Yuma Area Office
Statement of Work
Coachella Asbestos Abatement
PART I – GENERAL INFORMATION
A. BACKGROUND
The mission of Bureau of Reclamation (BOR) is to manage, develop, and protect water and related resources in an environmentally and economically sound manner and in the interest of the
American public. BOR has ownership of land located in the Coachella Valley along the
Coachella Canal, and irrigation facilities.
In 2007, illegal dump sites were identified by Coachella Valley Water District (CVWD) on BOR lands. One site was cleaned up by the landowner/operator after intervention by law enforcement and the Riverside County District Attorney. In 2015, Riverside County Department of
Environmental Health notified BOR of three illegal dump sites. The fourth site was identified in
2019. The CVWD and BOR could not confirm who illegally dumped material on the four sites identified by Riverside County.
By August 2021 a contractor hired by the BOR – Yuma Area Office (YAO) completed the removal, hauling, and disposal of treated wood waste, hazardous waste (old television and computer monitor cathode ray tubes), household waste, and removal of recyclable tires from the four illegal dump sites. However, during the effort unforeseen waste containing asbestos was discovered at one of the sites. Atlas & Masters Environmental conducted an asbestos survey and prepared a Procedure 5 Work Plan for abatement work (herein referred to as P5WP) dated July
2021 as per the requirements of the South Coast Air Quality Management District (SCAQMD).
The P5WP is included in the Appendix Part A. The contractor left the site without completing the abatement work.
Inspections in April 2022 indicate that earthen berms and a security gate constructed in 2021 have thus far served as deterrents to prevent additional illegal dumping, as hoped for.
The current scope requires the Contractor to collect, haul, and dispose of asbestos containing material (ACM), using methods appropriate for that work. Contractor will provide certified personnel to verify complete ACM removal at the site.
B. LOCATION
The abatement work required is located at Avenue 56 @ Coachella Canal SW ¼ SW ¼, S18, T6S, R9E, SBM on Reclamation Withdrawn Land. This parcel’s physical address is the intersection of Airport Blvd. & Buchanan St., Thermal CA 92274. This is referred to as Site 2 in
P5WP.
C. SITE CONDITION
The site is located in the Coachella Valley in a rural farm area, on the east side of the valley along the Coachella Canal. Refer to Drawing 212-303-60004 Vicinity Map and Site Location
Map. The Contractor shall acquaint themselves with the current condition of the site which includes, but is not limited to access roads, local utilities, and on-site materials.
Days in south-central California are typically clear with less than 25 percent humidity.
Temperatures are most comfortable in the spring and fall, with an average high of 85°F and a low of 50°F respectively. Winter brings cooler days, around 60°F, and freezing nights. It occasionally snows at higher elevations. Summers are hot, over 100°F during the day and not cooling much below 75°F until the early morning.
The waste to be removed is mostly crushed pipe (with some intact) arranged in a single elongated pile at about the midpoint of the parcel. Refer to photos in the Appendix Part C.
PART II – OBJECTIVE
A. SUMMARY
The contract objective is to remove and legally dispose of all ACM located on site. There is also a minor amount of other wastes such as wooden pallets, gaskets, plastic packaging, household trash, and organics mixed in that shall also be removed and legally disposed of. Soil beneath the pile is to be over-excavated, removed, and legally disposed of.
B. PERFORMANCE PERIOD
Performance period for the work under the Coachella Asbestos Abatement project will be for
120 calendar days from the date of when the contract is awarded to the Contractor.
PART III – REQUIREMENT
A. DEFINITIONS
Load, and haul: This work shall consist of loading all ACM and any other wastes present, to be legally disposed of at a designated site.
Legal Disposal: Disposition of debris hauled off site and onto an approved disposal (landfill) area in accordance with Local, County, State, and Federal regulations.
Backfilling: Using on site soil material to fill any holes left by ACM removal process and generally smoothing out the affected area afterwards to match adjacent existing grade.
Abatement Contractor: The use of the term ‘Abatement Contractor’ in the P5WP is to be synonymous with ‘Contractor’ as defined in the Contract.
B. PROJECT DESCRIPTION
1. Mobilization/demobilization. Mobilize all personnel and equipment necessary to perform asbestos abatement work requirements at the work area in accordance with the P5WP.
When work is complete the Contractor shall fully vacate the site removing all equipment and materials used in or resulting from the work.
2. Load, process, haul, and legally dispose of ACM, non-piping materials, and over-excavated soil at an approved disposal landfill.
a. As per the Asbestos Survey of the P5WP, ACM in the form of cementitious pipe is irregularly piled up over an area of 2,500 sf and appeared closest to 2,500 cf in volume. Almost everything in the pile contains 35% Chrysotile and Crocidolite asbestos in assorted widths, lengths, and densities. According to P5WP Section
1.2.A.5 the debris should all be able to be removed by hand and only impact the top layer of soil.
b. The Contractor is to remove all visible accumulations of ACM, asbestos-containing and asbestos-contaminated waste and debris from both the pile and the top layer of soil beneath the pile. HEPA-vacuum and/or wet-clean all surfaces within the work area to remove asbestos residue and dust. The amount of material to be removed is dependent on a complete visual inspection of the work areas afterward to ensure that such material has been fully removed. The Contractor shall determine the amount of over-excavation and soil to be removed, estimated
0.5 inch average depth beneath an area of 2,500 sf.
c. There is an assortment of non-piping materials in the pile and nearby including wooden pallets, gaskets, plastic packaging, household trash, and organics. The
Contractor shall collect all such debris material within the ACM area and dispose of it at an approved landfill.
d. Hauling of materials from the site shall be done in accordance with all applicable guidelines, and no loss of material in route is permitted.
3. Backfill work areas as necessary to smooth out disturbed areas. Transition between over-excavated ACM area and existing grade shall be seamless. Importation of fill material from offsite is not required.
4. Verify the complete removal of ACM from the site and provide results to the Yuma Area
Office Contracting Officer’s Representative (COR). Supply a Certified Abatement
Contractor to conduct final visual inspections, in conjunction with the COR. The same person shall confirm the complete removal of all ACM from the site.
5. Obtain, submit, and implement any environmental permits necessary for the cleanup of the site. Since less than one acre of disturbance is anticipated, it is assumed that a Storm
Water Pollution Prevention Plan (SWPPP) is not needed, and that no waiver is needed. A
CA temporary ID is required, to be obtained by the Contractor.
6. Furnish all the documentation of disposal for all materials that are to be hauled and disposed of offsite. Documentation shall consist of, but is not limited to Government documentation Form E, hazardous waste manifests, haul tickets, and documentation from landfill. Provide a copy of all hazardous waste and non-hazardous waste manifests to the
COR within the allowed period after hauling materials to their respective approved facility.
C. QUALITY CONTROL
The Contractor quality control plan must include at a minimum the following:
1) Documentation of Contractor daily reports, quantities (weight tickets), and documentation of material disposal from the facilities they were taken to.
2) A description of the methods used to monitor air quality and dust during excavation.
D. QUALITY ASSURANCE
Government oversight of the project includes only the amount necessary to provide confidence that the technical requirements of the work have been fulfilled, including but not limited to clean up and backfill as per the Statement of Work. Oversight can be continuous or periodic in nature, depending on contract performance.
Quality assurance will be provided throughout the contract duration either by the COR and/or designees from the COR. It is assumed that the COR will conduct four 2-day visits to site within a period of six weeks as field activities occur.
