Maintenance and Interconnection with North Triangle Countries for the Automated Fingerprint Identification System (AFIS)
1.0 General
The Bureau of International Narcotics and Law Enforcement Affairs (INL) is one of the bureaus in the Department of State whose program authority derives from the Foreign Assistance Act of 1961, as amended (FAA). Under the FAA, INL is charged with providing assistance to host governments to develop and implement effective counter narcotics, anticrime, and border control programs.
The INL section of the U.S. Embassy in Guatemala is responsible for the administration of programs and funds that come from INL.INL-Guatemala works with U.S. law enforcement agencies to ensure that Guatemala has the training and tools needed to combat narco-trafficking and transnational organized crime. INL-Guatemala also works directly with various institutions within the Government of Guatemala i.e. Ministry of Government, Guatemalan National Police, Guatemalan Immigration Department, municipal government entities, community-based groups, and Guatemalan Customs.
The purpose of this Statement of Work (SOW) is to provide Guatemalan Justice System through the National Civil Police (PNC), National Institute of Forensic Sciences (INACIF) and Penitentiary System (SP) an upgrade to a valuable tool which enables them to ensure successful operation of the AFIS system. The AFIS system, was implemented at both, the national and institutional level with the goal of increasing the data base of detainees fingerprints. To identify subjects in the investigation of criminal acts and achieve the exchange of fingerprint information with other countries in the region through the interconnectivity of this system.
2.0 PROJECT JUSTIFICATION
The U.S. Government, through the International Narcotics and Law Enforcement Section of the United States Embassy, Guatemala City, is committed to assist the Government of Guatemala (GoG) in curtailing violence by providing the required equipment, technology, and training to the Guatemalan law enforcement and customs institutions through the Central America Regional Security Initiative (CARSI). Guatemala's growing crisis with the illicit drug, human smuggling, gangs and overall transnational crime with associated growing violence, has made it a high priority for the U.S. and Guatemalan governments to equip law enforcement, and customs institutions with the best technology, equipment and training in criminal investigations, in order to curb these criminal acts in the quickest possible time. In accordance with the CARSI initiative and INL-G’s established LOA with the GoG, INL-G approved GoG’s request to procure maintenance support services and an upgrade to equipment for the Automated Fingerprints Integrated System (AFIS I).
INL donated the AFIS I system to the National Civilian Police (PNC) in 2010 thru Contract
No. SINLEC10M4004. The donation included the following: central platform of software and hardware capable of storing over one million fingerprints, five full work stations, seven portable stations (two warranty years). A follow-on contract No. SINLEC15M0011 was awarded on 2015 for the preventive/corrective maintenance contract until December 15, 2015.
In 2013, INL-G initiated the second phase of the AFIS project and contract No.
SINLEC14M0003 was awarded on December 31,2013, consisting of 24 full work stations, six portable stations and 35 hand held devices with an extended maintenance contract through September 2017 (option year 1). Additionally, INL donated 42 hand held AFIS devices to National Institute of Forensic Sciences of Guatemala (SINLEC14C0019), which were also part of the AFIS II Project. Additionally, in 2015 in support of the AFIS II project the United Nations for Development Program (PNUD) donated 90 hand held devices. The proper functioning of the donations is reliant upon the upgrade and maintenance service contract of AFIS I.
Note that in 2015 INL-G terminated the AFIS maintenance contract SINLEC15M0011.
Moreover, this contract was terminated because the National Civilian Police (PNC) refused to allow the service provider access to the AFIS I System to perform the required maintenance or exercise service options. PNC indicated that area where AFIS I was located was very sensitive and could only be accessed by officials of the Government (Police). This problem was eventually resolved by the Minister of Government, allowing Non-Government official to enter the sensitive area to perform maintenance on of AFIS I System. Based on the above, INL-G was provided another contract reestablish the maintenance contract/ upgrade to the AFIS I System and 1-4-year option on maintenance services provided SINLEC14M0003 and SINLEC170009.
A lack of funding has prevented the GoG from acquiring the upgrades and maintenance services required to maintain an Automated Fingerprint Identification System in Guatemala. Therefore, being the AFIS system such a useful tool, this contract is a requirement for the preventive and corrective maintenance and technical support of the AFIS system installed at Government of Guatemala’s Civil National Police (PNC). This initiative will facilitate interagency information sharing which allows the identification of criminals who transit in the countries of the Northern Triangle (Guatemala, El Salvador and Honduras), reduce the number of unsolved cases, match previously unsolved cases as well as improve critical database searches across the police force nationwide to enhance collaboration during critical criminal investigations its necessary to get upgrades, maintain it and promote the exchange of valuable information.
3.0 TECHNICAL SPECIFICATIONS ACTUALLY IN GUATEMALA, AFIS SYSTEM – Please see Annex A
4.0 DELIVERABLES:
Preventive maintenance, remote and on-site technical support and corrective maintenance to the hardware and software of the platform of the PNC’s AFIS system, which includes:
• Preventive Maintenance and Remote and On-Site Technical Support Maintenance to Government of Guatemala’s AFIS system
• Corrective Maintenance and On-Site repair to all the hardware composing the Government of Guatemala’s AFIS system.
• Implementation of new software to Enrollment Solution.
Establish the interconnection between AFIS systems in Northern Triangle countries (Guatemala, El Salvador and Honduras)
4.1 Preventive Maintenance and Remote and On-Site Technical Support Maintenance to Government of Guatemala’s AFIS system
4.1.1 PREVENTIVE MAINTENANCE TO CENTRAL AFIS SYSTEM
The offeror will perform Preventive Maintenance to the hardware and software components of the AFIS system installed in PNC’s headquarters in Guatemala City. At least the following activities must be carried out:
a. Cleaning, adjustment and testing of all the hardware modules of servers, network appliances, storage and backend components, as well as other devices included in the “BACKEND EQUIPMENT OF AFIS SYSTEM IN PNC (National Civilian Police) GUATEMALA “table.
b. Perform a logical maintenance including the verification and optimization of the capacity of all AFIS software components (computing performance, storage, network and any other resources required by the software components to work as expected).
c. Review the status and performance of the databases and carry out tuning activities if necessary.
d. Review and guarantee the integrity and completeness of the records Database.
e. Review and ensure that database backups are running and obtained according to the procedure established by the manufacturer.
f. Make the adjustments and solve the problems or novelties detected during the logical maintenance.
The preventive maintenance must be executed twice a year during the period of performance:
• The first preventive maintenance must be executed during the fourth month of the period of performance.
• The second preventive maintenance must be executed during the tenth month of the period of performance.
The PNC may change the month of execution prior notification to the offeror at least 15 working days in advance. The exact dates and times of maintenance will be notified to the offeror at least 2 weeks in advance to proceed with the corresponding schedule.
Preventive maintenance must be carried out on-site and / or remotely, prior agreement with PNC.
All the stipulated activities for preventive maintenance for the hardware and software components of the Central AFIS system must be executed during the corresponding month in non-working days / hours, prior notification of the PNC.
To verify compliance with preventive maintenance activities as stipulated, once a maintenance task is completed, the offeror’s technical team will notify by email to PNC’s AFIS Administrator, with a brief notification with the activities carried out.
For the execution of preventive maintenance, the offeror must present a proposed plan, which must be approved by the AFIS Administrator within a maximum of three (3) working days from the start of the period of performance.
TECHNICAL SUPPORT TO CENTRAL AFIS SYSTEM
The offeror will provide specialized technical support in mode 24x7x365 (24 hours a day, 7 days a week) for the software modules of AFIS system installed in PNC’s facilities in Guatemala City.
The technical support for the AFIS and its software components is a set of technical actions provided by the offeror’s technical personnel to restore their normal operation in the event of incidents, problems or errors.
These activities include:
a. To review logs, alerts, resource consumption, configuration / tuning parameters, filesystems, unnecessary files (garbage), to diagnose the operating status of all software components of the AFIS subsystems.
b. To identify problems or developments of a logical nature in operating systems, applications, databases and other components.
c. To verify storage space consumed and available.
d. To perform backup and deletion of logs, temporary files and free storage space to ensure normal operation of the AFIS.
e. To verify and restore the system to its normal operation.
The technical support of the Central AFIS system will be executed on-site or remotely.
For the modality of remote intervention, in case of any incident, problem or error, the PNC’s officials must grant the corresponding credentials (VPN, user, password, VPN, other if necessary).
For the modality of on-site support, the offeror’s technical team should approach the PNC’s facilities, where they will receive the access credentials according to the security policy of PNC.
The technical staff of the PNC will notify the incident, problem or error to the email account authorized by the offeror, opening of a ticket.
The response and solution times of the exception situation will be recorded from the date and time that PNC notified the offeror of the incident, problem or error to the authorized email account.
Once an incident, problem or error related to the AFIS software components has been notified to the offeror, it will have up to 4 hours for its technicians to access the AFIS, remotely or on-site and perform the respective diagnosis that allows them to identify the necessary actions to solve the exception situation.
To verify compliance with the response, within the stipulated time, the offeror Technician will inform the AFIS administrator, which initiated the intervention to solve the incident, problem or error, indicating the status of the situation, impact, actions to follow and estimated time for solution. This notification will be used in turn to inform PNC about the progress of the solution of the exception situation.
Because the AFIS is a critical and fundamental component in the identification and identification service of the PNC, the offeror must comply with the following times to solve an incident, problem or error (exception situation) that occurs in the AFIS:
For a major failure, meaning that the AFIS backend is totally out of service, the offeror will have up to 8 hours, from the notification of the PNC of the exception situation, to solve the incident, problem or error. This time is counted from the notification of the exception situation.
For a minor failure, meaning that even though the AFIS system is not fully operational, or its operations and workflows can be performed and completed in more time than expected, the offeror has up to 24 hours, from the notification of the PNC of the situation of exception to solve the incident, problem or error. This time is counted from the notification of the exception situation.
In the event that an exception situation presented in the AFIS involves corrective maintenance of the AFIS hardware, the offeror will notify the technical personnel of the PNC through a technical report of the incident, problem or error and will initiate the corrective maintenance procedure.
To verify compliance with the solution within the stipulated time, offeror's technician will respond to the ticket opened with a copy to the technician designated by the PNC as the AFIS Administrator, in which the work done is detailed until the incident, problem or solution is resolved. The PNC AFIS administrator will be in charge of verifying the tasks done and will approve or deny the closing of the ticket.
4.1.2 PREVENTIVE MAINTENANCE AND TECHNICAL SUPPORT TO AFIS REMOTE
WORKSTATIONS.
The offeror will provide preventive maintenance and technical support to capture and forensic workstations, both desktop and mobile, delivered by Phase I and Phase II stages of the AFIS system. The specialized technical support will be in mode 24x7x365 (24 hours a day, 7 days a week) for the software modules of AFIS system installed in PNC’s facilities in all departments of Guatemala.
The offeror will perform a preventive maintenance to all the remote workstations equipment and peripherals two times within the period of performance (September 2021 and February 2020) agree with PNC and INL contractor.
Technical support services will include configuration changes and adjustments, modifications in data fields or workflows and sequences, related to current CAFIS and LiveScan applications delivered by the manufacturer. In case of existing the necessity of changes in the current functionality of workstation applications, an assessment must be performed in order to evaluate and propose the adequate solution, if exists.
For the modality of remote intervention, in case of any incident, problem or error, the PNC’s officials must grant the corresponding credentials (VPN, user, password, VPN, other if necessary).
For the modality of on-site support, the offeror’s technical team should approach the PNC’s facilities, where they will receive the access credentials according to the security policy of PNC.
The technical staff of the PNC will notify the incident, problem or error in any remote workstation to the email account authorized by the offeror, that will open a support ticket, with a copy to the email account of the PNC AFIS Administrator and the Service Administrator designated by the offeror.
Once an incident, problem or error related to any remote workstation has been notified to the offeror, it will have up to 24 working hours for its technicians to access the corresponding workstation, remotely or on site, and perform the respective diagnosis that allows them to identify the necessary actions to solve the exception situation.
In case of an incident is related to hardware components that must be repaired or replaced, the offeror will initiate the corrective maintenance procedure.
In case of an incident is related to software components that must be reconfigured or adjusted, the offeror will have a maximum of 2 working days to repair the failing component. This time is counted from the notification of the exception situation.
3RD LEVEL SUPPORT FROM AFIS MANUFACTURER (GEMALTO/THALES).
The offeror will maintain a third-level support agreement with the AFIS manufacturer (Gemalto/Thales) in order to guarantee that any failure due wrong behavior of AFIS software modules or failures of the Programmable Matching Accelerator module (hardware/software combination mounted on a PCIe card) will be fixed directly by Gemalto/Thales. This agreement will be valid during the Period of Performance.
CORRECTIVE MAINTENANCE AND ON-SITE REPAIR PROGRAM FOR HARDWARE AND BASE SOFTWARE OF
GOVERNMENT OF GUATEMALA’S AFIS SYSTEM
4.2. CORRECTIVE MAINTENANCE TO CENTRAL AFIS SYSTEM
The offeror will perform any corrective maintenance to all the hardware included in the hardware and base software of Central AFIS system, described in the table “BACKEND EQUIPMENT OF AFIS SYSTEM IN PNC (National Civilian Police) GUATEMALA”. The offeror will coordinate the replacement or repair of any third-party device included as part of the original servers and backend equipment either by the manufacturer if any warranty is still valid, or with an original replacement or equivalent in the market.
Any failing component will be diagnosed in order to obtain the root cause or its failure; if the failure is caused under normal operation conditions, The offeror will replace or repair it automatically; in case of any failure due technical obsolescence, misuse or use under physical or environmental conditions different to those suggested by the manufacturer, the PNC will have the responsibility of repairing or replacing the affected component, with no direct or indirect responsibility to the offeror prior to an agreement signed by them where they commit to the proper use of the equipment.
All the repair or replace tasks will be performed in PNC’s headquarters in Guatemala City, Guatemala.
The offeror will have a maximum of 72 hours to replace or repair the failing component.
This time is counted from the notification of the damaged equipment to the offeror.
CORRECTIVE MAINTENANCE TO AFIS WORKSTATIONS
The offeror will perform any corrective maintenance to all the hardware included in the desktop and portable / mobile workstations. The offeror will coordinate the replacement or repair of any third-party device included as part of the original workstations either by the manufacturer if any warranty is still valid, or with an original replacement or equivalent in the market.
Any failing component will be diagnosed in order to obtain the root cause or its failure; if the failure is caused under normal operation conditions, the offeror will replace or repair it automatically.
All the repair or replace tasks will be performed in the corresponding office of assignation.
PNC is responsible of reporting the failing equipment to the offer’s help desk. The offeror will have a maximum of 24 hours to replace or repair the failing component once the failing equipment is reported to Grupo Vision. The hardware must be in local market into ensure availability.
The offeror shall provide technical and operational support to the software regarding the use and operation of the software for a base period and two optional years after the successful delivery of all contract deliverables.
In addition, the offeror shall:
a. Collect and process requests for support and maintenance and solve problems for which you have already been trained by AFIS manufacturer.
b. Respond to requests for care and problem reports and will provide adequate follow-up with the main engineering team of the offeror for the diagnosis and solution of problems.
c. If necessary, the offeror will send specialists in the field to provide on-site correction services to the problems of each subsystem.
d. The offeror will maintain an adequate number of replacement parts (At least two of each equipment: camera, scanner, CPU, UPS), allowing field technicians to exchange critical parts quickly in case of problems with any type of hardware provided locally.
e. The offeror must have a help desk that operates in 24X7 mode, which provides on-site support, remote diagnostics, and troubleshooting capabilities.
f. The offeror has to provide specialists who give their knowledge in the operations of all the software and hardware modules of the AFIS system and its peripheral equipment.

4.3 ACQUISITION OF A NEW SOFTWARE:
It is necessary the implementation of new software to replace the current software “Livescan” which is obsolete and doesn`t allow the interconnection between the countries of the Northern triangle and must be appropriate to the needs of Guatemala PNC. This software must offer:
a. Open the web service to share information about AFIS (not fingerprints) with other government entities.
b. Share data base or create another data base as Civilian data base to have more information for comparison.
c. Strengthen and easy information for the exchange of information between the
AFIS systems in countries of the Northern triangle.
d. Ease of sharing information with different police systems.
e. Provide to PNC statistical information in real time:
• Heat maps (place of arrest, most committed crimes, places with the highest crime rates, etc.)
• Visual and printed Statistics on screen or video wall
f. Be able to accept hardware from different manufacturers so as not to depend on one at the enrollment stations
g. Taking multiple pictures, face marks, tattoos (to replace the Mugshot system that is no longer manufactured)
h. Customizable searches according to the requirements.

4.4 AFIS INTERCONNECTION:
The offeror has to do the interconnection of AFIS systems between the National Police of Guatemala, El Salvador and Honduras according to an agreement between the Northern triangle governments.
The main objective for the exchange of information is to get information about people with criminal records who are in the AFIS criminal data base of each participant country.

5.0 TRAINING REQUIREMENTS
1. The offeror shall provide training and instructional guidance to the PNC system administrator personnel on the operational use, configuration, administration, care, maintenance, as well as how to use the related software and accessories procured and support in the first level;
2. The offeror, with his bid proposal, shall provide INL-Guatemala with the number of training hours necessary for the PNC training to fully understand the nomenclature and the functionality of the devices, related accessories and new software;
3. The training shall be conducted in Spanish;
4. The offeror shall provide PNC technicians with the lesson plan;
5. The offeror shall provide the user’s guide and training manual for all components of the equipment and related accessories delivered with this solicitation.

6.0 SPECIAL REQUIREMENTS
A.- The offer must have stock of hardware in the country when corrective maintenance will be necessary and not take more than 48 hours to change the equipment if necessary.
B. The offer has to ensure that the new software has greater flexibility regarded the hardware that needs to be changed (not special brands and models nonexistent in the local market)
C. The offer must have a very good knowledge of the AFIS systems of the Northern Triangle Countries (Guatemala, El Salvador and Honduras) in order to interconnect the systems to exchange the finger print information (with a prior agreement and previously stablished protocols between the governments and National Polices of each participants country)
D. The offeror shall develop a quality control plan and submit the plan to INL for review and comment. The quality control plan shall contain the following requirements:
E. Specify the minimum requirements for the successful operation of the software and applications as it pertains to physical conditions, network and communication capabilities.
F. Specify the necessary time for the implementation and customization of the software for PNC
G. The quality control plan will also include a written formal testing plan for designated project managers from INL-Guatemala and the PNC to verify the functionality of all equipment under this contract before final acceptance of project.
H. The offeror shall implement the testing phase to assure component functionality prior to the beginning of system operations training. The offeror shall coordinate with the INL COR so that s/he may notify the designated personnel from PNC at least seven days prior to the starting date of the testing phase.
I. The offeror shall provide written documentation for operation, administration, and licenses of the software.
7.0 Period of Performance
The period of performance for this order will be for one year, followed by a two-year service contract provision by the manufacturer of the equipment.
8.0 Shipping and Delivery Terms:
CIF Destination. La Aurora International Airport, Guatemala City
The contractor shall properly pack and consolidate to prevent loss and misdirection. The contractor upon notification shall replace any lost or damaged items during shipment.
Partial shipments are not allowed. When the order is ready for shipment, forward the shipment prepaid directly to:

Instructions for issuing the documentation properly will be provided to contractor upon award.
The items acquired will be donated to the Government of Guatemala; therefore, the ultimate destination is Guatemala, City.
The contractor shall ensure that all items are prepared for safe shipment and include all necessary export approvals, licenses, and paperwork. Purchase order price includes delivery to the above-mentioned address and compliance with all applicable export/ITAR licensing requirements. If an export license is required, the items shall not be shipped until necessary export licenses are approved.
9.0 Inspection and Acceptance Criteria:
The vendor is required to replace any defective items at no additional cost to the Government. The Point of Contact for each solicitation at the U.S. Embassy will be provided upon the contract award.
