SCOPE OF WORK

NATIONAL HISTORIC LANDMARK NOMINATION:

AMERICAN BEACH

I. INTRODUCTION AND OBJECTIVES

The National Park Service (NPS) through the Southeast Regional Office (SERO), requires the preparation of a National Historic Landmark (NHL) nomination for American Beach Historic District, located in Amelia Island, Florida. The following scope of work has been developed for specific tasks related to this project.

The NHL nomination shall conform to NPS standards regarding methodology of historical research and writing included in Cultural Resources Management Guideline, (1998), also known as NPS-28, which is available from the U.S. Government Printing Office, or on the Internet at https://www.nps.gov/parkhistory/online_books/nps28/28contents.htm.

Stylistic and bibliographical standards shall conform to the latest edition of the Chicago Manual of Style. The final document shall be prepared on a “National Historic Landmark Nomination” Form 10-934 and shall follow appropriate NHL and National Register (NR) guidelines.

The final NHL nomination shall be completed and approved by the NPS by a date to be determined at the start of this project, with the interim submissions of drafts and other deliverables also to be determined at the start of the project.

II. DESCRIPTION OF THE RESOURCE

In 2002, the American Beach Historic District was listed in the National Register of Historic Places at the local level of significance. The district is approximately 40 acres and includes 67 contributing buildings and one contributing structure.

The Park History and Historic Preservation Partnerships Programs in the Cultural Resources Division of the legacy Midwest Region, NPS, conceived of and completed the African American Outdoor Recreation: A National Historic Landmark Theme Study. Published in 2022, the NHL theme study establishes a national historical context and includes a study list of existing African American outdoor recreation properties recommended for consideration of NHL designation. The Amelia Island resort community of American Beach is included in the NHL study list because it is a rare example of a segregated planned ocean beach resort established by Black professionals.

III. STATEMENT OF WORK

The NPS seeks the preparation of a National Historic Landmark (NHL) nomination. The researcher/s shall apply appropriate NHL and National Register guidelines including:

· National Historic Landmark Bulletin: Guidelines for Preparing National Historic Landmark Nominations (2023)

· Current NPS guidance on mapping, photography, and NHL executive summaries and PowerPoint presentations

1. Project Start-Up Meeting (virtual)

Initial meeting with Timucuan Ecological and Historic Preserve staff and NHL program to identify stakeholders and discuss aims of project, resources, and logistics.

2. Prepare Project Website

The contractor shall draft text for the Planning, Environment & Public Comment (PEPC) American Beach project site including the “Project Home” link. The PEPC site will provide for public engagement in the NHL nomination process. NPS staff will be responsible for posting text provided by contractor on the website. As an example, see: ParkPlanning - Great River Road Historic Context Study (nps.gov)

3. Orientation Community Meetings in American Beach (location TBD)

In coordination with the NPS, the community shall be invited to provide input into the development of the nomination. A morning and evening meeting is anticipated and shall be scheduled in coordination with local representatives. The contractor is expected to provide a facilitator, a virtual platform for those unable to attend in person, and a presentation and large-scale visual aids, especially maps and photographs of the project area, and an informational handout for the meetings.

4. Orientation Listening Session/s in American Beach (location TBD)

The NPS and contractor will identify participants for a small group listening session/s which will help inform the nomination. The session/s will occur during the same visit as the above community meetings and are expected to last one hour each. The contractor is expected to provide a facilitator as well as large-scale visual aids for the listening session/s.

5. Prepare National Historic Landmark Nomination

The “National Historic Landmark Nomination,” Form 10-934 will be used. An electronic copy of Form10-934, in Microsoft Word, will be provided by the Southeast Regional Office. All sections of the NHL nomination form must be completed.

A. Section 5 shall include a statement of significance and historical contexts reflecting the most current scholarship. Appropriate NHL themes and NHL criteria shall be identified, along with the period of national significance. The NHL nomination shall address the applicable NHL themes and topics provided in the National Park Service’s Revised Thematic Framework.

To demonstrate national significance, the researcher/s shall reference African American Outdoor Recreation: A National Historic Landmark Theme Study and build upon the context established in that document.

To demonstrate significance for other areas under Criterion 1 and for any other criteria, including 2 (important individuals), 4 (architecture), and 6 (archeology), standard NHL conventions for demonstrating significance must be followed.

B. Section 6 shall include a descriptive inventory of the contributing and non-contributing resources. The inventory shall include a thorough description of all buildings, structures, sites, and objects within the proposed NHL boundary. The resources shall be categorized as contributing or non-contributing and cross-referenced to maps and map codes.

C. Boundary justification

A National Historic Landmark boundary shall be established and justified following the guidance in the NR/NHL bulletins.

D. Photographs

The researcher shall provide current photographs of the property. The photographs shall provide views that are representative of each resource type. Views shall include the buildings and structures and important landscape features and patterns. Photographs shall conform to the most recent National Register Photo Policy, which can be found online: https://www.nps.gov/subjects/nationalregister/upload/NR-NHL-photo-policy-2024-01-02.pdf

E. Maps

United States Geological Survey (USGS) maps must accompany the nomination form. The maps must depict the proposed boundary for the NHL, and contain the appropriate latitude/longitude coordinates (preferred) or the Universal Transverse Mercator (UTM) reference points. The USGS maps must be prepared according to the instructions contained in the most recent National Register guidance, which can be found online: https://www.nps.gov/subjects/nationalregister/upload/GIS_Guidance_2013_05_15_508.pdf

The NHL nomination shall include a sketch map that depicts the contributing and non-contributing resources within the boundary and important site features.

F. Presentation to the National Historic Landmarks Committee

The researcher/s shall present the nomination when the NHL Committee considers the property. As of 2020 NHL Committee Meetings are conducted virtually in the Fall and Spring. An executive summary must be prepared by the consultant for the benefit of the Committee and must be approved by NHL staff. The presentation must include a PowerPoint program prepared by the researcher/s, limited to ten minutes, and accompanied by a script. NHL staff must approve the script and program prior to the Committee meeting. The researcher/s should be prepared to answer questions from the committee members.

IV. REPORTING STANDARDS AND REVIEW

1. General Provisions

The information developed under this purchase order is the property of the U.S. government and shall be kept in strict confidence.

2. Review

An electronic copy of a draft NHL nomination shall be submitted for review by the date agreed upon by the NPS Contracting Officer’s Representative (COR). The COR shall coordinate any reviews with the Florida State Historic Preservation Office and the NHL staff in Washington, D.C., and Peer Reviewers. The NPS reserves the right to require additional technical reviews as necessary. All drafts shall be reviewed within 90 days of receipt by the NPS for sufficiency and professional quality.

3. Report Standards
