About this file

This is a Statement of Work (SOW) for leasing and renting air show entry screening equipment for the 9th Reconnaissance Wing's open house event at Beale Air Force Base, California, scheduled for June 16-18, 2025.

The contractor must provide five Evolv Express Dual Lane Detectors, ten handheld metal detectors, twenty metal detector trays, ten tables, and all necessary power, Ethernet, and supporting cables (minimum 200 feet per entry control point). Equipment will be distributed across three entry control points: two units at the North Entry Control Point (North Ramp), one unit at the Distinguished Visitor Entry Control Point (Grumman & Arnold), and two units at the South Entry Control Point (Olds Way & Arnold). All equipment must be fully functional, calibrated, and capable of touchless screening using TSA and industry protocols with throughput of up to 4,000 guests per hour. The technology must pinpoint weapon locations and identify specific individuals possessing prohibited items, allowing attendees to retain keys, cell phones, and similar items during screening.

Contractor responsibilities include delivery coordination through the Commercial Vehicle Inspection Area, providing technician on-site support during event hours (7:00 AM to 6:00 PM on June 16, 17, and 18, 2027), conducting mandatory training for Entry Control Personnel on April 16, 2027 (0800-1600 hours), and equipment installation/calibration by April 15, 2027 at 4:00 PM. All delivery personnel and technicians must undergo background checks and submit Visitor EAL Templates to the 9th Security Forces Squadron no later than February 1, 2027, with comprehensive personal details. Complete equipment teardown and removal must be completed by 4:00 PM on Monday, April 19, 2027. The contractor must maintain sufficient personnel, tools, and spare parts to ensure continuous operational status throughout the event.

STATEMENT OF

WORK (SOW)

AIR SHOW ENTRY

SCREENING

EQUIPMENT

July 02, 2026

BACKGROUND:

The 9th Reconnaissance Wing (9 RW) will host an open house Air Show from June 16 to 18, 2025, at Beale Air Force Base, California. To ensure security for the event, walkthrough screening technology must be leased and rented. Planning for the screening of attendees entering a secure perimeter involves:

Considerations for social distancing.

Minimizing physical contact with individuals and their belongings.

Reducing the use of Personal Protective Equipment (PPE).

The desired screening solution is to maximize throughput and minimize delays while providing the capability to pinpoint weapons and identify individuals possessing them, allowing personnel to keep keys, cell phones, and similar items on their person without the need to remove them before processing through the scanner, ensuring efficient and secure entry for all attendees.

SPECIFICATIONS:

Equipment:

Evolv Express Touchless Screening Solution: This equipment will be utilized for the event.

Five (5) Evolv Express Dual Lane Detectors Ten (10) handheld metal detectors.

Ten (20) metal detector trays for personal items.

Ten (10) tables.

Sufficient power, Ethernet, and other required cables, with a minimum of 200 feet per entry control point.

All equipment must be fully functional and calibrated, including all necessary accessories and signage.

Capability:

The equipment must be screened for weapons, threatening devices, and metallic items using TSA and industry screening protocols. A throughput gate should minimize physical contact (touchless) while processing up to 4,000 guests per hour. The setup will include metal detection equipment, handheld wands, and collection trays distributed across three Air Show/Flightline entry points.

Technology Requirement:

Technology that allows you to specify where a prohibited item is located and on which specific person. This feature enhances security measures by accurately identifying and resolving potential threats.

Technician On-Site Requirements:

Technicians must be on-site during the airshow to troubleshoot and ensure equipment remains functional throughout the event. On-site presence is required during event hours from 7:00 AM to 6:00 PM on June 16, 17, and 18, 2027.

Placement:

The approximate placement of equipment includes:

Two Evolv Express at the North Entry Control Point (North Ramp).

One Evolv Express at the Distinguished Visitor Entry Control Point (Grumman & Arnold).

Two Evolv Express at the South Entry Control Point (Olds Way & Arnold). The Evolv Express Touchless Screening Solution will be set up outdoors.

Delivery:

Vendor technicians will access the installation through the Commercial Vehicle Inspection Area on South Beale Road for vehicle inspections. Each technician will be issued a base pass for seamless entry and exit at the commercial gate throughout the Air Show. Subsequent access will be via Schneider Gate, Doolittle Gate, or Wheatland Gate. Delivery personnel and on-site technicians must undergo background checks as a prerequisite for Installation Entry. It is mandatory for delivery personnel to submit a Visitor EAL Template to the 9th Security Forces Squadron no later than February 1, 2027.

The Visitor EAL Template must include comprehensive details such as Full Name, Date of Birth, Driver's License Number, and State. Any vehicles entering the installation must have proof of registration and insurance.

Training/Orientation:

The contractor is responsible for providing thorough orientation and training before Friday, April 16, 2027.

Mandatory on-site training for Entry Control Personnel must be conducted on April 16, 2027, within the hours of 0800 - 1600. This training is crucial to ensure that all personnel are proficient in operating and managing the entry screening equipment, contributing to the event's overall security and efficiency.

Operation:

Contractor technicians will be issued installation passes allowing access from 6:00 AM on April 15, 2027, until 4:00 PM on April 19, 2027. All equipment must be set up, calibrated, and tested by 4:00 PM on April 15, 2027. It must remain operational and monitored during public access hours from 7:00 AM to 6:00 PM on April 16 and 18, 2027. The vendor must have sufficient personnel, tools, and spare parts to keep the equipment operational. Any necessary adjustments must be made promptly to avoid extended downtime.

Removal:

The teardown and removal of all equipment must be completed by Monday, April 19, 2027. The contractor is required to have all equipment dismantled and fully removed from the installation by 4:00 PM on the same day.
