A. Scope of Work:

1. The Orlando VA Medical Center is seeking professional design services from an

Architectural/Engineering (A/E) firm to develop and furnish Construction Documents and perform Construction Period Services for this project titled: Create

Cardiovascular Center at Lake Nona, Project No. 675-103. Construction document tasks will include, but will not be limited to, preparation and/or performance of reports, specifications, renderings, working drawings, site visits/investigations, meetings and meeting minutes, staff interviews, phasing, cost estimates, and other related information and services. The A/E shall furnish technical services for schematic design, design development and construction documents.

B. Project Overview:

1. This project will expand the first-floor hospital east wing at the Lake Nona Campus and renovate approximately 19,000 SF of adjacent space. The expansion will add approximately 7,000 SF of clinical space and 7,000 SF of interstitial space. The expanded footprint and renovations will allow for the expansion of specialty care space in the form of a cardiovascular center.

Design will include the following items and program areas:

• Outpatient Clinic o Twelve (12) standard exam rooms o One (1) treatment room o Patient check-in area large enough to accommodate clinic traffic and patients coming for outpatient procedures

• Invasive Area o Two (2) catheterization laboratories o One (1) CT scan room o Eight (8) bed recovery room o One (1) Transesophageal echo and cardioversion room

• Non-Invasive Area o Six (6) echocardiogram rooms o One (1) Holter monitor room o One (1) ECG room o One (1) stress test room o One (1) device clinic room for PACS system computers and monitors

• Ancillary Rooms o Supply rooms for Non-Invasive and Invasive consumables o Locker room/Break room o Conference room with AV equipment o Echo Supervisor office o Chief of Cardiology office o Non-Invasive Lead office o Invasive Lead office o Cardiology Nurse Manager office o Two (2) Cardiovascular Pharmacist offices o Biomed workshop o Office space for 20 Case Managers and providers

The design should include three (3) different charrettes to be approved by leadership prior to proceeding to the 25% construction documents. This expansion will follow the existing VA design guide cardiovascular laboratory service dated 11/29/2011 and VA

Imaging service design guide dated 9/1/2020.

2. This project be accordance with the VA current design criteria, PACT Space Module

Design Guide, input from the VA staff, and other references and requirements mentioned on this scope of work.

3. Design work to include all required work to complete the expansion of primary care clinic, interstitial space, mechanical space, and any required work (impact) in the adjacent social work and education spaces. Most design, especially the exterior, shall be designed to match existing architectural features of the building/facility.

a) Architectural: The design guidelines as listed below are to be followed. The

Cardiovascular Laboratory service at Lake Nona space is to be more contemporary in terms of finishes as well as layout and workflow. Architectural scope is to include layout and detailing of the new space as required for new construction.

b) Interior Design: The finishes are to be per VA Room, Finishes, Door & Hardware

Schedule (PG 18-14), VA Interior Design Manual and the Orlando VA Medical

Center Environmental Management Services Interior Designer established standards. The VA Interior Designer will perform all interior color and material selections from the Architect’s recommended items. The A/E will coordinate all interior selections with the VA interior design staff.

The deducting alternative bid items shall have a goal of equaling 10% of the proposed construction budget. The resulting project must still be a viable project if all alternatives are deducted from the construction project. No matter which option is selected, the hospital must continue to function during construction.

4. Drawings and specifications shall be stamped by registered Architect and/or

Engineering disciplines involved in this work, excluding none.

5. Architect/Engineer shall be responsive to the VA, be the advisor to the Government, work in Government’s interest, and fully satisfy the design criteria as set forth by the
