About this file

This is a Defense Microelectronics Activity (DMEA) Combined Synopsis/Solicitation for an IT Software Catalog issued under FAR Part 13 simplified acquisition procedures. The solicitation is designated as a Total Small Business Set-Aside. Evaluation will be based on quality of product and price, with award to the responsible offeror providing the best value to the Government.

Addendum To Far 52.212-1 Instructions To Offerors--Commercial Items

Submission of Offers:

The Government desires to make a single award for all licenses and is willing to pay a higher unit price for some items in order to have more simplicity on one contract. Technically, this solicitation therefore is using a tradeoff criteria: license availability and price.

All offerors must be authorized resellers for software proposed. The Government will not award contracts including licenses to offerors who are not authorized resellers for that software.

The Government reserves the right to make split awards based on quantities and unit prices proposed, in order to fulfill the full requirements in the SOW.

The Government intends for the resultant contract(s) to fulfill all license requirements for this software for a year.

Additional licenses required for this (or related) software may be added via modification at the same unit price if the need arises.

Representations and Certifications (Reps & Certs). Offers need not complete or submit Reps & Certs unless the Offeror has not electronically completed Reps & Certs in the System for Award Management (SAM).

Past Performance Information. Offers need not include Past Performance Information Retrieval System (PPIRS) or Federal Awardee Performance and Integrity Information System (FAPIIS) information.

Quote Submittal. Quotes are due to the Contracting Officer, Zonel Laborde, by 1200 (12:00 p.m.) Pacific Standard Time (PST), Tuesday, 14 July 2026. Via E-mail: zonel.laborde.civ@mail.mil

The Government may reject any or all quotations. The Government reserves the right to cancel this solicitation at any time. The Government will not reimburse any proposal preparation costs or other expenses incurred to respond to this notice.
