Abston Exit Gates Alabama Air National Guard

187th FW 5187 Selma Hwy Montgomery, AL 36108

General Information The Air National Guard has a requirement to provide automated exit gates at the 226th CBCG and 232nd CBCS. The work covered by this Statement of Work consists of furnishing all labor, equipment, and travel to make the needed repairs.

General Scope of Work:

The project is being managed from the 187th Civil Engineer Squadron (187th CES) and 187th Contracting offices located at Montgomery Air National Guard Base in Montgomery, Alabama. A contracting officer’s representative (COR) will be designated at the 187th CES.

Description of Work:

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items needed to install automated exit gates as defined below:

Contractor shall not leave the either compound with an open access point. Upon demolition of any existing fencing or gate, contractor shall install new fencing or gate the same working day, or shall erect temporary fencing or gates to ensure compound is secure.

Contractor shall perform the following task to install the Automated Gate at the 232nd CBCS Contractor shall remove 40’ wide double swing gate at location marked in APPENDIX 1.

Contractor shall run electrical from Power Production building’s mechanical room shown in APPENDIX 2 to a junction box adjacent to the gate.

Contractor shall provide and install automated gate operator and cantilever style gate.

Cantilever style gate shall have barb wire accent installed on top of gate.

Cantilever gate’s installed height shall be same height as fencing.

Spacing below cantilever gate shall not exceed 8” anywhere in the gate opening.

Gate operator shall be activated by vehicle detection loop installed not less than 10 feet from the threshold of the gate.

Gate operator shall include double-beam type laser for prevention of gate from closing on vehicles and personnel install no more than 12” from threshold of gate on the “inside” of the gate.

Gate operator shall include weather resistant locking box installed on inside of the gate.

Gate operator shall include cut-off switch accessible under weather resistant cover.

CLARIFICATION: Remote keypads and operators are NOT required or desired for the operation of the gate. The gate’s automated function shall be exit only. If the user’s desire to use the gate as an entrance, the gate must be operated from the inside by parking a vehicle over the detection loop and manually turning off the gate operator.

Contractor shall perform the following task to install the Automated Gate at the 226th CBCG Contractor shall remove swing gate at location marked in APPENDIX 3.

Contractor shall run electrical from electrical room 108 shown in APPENDIX 4 to a junction box adjacent to the gate.

Contractor shall provide and install automated gate operator and cantilever style gate.

Cantilever style gate shall have barb wire accent installed on top of gate.

Cantilever gate’s installed height shall be same height as fencing.

Spacing below cantilever gate shall not exceed 8” anywhere in the gate opening.

Period of performance:

The period of performance shall be 90 days after notice to proceed following contract award.

Place and hours of Performance The contractor is responsible for conducting business between the hours of 0700-1700 hours Tuesday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

The project location is in a controlled area. The 187th CES will provide an escort for all contractor personnel within the controlled area.

If contractor desires to work on Mondays prior coordination with the 187th CES will be required to obtain an escort to the work area.

The Contractor must at all times maintain an adequate workforce for the uninterrupted execution of all tasks defined within this SOW when the Government facility is not closed for the above reasons.

Prior to the award of the contract the Contractor will attend a Pre-Bid Conference at a time and date determined by the 187th Contracting Office. During this conference the Contractor will visit the site and conduct a preliminary walk-through with 187th CES personnel. During the site visit, the Contractor will identify any issues that may conflict with or affect the outcome of the work. The Contractor is expected to include any cost required for the accommodation of such items within the original cost proposal.

Disposal Requirements:

The Contractor is responsible for the collection and disposal of all debris, rubble, residue and waste material generated in the execution of work under this contract. All such materials shall be disposed of at an off base landfill by the CONTRACTOR or location specified by 187th Civil Engineer personnel. The CONTRACTOR is not permitted to deposit any such materials in base trash collection containers or at any on base location without prior approval of the Contracting Officer.

Existing Conditions:

The Contractor is responsible for returning all conditions of the site to the condition it was in prior to work beginning, to include but not limited to soils, grass, pavements, and utilities.

Security Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 10-245, AFI 31-101 and AFMAN 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

Antiterrorism Awareness Level I Training (AT Level I). This standard language is for contractor employees with an area of performance within a US Government controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to US Government installations, facilities and controlled access areas shall complete AT Level I training within 10 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. AT Level I may be accomplished by a Level I qualified instructor; completing the Force Protection computer-based training (CBT) course on the Advanced Distributed Learning System (ADLS), or Joint Knowledge Online at http://jko.jten.mil. Tracking for each contractor or subcontractor employee is the responsibility of the COR or unit AT Representative.
