About this file

This is a Statement of Work (SOW) for the replacement of the front gate system at USCG Station Alexandria Bay located at 45684 Landon Rd, Wellesley Island, NY 13640. The contractor must remove the damaged sliding gate, track, roller system, motor, access panel, and power transmission equipment, then install a new ornamental-style gate that matches the surrounding fence. The gate must be positioned approximately 8 inches above the road surface to accommodate road curvature and allow passage of light snow accumulation of 4 inches or less. Key installation requirements include reattaching and properly tensioning the chain (with no more than 3 inches of flexion), installing guide rollers, adjusting limit switches to ensure automatic opening upon departure and secure closing, and testing pressure sensors. The contractor must verify that the gate aligns properly with the bail when closed to allow locking capability and must provide user and administrator training covering gate programming, maintenance and troubleshooting techniques, and daily operation procedures.

The contractor is responsible for all labor, materials, equipment, and transportation, with work to be performed Monday through Friday, 8:00 AM to 5:00 PM, except federal holidays. A 24-month warranty from the date of government acceptance is required, with contractor obligation to replace or repair any failed components within 48 hours at no cost to the government. All personnel must comply with Coast Guard facility regulations, OSHA safety standards, and New York state laws, with the more restrictive standard applying. The estimated procurement range is $25,000 to $100,000 under NAICS code 238990 (All Other Specialty Trade Contractors) with a small business size standard of $19.0 million.
