About this file
This Statement of Work (SOW) details the United States Secret Service's requirements for a 9mm Pistol Caliber Carbine with two variants: a Full Size and a Personal Defense Weapon (PDW). The weapon must be commercially available, compatible with AR-15 style operation, and feature specific technical specifications including a closed-bolt mechanically delayed operating system, two-stage trigger (3-5 pound pull), ambidextrous controls, and compatibility with Glock 17/34/45 and 19 magazines. Key design requirements include a dark, corrosion-resistant finish, threaded barrel with suppressor capability, semi-automatic fire mode, and specific dimensional constraints for each variant.
The Full Size variant must not exceed 8 inches in height, 2.50 inches in width, 31 inches in overall length, and weigh 7 pounds, with a 10-12 inch barrel. The PDW variant has similar constraints but with a more compact design, including a 6-8 inch barrel and overall length not exceeding 28 inches. Both variants require features such as an MLOK-compatible free-floating handguard, Mil-Std-1913 Picatinny rail, adjustable butt-stock, and ability to function with various 9mm ammunition types. This pre-solicitation opportunity is issued by the Department of Homeland Security's US Secret Service under solicitation number 70US0925R70092838.

STATEMENT OF WORK
9mm Pistol Caliber Carbine United States Secret Service (USSS)
2.0 REQUIREMENTS
2.1 General. The USSS has a requirement for a 9mm Pistol Caliber Carbine, available in both standard and compact/‘PDW’ variants, for use in all environmental conditions, including when discreet carry and/or maximum concealment is required.
The firearm shall be commercially available and exhibit a ‘manual of operation’ consistent with existing/legacy AR-15 family of weapons.
2.2 Design Requirements.
2.2.1 The firearm shall be operable, without modification or alteration, by a right or left-handed user, firing with the right or left hand, depending on handedness.
2.2.2 All external metal parts of the weapon shall have a dark (black or dark grey) subdued, rust/corrosion resistant finish. The finish shall be unaffected by commercially available gun cleaning solvents, such as Simple Green, used in heated ultrasonic cleaning tanks. flaking, peeling, blotching, etc. of the finish is unacceptable.
2.2.3 Operating System. The firearm shall utilize a closed-bolt, mechanically delayed operating system.
2.2.4 Barrel.
The firearm shall be chambered in accordance with current specifications for 9x19mm Parabellum, and function with assorted ammunition ranging in weight from 70 to 147 grains (to include all common SAAMI-spec and Mil-Spec ammunition) as well as frangible ammunition.
2.2.4.1 Barrel Rifling (9x19mm Luger) shall appropriate to achieve accuracy requirements.
2.2.4.2 The muzzle of the barrel shall be threaded to accept suppressor.
2.2.4.3 The muzzle shall be equipped with a direct thread suppressor.
2.2.4.4 The barrel shall have a minimum service life of 5,000 rounds.
2.2.4.5 Barrel service life is defined as a not exceeding 3 Minutes-of-Angle (MOA) and exhibiting no more than 125.0 ft/sec decrease in velocity (in accordance with USSS velocity testing procedures), with observance of offeror’s submitted maintenance protocols.
2.2.4.6 The barrel shall be free of cracks, seams, and other injurious defects and the bore and chamber shall be free of pockets, rings, bulges, and other deformations. The bore and chamber shall be chromium plated, or of equivalent corrosion resistance. Stainless Steel barrels are acceptable. Any coating in the chamber and bore shall be free of nodules, flaking, pits, stripping, anode burrs and evidence of etched base steel. Burrs and sharp edges shall be removed from the chamber edges, and any bolt locking lugs.
2.2.5 Mode of Fire. The weapon shall be semi-automatic.
2.2.6 Fire Selector.
2.2.6.1 The fire control selector shall be ambidextrous in design, via a single lever paddle present on each side of the receiver, adjacent to the rear pistol grip, thereby not requiring the shooter to significantly break their firing grip when actuating.
2.2.6.2 The fire control selector shall be a rotary type and shall have two positions; safe and semi-automatic, with verbiage (in English), or easily understood icons/pictograms, engraved on the lower receiver to indicate corresponding safe/fire position.
2.2.6.2.1 Selector shall rotate manually 90 degrees without binding from one position to another when the hammer is cocked. The selector shall remain in place in each position by a perceptible spring detent load until manually reset.
2.2.6.2.2 With the hammer cocked, when the selector is placed in the "SAFE" position, it shall prevent the trigger from releasing the hammer so that the weapon is incapable of being fired.
2.2.6.2.3 When the selector is placed in the "SEMI AUTOMATIC" position, it shall have a disconnect, so that the weapon is capable of semi-automatic fire only (one shot with each pull of the trigger).
2.2.7 Trigger.
2.2.7.1 The trigger configuration shall be two-stage with no adjustment screws or set screws.
2.2.7.2 The trigger pull shall not measure less than 3.00 pounds, nor more than 5.00 pounds.
2.2.7.3 The trigger shall have a smooth face, cannot be wider than the trigger guard, and shall be the only control inside the area enclosed by the trigger guard.
Any other controls (bolt catch/release, magazine/catch release, etc.) inside the area enclosed by the trigger guard are not acceptable.
2.2.8 Charging Handle. The charging handle shall be located at the rear of the upper receiver.
2.2.8.1 The charging handle shall not reciprocate with the bolt when the weapon is fired.
2.2.8.2 The charging handle shall be equipped with a latch mechanism on each side, so as to facilitate being operated with either hand while the shooter’s other hand is grasping the pistol grip or fore-end.
2.2.9 Bolt Hold-Open Device. The rifle shall be equipped with a magazine-activated bolt hold open device. The bolt hold open device shall also be capable of being activated manually by the operator.
2.2.9.1 The bolt hold open device shall be located – at minimum – on the left side of the receiver (Ambidextrous designs are acceptable), in location similar to Mil-Spec AR15 family of weapons.
2.2.9.2 When the bolt hold open device is activated by the magazine follower and the magazine is subsequently removed, the bolt shall remain in the rear or open position.
2.2.9.3 When the bolt is in the rear or open position and a full magazine is inserted, the bolt shall remain in the rear or open position until the operator manually activates the bolt release.
2.2.9.4 When the bolt catch is released, the bolt shall return to the battery position. Upon release, the bolt shall strip a round from the loaded magazine and load it into the chamber.
2.2.10 Magazine Well / Magazine Release. The weapon magazine well shall be compatible with the GLOCK 17/34/45 17-rd Magazine (OEM Part # 47617) GLOCK 19 15-rd Magazine (OEM Part #47618)
2.2.10.1 The magazine shall be capable of being inserted directly into the magazine well by the operator with one hand, and without any "rocking" type motion.
2.2.10.2 The magazine release shall securely retain the magazine in the magazine well. The magazine (whether empty or full) shall fall free from the magazine well once the magazine release button is activated without any further operator assistance.
2.2.10.3 The magazine release button shall be located on both sides of the receiver, in location similar to AR15 family of weapons.
2.2.10.4 Activation of the magazine release button shall be accomplished with minimum effort by the operator with only one hand and accomplished by pushing inward/laterally into the receiver.
2.2.10.5 The magazine release button shall be spring loaded and the design of the receiver shall provide some shielding against inadvertent activation when placed against standard uniform and/or body armor.
2.2.11 Lower Receiver. The lower receiver shall have laser-etching and/or engraving displaying (but not limited to) make, model/variant, and unique serial number.
2.2.12 Upper Receiver. The weapon shall be equipped with a Mil-Std-1913 Picatinny attachment rail on the top of the receiver for mounting of optics, iron sights, lasers, etc.
