About this file

This is a Statement of Work (SOW) for the procurement of replacement shore tie air circuit breakers for two U.S. Coast Guard 210 Medium Endurance Cutters (WMEC): USCGC Active and USCGC Diligence. The requirement specifies Schneider Electric brand circuit breakers to maintain configuration standardization and compatibility with existing electrical systems previously installed under Technical Compliance Time Order (TCTO) WMEC 210 TD2060.0. Two distinct configurations are required: CLIN 0001 specifies one B-Class Air Circuit Breaker (Catalog Number TL7ASR43A9SFBFXCJX, Model NT08L) with 24-30Vac shunt trip voltage; CLIN 0002 specifies one A-Class Air Circuit Breaker (Catalog Number TL7ASR43A9SFFFXCJX, Model NT08L) with 100-130Vac shunt trip voltage. Both units are 800 amp, 3-pole breakers rated at 200kA/100kA @ 240/480/600 Vac with identical accessories including ammeter, overcurrent trip contact, mechanical operations counter, padlockable push button cover, automatic spring discharge interlock, and IEC-configuration cradles with backmold.

Delivery of all items must be completed no later than March 15, 2026, with FOB Destination terms to USCG SFLC-MECPL in Norfolk, Virginia. A critical requirement mandates that the circuit breakers use IEC configuration with connection clusters mounted on the cradle and stabs mounted on the breaker itself. The solicitation (52000RQ260002416) is issued by the Department of Homeland Security U.S. Coast Guard as an unrestricted Request for Quote under FAR Part 12 for commercial items, though the Government reserves the right to issue as a small business set-aside. Vendors must submit a valid Letter of Authorization from Schneider Electric confirming authorized distributor, reseller, or service provider status. The NAICS code is 336611 with a small business size standard of 1,300 employees. The point of contact is Christopher Landers at 757-628-4936 or christopher.j.landers2@uscg.mil.

Statement of Work (SOW) Procurement of Air Circuit Breakers for 210 Medium Endurance Cutters (WMEC) USCGC Active and USCGC Diligence

1.0 Background

The U.S. Coast Guard requires replacement shore tie circuit breakers for the USCGC Active and USCGC Diligence (210 WMEC). These breakers are a critical component, controlling the power flow from the ship's generator or shore power source to the main switchboard.

The required breakers are manufactured by Schneider Electric. This brand is specified to maintain configuration standardization, as these parts have been previously installed on several 210 WMEC vessels under Technical Compliance Time Order (TCTO) WMEC 210 TD2060.0. This ensures compatibility with the existing electrical systems.

Two distinct configurations are required to accommodate differences between the "A" and "B" class cutters within the 210 WMEC fleet. The primary difference is the shunt trip voltage.
