Innovation Lab 6-person Sound Isolation Pod 305th AMW, JB MDL, NJ
1731 Vandenberg Ave, JB MDL, NJ 08641 Statement of Work (SOW)
26 July 2023
SECTION I
1.1 Requirements:
The required services for a 6-person Pod include the following:
a) Supply and delivery of the pod to the 305 AMW Innovation Lab at 2508 Can-Do Way, JBMDL, NJ 08641 Room 17 within the specified timeframe.
b) Installation, assembly, and setup of the pod in the Innovation Lab space and ensuring all components are properly assembled and functional.
c) Testing and verification of the pod's functionality, including all integrated systems and features.
d) Training sessions for designated personnel on the operation and maintenance of the pod.
e) Provision of the original equipment manufacturers’ (OEM) standard warranty for the pod and its components.
1.2 Project Description:
a. Standard features will include at least:

1.3 Original Equipment Manufacturers (OEM) Standard Warranty:
The 6-person Pod should come with the original equipment manufacturers’ (OEM) standard warranty. The warranty should cover the pod and its components commensurate with the vendor’s standard commercial warranty but in no event will be for a period or time shorter than one year. The vendor shall ensure that any defects or malfunctions are repaired or replaced by the OEM at no additional cost. The details of the warranty, including its duration and coverage, should be provided by the OEM or as per their standard warranty terms and conditions.
SECTION II
TRAINING AND MAINTENANCE
2.1 Training:
The contractor shall provide comprehensive user training for up to three facilitators and operators of the sound isolation pod system. The training sessions shall cover all aspects necessary for the total operation and management of the system. The contractor is responsible for conducting the training during the installation performance period. In addition, the contractor shall provide hardcopy and softcopy (compatible with Windows 10 and above) engineering blueprints and/or documentation of all installed equipment to the 305 AMW Chief or Superintendent of Innovation. Reference, maintenance, and user documentation for all products and services, shall also be provided.
2.2 Maintenance:
The contractor shall offer ongoing support for the sound isolation pod system. The contractor's support services shall include technical assistance, hardware replacement for failed components, engineering support, and maintenance services essential for active management, reliable operations, and rapid restoration.
All technical support personnel shall be fluent in the English language. Contractor technicians will provide comprehensive support for operational queries, troubleshooting, and issue resolution. In case of suspected trouble, the contractor shall work closely with local site users to identify and rectify system-related issues. Upon receipt of replacement equipment, the contractor shall continue working with the Innovation Lab POC to troubleshoot, isolate failed components, and install the new replacement items. Service Technician (FST) on-site for repair, the contractor will be requested to provide on-site maintenance support. However, the contractor will not dispatch the FST until funds are obligated for the on-site service and the contracting officer authorizes travel of the FST. The FST shall troubleshoot, isolate failed components, and initiate repair actions. In case full repair cannot be completed due to parts unavailability, the FST will collaborate with the Innovation Lab POC upon receiving the replacement hardware or software, aiming to restore the system to operational readiness. Trouble tickets shall not be closed until the system is tested and recertified by the contractor in conjunction with the Government facilitator/operator. The contractor shall bear the cost of parts covered during the warranty period. The Government will arrange escorts for contractors accessing restricted areas, and room availability will be ensured before the contractor's arrival on-site.
SECTION III
TESTING, ACCEPTANCE, SECURITY, & GENERAL INFORMATION
3.1 Perform test and acceptance procedures for all equipment:
As part of the Innovation Lab solution, comprehensive test and acceptance procedures shall be conducted for all equipment and contractor-provided items. The testing process will ensure the complete operation and functionality of the system and its peripherals. The tests shall include, but not be limited to demonstration of full functionality of the sound isolation pod system and shall occur within 6-8 weeks after contract award.
3.2 SECURITY REQUIREMENTS
3.2.1 Access:
The contractor shall obtain appropriate contractor building passes from the 87th Security Forces Squadron (87 SFS). However, it is important to note that at no time will the contractor or its employees be granted escort authority for any 305 AMW facilities. When performing any work covered under this contract outside of regular working hours, the contractor shall ensure that all lights in the area where work was conducted are turned off before leaving the building or secured area. The specific hours for these periods are defined in Section 3.3.3.
3.2.2 Physical Security:
The contractor is responsible for safeguarding all government property while performing the duties outlined in this SOW. At the end of each work period, all government facilities, equipment, and materials must be securely stored and locked in the 305 AMW Innovation Lab.
3.2.3 Contractor Consent to Background Checks:
The contractor shall not employ individuals to perform under this contract if they are deemed or identified by the Air Force as potential threats to the health, safety, security, general well-being, or operational mission of the installation and its population. Furthermore, the contractor and subcontractor shall not employ individuals who have outstanding criminal warrants as identified by the Law Enforcement Agency Data System (LEADS) through the National Crime Information Center. LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must provide consent for LEADS background checks. Failure to consent to a LEADS check will result in denial of access to the installation. The required information to conduct a LEADS check includes the full name, driver's license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor must be prepared to provide this information to the Installation Visitor Control Center upon request.
Additionally, contractors must ensure that their employees and those of their subcontractors possess the proper credentials allowing them to work legally in the United States. Any individuals found to be undocumented or illegal aliens shall be handed over to the appropriate authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.
3.2.4 Contractor Registration of Vehicles:
All vehicles used by the contractor or contractor employees for the performance of this contract must comply with all local, state, and federal regulations. Furthermore, any passes issued must be surrendered to the Security Forces upon demand to positively identify an individual's need to be on the installation.
3.3 GENERAL INFORMATION
3.3.1 Personnel Continuity:
The contractor shall make every effort to retain personnel to ensure continuity until contract completion. In the event that it becomes necessary to substitute or replace personnel, the contractor shall promptly notify Innovation Lab POC in writing of any potential vacancies. The contractor shall also inform the Government of the projects or assignments that might be affected by such personnel changes.
3.3.2 Period of Performance:
The required delivery date for the sound isolation pod is no later than 6-8 weeks after contract award.
3.3.3 Length of Project and Hours of Work:
Work shall generally be conducted during a 40-hour workweek, Monday through Friday, between the hours of 0700-1730 Eastern Time, excluding federal holidays. The Contractor personnel shall observe all Federal Holidays, including New Year's Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day during contract performance. If a holiday falls on a Saturday, it shall be observed on the preceding Friday. If a holiday falls on a Sunday, it shall be observed on the following Monday. The contractor shall ensure continuity of operations during periods of personnel turnover and long-term absences, which are considered durations longer than one week.
3.3.4 Contractor-Furnished Items and Services:
Unless otherwise specified as government-furnished items, the contractor shall provide all items and services necessary to perform this contract. At this time, the government is not furnishing any items or materials to complete this requirement.
3.3.5 Meetings and/or Visits:
A Site Visit may be required and if deemed necessary, the government will provide the date, time, and location of the Site Visit to all interested parties at a later date.
3.4 Safety
The contractor or its employees shall immediately report to the Innovation Lab POC any unusual soiling of an area and any unhealthful or hazardous conditions that may affect the performance of work.
