About this file
This is a Statement of Work (SOW) for the upgrade and renewal of Altium software licenses and infrastructure for DMEA (dated 10 August 2026, contract number DMEA 26-6H2). The SOW is managed by project engineers Chris Gardner (DMEA/MEBB) and Ken Nguyen (DMEA/MEAB).
The primary objective is to upgrade DMEA's existing Altium software capabilities by installing an on-premises Enterprise server and converting fifteen existing Altium licenses to Altium Enterprise licenses. The contractor must install and validate the server infrastructure in collaboration with DMEA Engineers and IT experts, with a target completion date of 31 March 2027 (maximum six-month duration). Key technical requirements include establishing an immutable, version-controlled configuration management repository for PCB design files; connecting to DMEA's high availability SQL database cluster; managing and serving Altium Designer Enterprise licenses to client workstations; providing a central repository for all ECAD data; and configuring storage on a designated HA file share network path. The contractor must also demonstrate interoperability with other DMEA engineering software, at minimum with Solidworks Professional, and potentially with Keysight ADS, CST Antenna Magus, and PCB Doctor.
Upon government validation and acceptance of the on-premises server solution, the contractor shall provide a one-year subscription for twenty Altium Enterprise licenses (inclusive of the original fifteen licenses plus five additional seats) beginning after the existing standard licenses expire on 12 April 2027. Alternative licensing models are acceptable provided DMEA maintains at least twenty simultaneous seats, licenses can be shared among more than 20 users, and costs are comparable to twenty individual licenses. The contractor must also provide one-year subscription renewals for the twenty-license suite in Year 2 and Year 3 of the contract.

STATEMENT OF WORK (SOW)
DMEA 26-6H2
10 August 2026
PE: Chris Gardner, DMEA/MEBB PE: Ken Nguyen, DMEA/MEAB
1.0 SCOPE: Altium licenses and software maintenance requires upgrading to maintain capability for DMEA Organic Engineering efforts
1.1 TITLE: Altium Enterprise Upgrade and License Renewal
1.2 APPLICABILITY: DMEA Engineering
1.3 BACKGROUND: DMEA uses Altium software to design and layout printed circuit boards (PCBs) for many Department of War (DoW) projects. Many of the features, files, settings, and other characteristics used in Altium for the creation of these PCBs are unique to Altium and cannot be modified by another PCB design software set.
Current DMEA Altium capabilities do not provide configuration management, version control, design software interoperability, and component life-cycle management features vital to military designs and sustainment cycles. To meet military requirements for PCB Technical Data Packages (TDP), DMEA needs to upgrade its existing suite of licenses to leverage the additional capabilities with Altium’s Enterprise software solutions.
1.4 PURPOSE: The purpose of this task is to install an on-premises Enterprise server, evaluate and validate the interoperability of the Enterprise solutions on DMEA’s networks and with other Engineering software applications, and upgrade DMEA’s suite of Altium license subscriptions to Altium Enterprise.
2.0 REFERENCED GOVERNMENT PROVIDED RESOURCES: None
3.0 REQUIREMENTS:
3.1 GENERAL REQUIREMENTS:
3.1.1 RESERVED
3.2 PROGRAM MANAGEMENT: None
3.3 TASK REQUIREMENTS:
3.3.1 SOFTWARE and INFRASTRUCTURE REQUIREMENTS: The contractor shall, in collaboration with DMEA Engineers and Information Technology (IT) experts, install an on-premises server capable of hosting Altium’s Enterprise solution.
3.3.1.1 REQUIREMENT: The contractor shall upgrade DMEA’s fifteen (15) Altium licenses to Altium Enterprise licenses for the duration of on-premises server installation, validation and acceptance – anticipated to take a maximum of six (6) months to complete. These licenses upgrades will be utilized by DMEA Engineers and IT to use to install, debug, test, and evaluate the on-premises server and all Altium features vital to DMEA Operations. The upgrade shall not interfere with the ongoing utilization of the existing Altium software by DMEA Engineers. Target Completion Date for server installation, network interfacing, functional validation, and interoperability verification is 31 March 2027.
3.3.1.2 REQUIREMENT: The on-premises server shall be verified to provide an immutable, version controlled, configuration management repository for all native-Altium design files, and all other PCB layout files necessary to release a PCB TDP for PCB fabrication, assembly, and manufacturing.
3.3.1.3 REQUIREMENT: The contractor must establish a successful connection to DMEA’s high availability (HA) SQL database cluster endpoint and verify the data is available.
SOW PWS Template 20161116.doc
3.3.1.4 REQUIREMENT: The Altium Enterprise Server (AES) must manage and serve DMEA’s suite of Altium Designer Enterprise licenses to client workstations; DMEA currently has 15 Altium network licenses. The workstations must be able to successfully check out an enterprise license and verify the enterprise only features.
3.3.1.5 REQUIREMENT: The server must provide a central repository for all ECAD data, including components, templates, and design files. Given an engineer is using a connected Altium Designer client, when they create and save a new component, then the component must be successfully saved to the central Enterprise Data Repository.
3.3.1.6 REQUIREMENT: All project data and design files managed by the server must be configured successfully and stored on the designated HA file share network path.
3.3.1.7 REQUIREMENT: Interoperability with other DMEA engineering software shall be demonstrated at a minimum with Solidworks Professional. Other potential software interoperability demonstrations include Keysight ADS, CST Antenna Magus, and PCB Doctor; if interoperability is possible between Altium Enterprise and any of these software suites is possible, it should be demonstrated and validated.
3.3.2 REQUIREMENT – YEAR 1: Upon government validation and acceptance of the on-premises server solution and Enterprise capabilities, the contractor shall provide a one-year subscription for a total of twenty (20) Altium Enterprise licenses, inclusive of the original fifteen (15) licenses and five (5) additional. These licenses shall replace DMEA’s existing suite of standard Altium licenses which expire 12 April 2027. Alternative Enterprise licensing models may be proposed, provided DMEA has at least twenty (20) seats to use simultaneously, the licenses can be shared amongst more than 20 DMEA users, and Enterprise subscription cost is comparable to cost of twenty (20) individual licenses.
3.3.3 REQUIREMENT – YEAR 2: The contractor shall provide, in one-year increments, one additional year of Altium Enterprise subscription renewals for the suite of twenty (20) Altium Enterprise licenses.
3.3.4 REQUIREMENT – YEAR 3: The contractor shall provide, in one-year increments, one additional year of Altium Enterprise subscription renewals for the suite of twenty (20) Altium Enterprise licenses.
3.4 PROGRAM SUMMARY: None
