The SOW defines requirements for the purchase, transportation, inside delivery, and full turnkey installation of commercial-grade office furniture. The contractor must provide all management, components, hardware, tools, materials, transportation, and labor necessary to deliver, stage, unbox, assemble, level, place, and inspect furniture items into fully functional administrative workspaces. The single-story facility has no dedicated loading dock; inside delivery must occur through standard exterior doorways. Removal of existing government furniture is excluded; the government will clear designated workstation footprints prior to installation. The acquisition is conducted on a Brand Name or Equal basis, with Global Furniture Group products establishing baseline standards for quality, style, ergonomics, and durability.
Technical specifications are organized into three independent Finish Groups. Finish Group A (CLIN 0001) comprises one Senior Enlisted Leader executive L-shaped sit-to-stand workstation with 34-inch minimum worksurface depth, featuring thermally fused or high-pressure laminate in dark executive wood grain with black powder-coated steel frame. Finish Group B (CLINs 0002-0005) covers the Director of Business Operations executive suite with two mutually exclusive options: Option 1 (Laminate) features a fixed-height desk shell with high-pressure laminate in dark wood grain plus two matching mobile pedestals; Option 2 (Wood Veneer) offers genuine hardwood veneer with protective lacquer finish, modesty panels, and hardware in brushed nickel or matte black. Optional items include one conference table (96"L x 48"W) and one utility/breakroom table (48"W x 24"D), both featuring high-performance laminate matching Group C with integrated power/data modules where applicable. CLIN 0011 encompasses full-service turnkey delivery, assembly, placement, and 100% removal of all packaging debris. All quotations must include manufacturer product cut sheets and clear color photographs or catalog illustrations with color/finish swatches.
Contractor responsibilities include providing five business days' advance notification to coordinate gate access and security passes, receiving and staging all shipments at a regional or local warehouse before dispatch to the installation site (direct factory drop-shipments prohibited), phased delivery within a 48-72 hour on-site staging window, providing all necessary transport equipment and labor for inside delivery, complete assembly per manufacturer specifications, electrical motor cabling routing and dressing, testing of height-adjustment controllers and lock mechanisms, and removal of all cardboard, shrink wrap, pallets, and assembly debris from the base. Deliverables include a pre-installation placement verification walkthrough, turnkey operational workspaces, complete manufacturer warranty documentation for all mechanical frames, electric motors, controls, laminates, veneers, and hardware, and a final joint inspection with the government Point of Contact. 2.3 Product Literature & Submittal Requirements
To allow the Government to visually evaluate aesthetics, dimensions, and finishes prior to award, all quotations must include standard manufacturer product cut sheets and clear color photographs or catalog illustrations for each proposed item, including color/finish swatches. Submittals without accompanying visual literature may be deemed technically unacceptable.
3.0 DELIVERY, STAGING, AND INSTALLATION LOGISTICS
3.1 Delivery Notification & Base Access Coordination: The Contractor must notify the Government Point of Contact (POC) a minimum of five (5) business days prior to the planned delivery date to coordinate gate access, vehicle security passes, and base entry protocols for all transport and installation personnel.
3.2 Warehouse Staging & Controlled Transport: Because the installation facility is an active administrative building with no dedicated warehouse or storage space, direct factory drop-shipments to Minot AFB are strictly prohibited. The Contractor must receive, inspect, consolidate, and stage all shipments at their regional facility or local staging warehouse prior to dispatch to the installation site.
3.3 Phased Installation & On-Site Staging:
The Government will provide a temporary staging space within the building for a maximum of 48 to 72 hours during the approved installation window. Deliveries must be phased so that only the quantity of furniture that can be actively assembled and placed within that 48-hour operational window is staged inside the building at any given time.
3.4 Handling Equipment & Loading Constraints: The installation facility does not have an exterior loading dock. The Contractor must furnish all necessary transport equipment (e.g., liftgate box trucks, rolling dollies, stair/curb ramps) and labor required to execute inside delivery directly from the transport vehicle to the point of installation.
3.5 Complete Assembly & Site Cleanup: The Contractor must assemble all components strictly in accordance with manufacturer technical specifications, level all worksurfaces, route and dress electrical motor cabling, test all motorized height-adjustment controllers, and verify smooth lock operation. Immediately following installation, the Contractor must remove all cardboard, shrink wrap, wooden pallets, and assembly debris from Minot AFB and dispose of off-base, leaving workspaces clean, vacuumed, and ready for immediate administrative occupancy.
4.0 CONTRACT DELIVERABLES
The Contractor must provide the following deliverables to the designated Government
POC:
• Pre-Installation Placement Verification Walkthrough: Prior to unboxing and final assembly, the Contractor’s lead installer must conduct a brief on-site walkthrough with the Government POC to confirm designated desk locations, power outlet proximity, and user orientations within the existing layout.
• Turnkey Operational Workspaces: Complete, fully functional, leveled, and operational workstations, executive casegoods, conference tables, and storage pedestals placed in designated locations ready for end-user occupancy.
• Manufacturer Warranty Documentation: Complete, written commercial manufacturer warranty certificates for all mechanical frames, electric motors, controls, laminates, veneers, and hardware.
• Final Joint Inspection and Acceptance: Completion of a joint physical walkthrough inspection with the Government POC to verify that all items are present, fully functional, free of cosmetic or mechanical defects, and compliant with all minimum essential physical characteristics.
5.0 GENERAL PROVISIONS & SITE REQUIREMENTS
5.1 Warranty Standard: All products provided must include the manufacturer’s standard commercial warranty.
5.2 Government Furnished Utilities: The Government will furnish electricity and water as necessary for the Contractor to accomplish assembly and testing at no cost to the Contractor.
5.3 Installation Access Requirements: All Contractor employees entering Minot AFB must possess a valid REAL ID-compliant state driver's license, state identification card, or U.S.
passport. All commercial vehicles must possess current registration and valid proof of insurance. Contractor personnel must comply with all base security, traffic, and Force Protection Condition (FPCON) directives.
5.4 Operating Hours: Work must be performed between the hours of 0800 and 1700, Monday through Friday, excluding Federal Holidays.
6.0 PERIOD OF PERFORMANCE
The Contractor must achieve full delivery, installation, debris removal, and final Government acceptance no later than 120 calendar days after receipt of award (ARO).
