About this file
This is a Statement of Work (SOW) for Architectural and Engineering (A/E) services to design and support construction of temporary boiler connections at the VA Medical Center in Dayton, Ohio (Project 552-26-101). The primary objective is to provide design documents and construction period services for installing flanged and valved stub-outs on Building 147 to connect a temporary boiler to the existing steam distribution system. The scope includes design of all connection points for gas, fuel oil, boiler feed water, condensate return water, electrical power, and controls; replacement of the existing steam header; installation of monitoring cameras; modifications to the control room exterior exit with a vestibule; driveway repairs and protective bollards or barricades; and commissioning of the temporary boiler. The design must comply with all applicable VA standards, codes, and environmental emissions requirements, and must address Physical Security and Resiliency Design Manual (PSRDM) requirements including lighting, fencing, vehicle impact protection, and 24/7 monitoring cameras. The scope also includes evaluation of existing conditions, testing and remediation of asbestos-containing materials and lead, site analysis, cost estimates, and value engineering to meet funding limitations.
The A/E must submit design documents in four phases with specific deliverables and schedules: 25% Schematic Design Review (due 30 days after Notice to Proceed); 50% Construction Documents Review (due 30 days after previous review); 100% Construction Documents Review (due 30 days after 50% review, with completion required within 135 days of NTP); and Construction Documents FOR BID (due 15 days after 100% review). All submissions must include design reports, calculations, cost estimates organized per VA Form HO-18B, specifications (spiral-bound with clear plastic covers), and drawings in AutoCAD 2025 format with specified font and layering standards. Construction period services include review of contractor cost proposals and submittals, responses to change orders and RFIs, up to five half-day site visits with written meeting minutes, and third-party commissioning services by a licensed Professional Engineer with minimum ten years of experience with firetube boilers. The A/E must also handle environmental permitting, update as-built drawings and specifications, and provide mylar as-built drawings and CDs in specified formats. All submissions must be delivered via FedEx or overnight service to multiple VA addresses, with copies provided via email to Jason Dahal, the Dayton VAMC Energy Manager and Contracting Officer's Representative.

I. GENERAL SCOPE OF WORK: The consultant shall provide all architectural and engineering services as defined to accomplish complete contract drawings, specifications, technical reports, and cost estimates for the scope of work.
A. Existing Overview:
Currently, there are no designated stub-out connections available for integrating a temporary boiler with the existing steam distribution system housed within Building 147. The existing equipment comprises water-tube boilers installed in 1962, whose operational lifespan concluded approximately 65 years prior. These boilers are currently in the final operational phase, with an elevated risk of imminent failure and ongoing maintenance challenges due to their age and deteriorated condition.
B. Scope of Work:
The principal objective is to provide flanged and valved stub-outs at Building 147 for the connection of a temporary boiler.
The scope includes provisions for the following:
· The project design shall provide stub-outs for a temporary boiler connection to the Dayton VAMC steam supply.
· The stub-outs shall be located on an outside wall of the boiler plant and tied into the steam supply main at an appropriate location.
· Design shall include, but is not limited to, all connection points for gas, fuel oil, boiler feed water, condensate return water, electrical power, and controls.
· Design shall include the replacement of the existing steam header in the boiler plant.
· Designs shall include cameras for monitoring the temporary boiler and all associated monitors, wiring and programming required for a fully functional system.
· Design shall include modifications of the control room exterior exit, to include the installation of a vestibule to facilitate a line of site viewing of the temporary boiler.
· Design shall include driveway repair and, removable protective bollards or walls/barricades as needed to prevent any damage to the temporary boiler installation and any associated site work needed for any portion of this scope.
· Design shall include hooking up a temporary boiler for commissioning purposes once all work is completed to ensure a fully functional temporary boiler hook-up has been achieved and that the temporary boiler is fully integrated into the existing boiler plant operations. Design shall include all necessary commissioning parameters and components including the size/type and placement of a temporary boiler to be provided by the contractor and witnessed by the AE during commissioning.
· All work shall be in full compliance with all applicable VA standard and code requirements in addition to all applicable environmental emissions requirements.
· Design shall include a consideration of Physical Security and Resiliency Design Manual (PSRDM) and the minimum requirements a temporary boiler can achieve in the proposed locations. The scope of work related to PSRDM shall include but is not limited to the following:
· Lighting/Area Lighting
· Fencing
· Vehicle impact protection – bollards/jersey barrier
· Additional Cameras to provide 24/7 visibility and monitoring of the temporary boiler and area as it relates to PSRDM
· Design shall comply with Funding Limitations; the value will be disclosed during negotation.
The scope of work includes but is not limited to the following:
· Evaluation of existing conditions,
· Testing for and remediation of any potentially disturbed asbestos containing material (ACM) or lead.
· Site analysis and programming and design charrettes as required,
· All associated life/safety modifications,
· Modifications to all building systems and utilities as required for the new stub-out connections.
· Providing recommendations and cost estimates at each submission,
