About this file

This is a Statement of Work (SOW) for the procurement of replacement air circuit breakers for two U.S. Coast Guard 210 Medium Endurance Cutters (WMEC): USCGC Active and USCGC Diligence. The requirement specifies Schneider Electric brand circuit breakers to maintain configuration standardization with previously installed components under TCTO WMEC 210 TD2060.0 and ensure compatibility with existing electrical systems. Two distinct configurations are required: CLIN 0001 for B-Class cutters and CLIN 0002 for A-Class cutters. Both are Schneider Electric NT08L 3-pole models rated at 800 amps with 100% duty cycle, capable of 200kA/100kA interrupting rating at 240/480/600 Vac. The primary difference between configurations is the shunt trip voltage—24-30Vac for B-Class and 100-130Vac for A-Class. Each breaker includes specified accessories such as ammeters, mechanical operations counters, padlockable push button covers, and cradles with backmolds, with a critical requirement that the IEC configuration have connection clusters mounted on the cradle and stabs mounted on the circuit breaker itself.

Delivery of all items is mandatory by March 30, 2026, with FOB Destination terms to USCG SFLC-MECPL in Norfolk, Virginia. The related solicitation (52000RQ260002416) is issued as an unrestricted Request for Quote under FAR Part 12 for commercial items, with a NAICS classification of 336611 and small business size standard of 1,300 employees. Only authorized Schneider Electric vendors are acceptable, requiring submission of a valid Letter of Authorization from the Original Equipment Manufacturer confirming authorized distributor or reseller status. The point of contact is Christopher Landers (CTR) at 757-628-4936 or christopher.j.landers2@uscg.mil.

Statement of Work (SOW) Procurement of Air Circuit Breakers for 210 Medium Endurance Cutters (WMEC) USCGC Active and USCGC Diligence

1.0 Background

The U.S. Coast Guard requires replacement shore tie circuit breakers for the USCGC Active and USCGC Diligence (210 WMEC). These breakers are a critical component, controlling the power flow from the ship's generator or shore power source to the main switchboard.

The required breakers are manufactured by Schneider Electric. This brand is specified to maintain configuration standardization, as these parts have been previously installed on several 210 WMEC vessels under Technical Compliance Time Order (TCTO) WMEC 210 TD2060.0. This ensures compatibility with the existing electrical systems.

Two distinct configurations are required to accommodate differences between the "A" and "B" class cutters within the 210 WMEC fleet. The primary difference is the shunt trip voltage.
