Solicitation 140P5123Q0029, American Beach Q&A
1. Does NPS have an anticipated budget for this project?
Answer: NPS does have a budget for this project however, this is a competitive and commercial procurement so, the government cost estimate can not be divulged. Pricing is established through competition and market pricing for these types of services.
2. Is there a possibility that the NHL nomination will entail reevaluating and/or changing the boundary established in the National Register Historic District nomination?
Answer: Yes, since the NR documentation was developed over 20 years ago, it is possible that new research would warrant a different boundary. Many times, the NR boundary is different from the NHL boundary. However, a reevaluation may result in a boundary that is the same.
3. Will the NHL nomination only include above-ground historic resources, or is there a possibility that archaeological resources will be included?
Answer: While any archaeological resources should not be excluded, American Beach appears to meet NHL Criterion 1, as an outstanding example of the growth of African American resorts and leisure accommodations during the segregation era, and NHL Criterion 5, as a resort community comprised of a collection of buildings, structures, and landscape features that together outstandingly illustrate a segregated planned ocean beach resort established by African American professionals.
4. Does NPS anticipate that a Public Involvement Plan will need to be developed to help identify community stakeholders?
Answer: As part of the African American Outdoor Recreation: A National Historic Landmark Theme Study process, community meetings were held, and a list of community stakeholders was developed. However, additional stakeholders may need to be engaged.
5. Will the contractor be responsible for mailings, press releases, and/or other public notifications in advance of the community meetings?
Answer: The contractor will be responsible for any necessary mailings and the NPS will be responsible for any press releases and electronic mailings.
6. Will the contractor be responsible for securing a meeting location, or does NPS maintain space that may be used for community meetings?
Answer: The contractor will be responsible for securing a meeting location in collaboration with Timucuan Ecological and Historic Preserve staff.
7. Has a Letter of Inquiry (LOI) regarding NHL eligibility been prepared for this district?
Answer: Yes, American Beach was identified through the aforementioned theme study and an LOI was received as part of the theme study process. The NHL program responded favorably on December 21, 2021.
- If so, please share a copy of the prior LOI to help guide understanding of the breadth of NHL criteria that the nomination will need to address, as well as the depth of additional research required.
Answer: Please see attached Letter of Inquiry and NPS response.
- If not, will preparation of an LOI be required within the scope for this RFQ?
Answer: An LOI has already been received.
8. Will a draft of the nomination be posted to the National Park Service's Planning, Environment and Public Comment (PEPC) website for community review? If so, please clarify which draft.
Answer: Yes, community engagement and support are an important part of the process. The draft schedule in the scope of work may need to be adjusted at the project start-up meeting. After an internal NPS review of the initial draft nomination, a first draft will be made available online for public review and comment.
