan to properly remove the illegally dumped asbestos-containing cementitious pipes. This work was authorized by C&C Contracting on July 19, 2021. The asbestos inspection report was conducted by Masters Environmental in general accordance with all Federal, State and local guidelines, dated and provided to the Client on July 15, 2021.

During the inspection activities, Masters Environmental observed three types of pipe and collected nine samples. Six of the nine samples were positive for asbestos and most of the pipe was observed damaged and therefore friable.

Masters Environmental further stated that almost everything in the pile contains 35% Chrysotile and Crocidolite asbestos that come in assorted widths, lengths and densities. The asbestos inspection report is attached to this work plan.

The following is the scope of work to cleanup and remove the identified asbestos-containing friable cementitious pipe, and any debris on soil:

1.2 DESCRIPTION OF WORK

A. The work will include the following:

1. The Asbestos Abatement Contractor (Abatement Contractor) shall post appropriate signs and barrier tape to demarcate the area to keep others out of the work area.

2. The Abatement Contractor shall use wet methods.

3. All asbestos-contaminated debris shall be double-bagged or double wrapped in transparent, leak-tight bags and/or poly with appropriate labels, then placed in the asbestos waste bin.

ATLAS Project No. 1011601991 Page | 2

4. The Abatement Contractor shall clean up, remove, and dispose of as friable the asbestos-containing cementitious pipe identified as a 2,500 square feet area.

5. The ACM debris observed on the property appears to contaminate approximately 2,500 square feet of the soil under the cementitious pipe. The debris should all be able to be removed by hand and only impact the top layer of soil.

B. Personal air monitoring shall be conducted during the work area as required by

Title 8 of the California Code of Regulations (Cal/OSHA).

C. Work included: Abatement Contractor shall furnish all labor, materials, services, permits, insurance (specifically covering the handling and transportation of the asbestos-containing waste material), and equipment which is specified, shown, or reasonably implied for the abatement activities.

D. Abatement Contractor must ensure that all equipment is properly secured before leaving the site at night (note that lots of trespassing/dumping activities have been observed on this site).

1.3 OBSERVATIONS

A. A final visual inspection will be conducted after the completion of the abatement work by the owner’s representative.

PART 3 – EXECUTION

3.1 WORK AREA PREPARATION

A. Preparation Procedures for Removal of the identified ACM piles:

1. The asbestos abatement activities of ACM, asbestos-containing waste and debris shall be executed using wet methods, as described in SCAQMD, Rule 1403, Procedure 3. Double bag or “burrito” wrap (2-layers) removed materials for disposal (if possible).

2. Abatement Contractor shall demarcate the Work area for the duration of the known asbestos materials removal to keep other non-trained and non-protected personnel out of the work area.

3. Abatement Contractor shall establish a 3-stage decontamination unit at the perimeter of the demarcated area since the material abated was observed damaged and is considered friable by the SCAQMD.

4. Provide temporary power and lighting when necessary, and ensure safe installation of temporary sources and equipment per applicable electrical code requirements, including appropriate ground-fault protection. Abatement Contractor shall take all precautions necessary, including inspections and testing, to insure the safety of his employees and other project personnel from electrical hazards during the course of the Project.

5. Provide and maintain appropriate "ABC" type fire extinguishers in the work areas. The size and number of extinguishers shall be as required by local fire officials, but shall not be less than one (1) fire extinguisher inside and outside each work Area.

6. The Abatement Contractor shall not commence with the asbestos abatement work until all preparation requirements have been completed; all tools, equipment, and materials are on hand; all required submittals, notices and permits have been approved.

3.2 ASBESTOS REMOVAL

A. Before removal, ACM and asbestos-containing waste and debris shall be sprayed with Amended Water. Spray materials repeatedly during the work process to maintain a wet condition. All vacuuming shall use approved HEPA vacuums.

Equipment shall have the necessary SCAQMD permits. All affected areas are to be kept adequately wet during asbestos abatement and cleanup activities.

B. Remove ACM using wet methods and in a manner that will not create dust and debris or leave visible residue. Place asbestos containing wastes and asbestos contaminated building contents into properly labeled double six (6) mil bags or “burrito” wrap in a minimum of two (2) layers of six (6) mil plastic and place in

ATLAS Project No. 1011601991 Page | 5 properly labeled and lockable containers lined with two (2) layers of six (6) mil plastic, or in accordance with the disposal facilities requirements.

C. The work areas shall be kept orderly, clean and clear of work materials, polyethylene sheeting, tape, cleaning material, PPE and all other disposable materials or items used in the work areas shall be packed into properly labeled protective packaging and removed from the work areas.

D. Powered equipment can be used to move properly burrito-wrapped asbestos-containing materials that are too heavy for humans to move unassisted, but the abatement (cutting, wrapping, etc.) must be done by hand first.

E. Protective packages containing ACM and asbestos-containing and asbestos-contaminated waste and debris shall be cleaned and placed in the Asbestos Waste Dumpster until hauled to the Asbestos Waste Disposal Facility for disposal.

3.3 DECONTAMINATION PROCEDURES

A. Decontaminated procedures for Contained Work Area:

1. Remove all visible accumulations of ACM, asbestos-containing and asbestos-contaminated waste and debris from both the pile and the top layer of soil beneath the pile. HEPA-vacuum and/or wet-clean all surfaces within the Work Area to remove asbestos residue and dust.

2. After cleaning, the Abatement Contractor shall perform a complete visual inspection of the work areas to ensure that the work areas are free of any visible debris or residue including the top layer of soil under the debris pile.

3. Upon completion of their visual inspection, the Abatement Contractor shall notify the Owner and/or Owners Representative in advance that the work area is ready for Initial Review.

4. Worker decontamination procedures must be carried out whenever a person leaves the asbestos demarcated area, or when removal work is finished.

Workers shall remove gross debris from protective clothing using wet methods and/or a HEPA filtered vacuum, remove the disposable suits, and place them into a labeled, two layered, 6-mil poly bag. The worker shall thoroughly wash hands, respirator, and face with clean water at the designated wash station (inside 3-stage decontamination unit) prior to leaving the demarcated area.

This procedure is known as ‘personal decontamination’.

3.4 ASBESTOS DISPOSAL

A. Asbestos-Containing Waste Materials and asbestos-contaminated waste and debris shall be packed into approved and labeled protective packaging. All waste shall be properly labeled and disposed of in two layers of 6-mil transparent poly bags or wrapped with two layers of 6-mil transparent poly sheets.

ATLAS Project No. 1011601991 Page | 6
