About this file
This is a Statement of Work (SOW) for advanced training and internationally recognized certifications in anti-money laundering (AML) and cryptocurrency investigations for Colombian law enforcement and regulatory officials. The contract, issued by the Department of State's Bureau of International Narcotics and Law Enforcement (INL) under PR Number PR15697979, aims to elevate Colombian interagency investigative capabilities to combat transnational criminal organizations and foreign terrorist organizations exploiting U.S. and Colombian financial systems.
The SOW specifies two lines of service: Line 1 requires delivery of AML Specialist Certification or Diploma training in Spanish to approximately 100 Colombian officials, including prosecutors, investigators, and financial experts across multiple municipalities. Training must include a minimum of 40 hours instruction per certification type, comprehensive exam preparation, digital and print study materials, 12-month access to an online learning management system, and cover core AML/CFT concepts, international frameworks (FATF standards), risk-based approaches, sanctions, and introductory cryptocurrency concepts. Line 2 requires Cryptocurrency Specialist Certification or Diploma training for approximately 50 officials, covering blockchain fundamentals, VASPs, FATF Travel Rule, DeFi risks, transaction monitoring, blockchain analytics, and practical exercises using platforms such as Chainalysis, Elliptic, or TRM Labs, with minimum 20 hours of video lectures and 100+ practice exam questions. Both lines require virtual and in-person training delivered primarily in Bogotá with concurrent virtual instruction for remote zones, exam vouchers valid for minimum six months, retake vouchers for 30 percent of participants, and examination results within five business days. The contractor must establish testing center coordination or remote proctoring capabilities and provide monthly progress reports and quarterly performance metrics. Final deliverables include accredited and internationally-recognized certifications or equivalent diplomas, comprehensive training completion reports, participant certification status, and recommendations for advanced training.
Payment is structured as Firm-Fixed Price per deliverable: 20 percent upon delivery and acceptance of the training plan, 50 percent upon successful completion of training and achievement of minimum satisfaction standards (85 percent of participants rating training as "good" or "excellent"), 20 percent upon delivery of examination results and certification status reports, and 10 percent upon submission of the final comprehensive report. The contractor must achieve a 65 percent certification pass rate on first attempt and maintain overall pass rates within 10 percent of industry standards, issue certificates within 30 days of exam passage, and maintain 98 percent platform uptime. The Period of Performance requires contractors to schedule the first training within 60-90 calendar days after purchase order delivery, with complete fulfillment of all training and certifications within 12-18 months. All goods and services must be provided tax-exempt, with the U.S. Government assisting in obtaining customs clearance and tax exemption certificates from Colombia. INL will observe 25 percent of live training sessions and conduct monthly platform analytics reviews and quarterly pass rate assessments. Proposals must be valid for a minimum of 60 days from the solicitation closing date, and contractors must be registered in SAM.gov to be eligible for award. The evaluation basis is Best Value using tradeoffs, considering price and non-price factors.

STATEMENT OF WORK (SOW)
DATE: 05/20/2026
PR NUMBER: PR15697979
TITLE: Anti-Money Laundering and Cryptocurrency Certifications REQUESTING OFFICE: Anti- Money Laundry program RECIPIENT: Colombian judicial police, prosecutors, financial intelligence analysts, and AML regulators.
1 BACKGROUND
Transnational criminal organizations (TCOs) and foreign terrorist organizations (FTOs) exploit U.S. and Colombian financial systems to launder proceeds from narcotics trafficking, illegal mining, and illicit trade. Criminal actors use increasingly sophisticated methods—including traditional trade systems and virtual asset platforms—to move funds between the United States, Europe, and Colombia. While Colombian law enforcement and regulators have strong foundational knowledge, gaps in specialized technical expertise hinder efforts to disrupt TCO and FTO financial infrastructure. This project will elevate Colombian interagency investigative capabilities to internationally recognized standards through specialized training and globally recognized anti-money laundering (AML) and cryptocurrency certifications.
The contract will deliver advanced training to Colombian judicial police, prosecutors, financial intelligence analysts, and AML regulators on investigating complex money laundering schemes, including virtual asset investigations. This initiative will enable Colombian authorities to effectively identify, and counter national and international financial crimes committed by TCOs and FTOs. The purpose is twofold: to build the knowledge and skills of participants, and to certify that knowledge so that beneficiaries are recognized as subject matter experts through accreditation and internationally-recognized certifications or diplomas. Examples include: CAMS (Certified Anti Money Laundering Specialist); ICA (International Compliance Association); CFCS (Certified Financial Crime Specialist) or equivalent certification or diploma program.
