About this file
This document is a Statement of Work (SOW) for a 420 nm laser system for the National Institute of Standards and Technology (NIST) Fundamental Thermodynamics group. NIST requires a high-power, spectrally-narrow laser source tunable between 420-422 nm for a rubidium atom quantum metrology experiment. The laser must produce at least 70 mW of power, have a laser frequency linewidth of 20 GHz, operate with TEM_00 mode, and possess specific technical characteristics including linear polarization, an optical isolator, and the ability to function in ambient temperatures of 16-26°C with up to 80% relative humidity.
The solicitation (Number 1333ND25QNB680327) is seeking a new, commercial off-the-shelf laser system with strict requirements, explicitly excluding experimental, prototype, or custom items. The laser will be used to excite rubidium atoms from the ground state to the 6P state, supporting advanced quantum metrology research. All proposed equipment must be new, authorized for U.S. sale, and shipped in original manufacturer's packaging with complete documentation and software. The procurement is being conducted by the Department of Commerce's National Institute of Standards and Technology (NIST).

NIST Requirements Document 420 nm laser
I. Background The National Institute of Standards and Technology (NIST) Fundamental Thermodynamics group is developing a rubidium atom experiment that will enable quantum metrology of thermal radiation. They are exploring methods to probe thermal radiation resonant with rubidium transitions originating from the 6P state. Rubidium may be excited from the ground state to the 6P state using 420 nm laser light.
II. Scope NIST requires a high-power, spectrally-narrow source of laser light that is tunable for wavelengths from 420-422nm. This procurement seeks a laser capable of producing these wavelengths at high power with long-term frequency stability.
III. Minimum Requirements The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
The Contractor shall provide the following 420 nm laser that meet the following minimum specifications in any combination simultaneously:
1) Produce a free space output laser beam at any wavelength between 420 nm and 422 nm with at least 70 mW of power
2) Have laser frequency linewidth of <500 kHz
3) Have a mode hop-free tuning range of >20 GHz
4) Have an output beam with a TEM_00 mode and a beam quality with M^2 < 1.2
5) Linearly polarized output, polarization >100:1
6) Include an optical isolator with >60 dB isolation
7) Operate with only passive or forced air cooling.
8) Operating ambient temperature 16 C – 26 C.
9) Operating ambient relative humidity up to 80%.
10) Operate using 120 VAC, with supply current <10 Amps.
11) Provide electronics for controlling the laser’s current, temperature, and tuning piezo.
a. Electronics require a touch display
b. Scanning features integrated with control electronics
c. Locking features integrated with control electronics, including 2 PIDs to address piezo and current, with automatic optimization of PID settings.
d. Locking features integrated with control electronics include Lock-in signal generation for top-of-fringe lock
e. USB interface and ethernet interface
f. PC GUI and python sdk for remote programming of laser settings
g. Current noise < 50 nA pk-pk The contractor shall further provide any software and reference manuals required for operation of the 420 nm laser.
IV. Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) 8 weeks ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:
The National Institute of Standards and Technology 100 Bureau Drive, Building 221, room B205 Gaithersburg, MD 20899 V. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
NIST personnel will verify equipment operation meets technical standards post installation. This will be accomplished through testing the 420 nm laser output with a reference cavity, wavemeter, beam profiler, polarimeter, and power meter.
The Government will test, inspect, and accept the equipment onsite within seven (7) business days of the receipt of the 420 nm laser. A visual inspection of the system/item (s) will be performed by the NIST Technical Point of Contact (TPOC) to identify surface defects or any form of indication that the system/item (s) were damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the system/items (s) due to defects and/or nonconformance.
VI. Installation The Contractor shall provide written installation instructions no later than the delivery date of the 420 nm laser.
VII. Warranty The contractor shall warrant the entire system for a period of a minimum one year or 3,000 hours operation after receipt and acceptance of the equipment and shall be in accordance with terms in FAR 52.212-4.
VIII. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after installation and acceptance by the TPOC of fully installed system.
2. The Government anticipates inspection will occur upon:
a. After the testing procedures set forth in this document have been completed
