STATEMENT OF WORK

HOTEL ACCOMMODATION SERVICES AND TRANSPORTATION

FOR UKRAINIAN LAW ENFORCEMNET LEADERSHIP DELEGATION AT THE

INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE (IACP) ANNUAL CONFERENCE

WARSAW, POLAND – OCTOBER 10-11, 2023

SAN DIEGO, CA, USA – OCTOBER 11-18, 2023

A. Background

The mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL) is to minimize the impact of transnational crime and illegal drugs on the United States, its citizens, and partner nations by providing effective foreign assistance and fostering greater bilateral and multilateral law enforcement and rule of law cooperation. INL leads the Department of State (DoS) anticrime and counternarcotic efforts, including through assistance programs which aid partner nations in building their capacities to extend the reach of justice under the rule of law, considering respect for human rights and gender equality, and to deny safe haven to criminals who would otherwise operate with near impunity. INL programs fight illicit drug production and trafficking, corruption, cybercrime, intellectual property rights fraud, and activities funding crime and using the proceeds of crime. Six senior Ukrainian law enforcement officials from the National Police of Ukraine, including its Chief, will attend the International Association of Chiefs of Police (IACP) Annual Conference and Exposition. The conference includes chiefs of police from multiple countries and provides important information and experience exchanges among participants. It is the largest and most impactful law enforcement event of the year; more than 16,000 public safety professionals come to learn new techniques, advance their knowledge and careers, and equip their department for ongoing success. A Ukrainian delegation will deliver remarks and prepare a few presentations for the large law enforcement community. This visit will also serve as an experience exchange platform. Finally, this conference will help implement the best western law enforcement techniques and reforms into the National Police of Ukraine.
