About this file
This Statement of Work (SOW) details calibration and repair services for the Consumer Product Safety Commission's National Product Testing and Evaluation Center's Laboratory Sciences division. The contract covers calibration and repair of approximately 180 physical measuring devices and electronic equipment, including scales, micrometers, calipers, gage blocks, force gages, torque instruments, and various precision measurement tools located across multiple testing and assessment rooms.
The calibration services will be performed from September 26, 2025, through September 25, 2026, with three potential twelve-month option periods. The contractor must ensure qualified personnel are available, potentially working outside normal business hours, and must maintain an adequate inventory of replacement parts. Calibration measurements will encompass DC and AC electrical measurements, mass, pressure, temperature, dimensional assessments, and other technical parameters. The work must comply with specific industry standards including IANSI/NCSL Z540.1-1994, ISO/IEC 17025:1005, and ISO 9001:2000. Quotes are due by July 1, 2025, at 10:00 AM EST, with award based on the lowest price technically acceptable proposal.

2. SCOPE
The primary scope of work includes calibration and repair of both physical measuring devices and electronic equipment. Physical measuring devices include such items as class seven weights, micrometers including but not limited to anvil, depth, flange, groove, thread, and pin, calipers, dial and digital, gage blocks, gage pins, height gages dial, standards sets, dial bore gages, surface plates, dial indicators, thread gages, ring gages hardness testers, precision squares, angle plates, levels (both mechanical and electronic), and torque wrenches, meters, oscilloscopes, pressure sensors, and instrumentation devices to support various shop operations.
The types of calibration measurements to be performed include, but are not limited to DC voltage, DC resistance, DC current, AC voltage, AC current, mass, pressure, temperature, humidity, capacitance, inductance, frequency, torque, and dimensional- flatness, length, angle, optical angle, and thread.
The current scope of work is contingent upon supporting approximately 180 pieces of Inspection, Measurement, and Test Equipment, (IMT), per year. This list of instruments is derived from data obtained from inventory. Laboratory Sciences reserves the option to increase or decrease the number of pieces in any category, with the provision not to exceed an overall item total of a plus or minus a dozen singular items during any one-year calibration cycle.
3. DESCRIPTION OF SERVICES
The Contractor must ensure that sufficient qualified and trained personnel are assigned to the contract to maintain continuity of schedule and emergency services in the event of unscheduled absences due to illness, vacation, injury, resignation, or other leave.
The Contractor may be required to perform services at times other than during the normal workweek, such as after normal work hours, weekends, or holidays.
The Contractor must provide all necessary management, personnel, facilities, tools, equipment (except for GFP), and replacement parts and materials that are required to perform the tasks of this SOW. The services must be performed during the time periods specified in section 11. of this SOW and must include regularly scheduled maintenance services, emergency maintenance service, and all stocking of replacement parts and materials required to maintain each instrument.
A maximum of a 24-hour turnaround is required for calibrations classified as "emergency", such as during a test.
Following calibration, all statistics shall be provided to the M&CO. The data must be in a tab-delimited format, non-image PDF, or Excel spreadsheet format.
The Government may specify calibration tolerances outside of the Original Equipment Manufacturers, (OEM), original specifications.
All IMT must be maintained and repaired to ensure compliance with original equipment performance specifications.
The Contractor may modify instruments, in accordance with the OEM, to improve operating characteristics or to rectify design defects, but written approval must be sought from the IMT Custodian.
Any estimated repair costs shall be approved by the CPSC Laboratory Sciences prior to repair.
The Contractor must maintain an adequate working stock of parts to perform timely repair of common test instruments routinely calibrated or repaired.
Equipment requiring offsite repair will require a material custody form.
Please see Attachment A for the list of equipment.
4. REFERENCES AND STANDARDS
The contractor will be required to comply with the following references and standards for calibration procedures, calibration cycles, and accuracy requirements:
• IANSI/NCSL Z540.1-1994
• ISO/IEC 17025:1005
• ISO 9001:2000 /ASQC Q9001
The Government retains the right to inspect all calibration standards used to calibrate equipment in accordance with this SOW, at any time to verify that the applicable standards are being used.
5. CALIBRATION IDENTIFICATION
The contractor must affix to all instruments a readily visible calibration sticker showing the asset number, last calibration date, and the next calibration due date.
The limited calibration label shall show the asset number, date of calibration, and due date.
Seals must be affixed where needed on calibrated instruments to inhibit or detect unauthorized access to an instrument. If the seal is broken upon receipt, it should be noted in the calibration report.
Articles and materials maintained and repaired must be accompanied by a tag, label, certificate, or similar device (whenever practical) stating that the concerned articles and materials are serviceable.
Such tag, label, certificate, or instrument must be verified by the contractor inspection/quality organization by means of a signature and/or quality stamp and shall be dated.
6. CONTRACTOR TRAVEL
The Government anticipates travel under this effort. Include estimated travel costs in your firm-fixed price line items.
These costs will not be directly reimbursed by the Government.

Additionally, the Contractor must not employ any person who is an employee of the CPSC, unless such person seeks and receives approval according to CPSC regulations.
8. GOVERNMENT FURNISHED EQUIPMENT, INFORMATION AND FACILITIES
The contractor technicians must be entered into the CPSC front security desk visitors log by the Laboratory designated point(s) of contact and issued a security badge. Contractor must obtain prior approval from the Contracting Officer's Representative (COR). The Contractor must work with the COR to gain access to the facility, when required for maintenance support. CPSC COR email address will be provided to the contractor at contract award.
9. PLACE OF PERFORMANCE
Pickup and delivery locations for hardware located within the CPSC National Product Testing and Evaluation Center will be designated when the need arises.
The majority of Inspection, Measurement, and Test Equipment, (IMT) may be calibrated on-site at 5 Research Place Rockville, MD 20850 or repaired at the National Product Testing and Evaluation Center Laboratory.
A small percentage of instrument calibrations shall be performed “in-place” due to inherent characteristics that make it impractical to remove from testing platforms and environments.
10. CONTRACT TYPE
This procurement is a firm-fixed priced performance-based purchase order for a base period of one (1) year and three (3) twelve-month option periods are included and, if exercised each year, will run sequentially.
11. PERIOD OF PERFORMANCE
