(ALC), various organizational USCG activities and remote operating locations using the RT5JS+

Rotortuner Kit, RT-6 Rotortuner Kit, RT-JEM Jet Engine Monitoring System, associated software, firmware and a variety of adapter and interface devices peculiar to the aircraft or system under test.

The contractor shall provide calibration, function testing, repair, technical support services and supply sparing of the RT5JS+ Rotortuner Kit, RT-6 Rotortuner Kit, RT-JEM Jet Engine Monitoring System, associated software, firmware and a variety of adapter and interface devices peculiar to the aircraft or system under test.

2.0 Major Tasks

The contractor shall provide all necessary parts, material, labor, tooling, test equipment, and facilities to provide the calibrations, function testing, repairs and supply sparing at the firm-fixed prices listed in the schedule. All services shall be accomplished on an as required basis, as directed by the Government through a funded task/delivery order.

2.1 Original Equipment Manufacturer (OEM) Procedures

The contractor shall have access to the required calibration, function testing and repair specifications and performance/ test/acceptance criteria and data to ensure all components are tested, calibrated and repaired in accordance with (IAW) the OEM’s current specifications and procedures. The USCG may review calibration, function testing and repair manuals and modification specifications and performance/ test/ acceptance criteria as required. The contractor is solely responsible for obtaining any and all specifications required for this effort. Original design or functional capabilities of the end item and parts thereof shall not be changed unless authorized or directed by the requirements of this SOW.

2.2 Function Testing, Calibration and Repairs

2.2.1 Calibrations

Calibrations are required at 12-month intervals. Scheduling will be accomplished to maximize equipment availability at all USCG activities and as required by the Government. System calibration shall be accomplished IAW Helitune specifications CMM-3492-00, CMM-3382-00 and CMM-2472-00.

Calibration measurement of Test, Measurement and Diagnostic Equipment (TDME) shall be traceable to National Institute of Standards and Technology. A certificate of calibration shall accompany each item and a calibration sticker must be affixed to the end-item of TDME when the equipment size allows.

Upon vendor receipt of the equipment, function tests, calibration and minor repairs shall be completed and returned to the Government within fifteen (15) business days or less. In the event of any delays, the

Vibration Program POC shall be notified in writing via email with an explanation and expected timeline for return to service. If required, a modification will be issued by the Contracting Officer extending the delivery date.

2.2.2 The components that comprise a full RT-6 Rotortuner Kit and RT-JEM Jet Engine Monitoring

System can be found in SOW Attachment 1. These items will be supplied to the contractor in the quantities provided below for the function test and calibration of the kit. There are four cables in the RT-

5JS+ kit that may have varying quantities. Any cables other than Helitune cables found defective, will not be covered under this contract. If such cable is identified, the contractor will remove the cable and quote the appropriate replacement IAW the Schedule of Supplies/Services. The table below defines the minimum and maximum numbers for the cables and accelerometer. In the event that the kit list exceeds the maximum quantities stipulated the Vibration Program POC will be notified, and the excess will be held awaiting disposal instructions.

Parts of a component found to be in a serviceable condition as a result of functional testing, calibration or minor repair shall be reused. Missing parts and parts found to be defective that fall outside of minor repairs or that require replacement by manufacturer’s instructions shall be replaced with parts meeting the manufacturer’s specifications and drawings. Replacement parts shall be new or refurbished. The contractor shall submit a listing of all systematically replaced parts to be utilized in support of the maintenance procedure of each component, with supporting evidence where required, to the Vibration

Program POC. The replacement parts listing must show the following information: Item Description, OEM Part Number and Price. Replacement items will be subject to specific contract instructions.

2.2.6 Separately Priced Replacement and Supply Parts

Pricing for other repair components and/or supply components, yet unspecified by part number at contract award, may be incorporated as firm fixed prices after negotiation of the first-time replacement.

The Government may require spare parts to maintain an adequate stock level and therefore purchase the items listed in the Schedule of Supplies/Services. In the event that Government held spare parts are used to fulfill a field replacement, it is noted that unless otherwise mutually agreed the replacement will be considered outside the scope of minor repairs.
